Former Chief Justice Renato Puno believes a Constitutional Convention is the best way to bring peace in Mindanao.
Puno says the draft Bangsamoro Basic Law, which contains several contentious issues, can even lead to further confusion in the region.
"Napakadami nang naging discussion diyan, pero makikita natin, in the very least, the constitutional objections that have been raised are very preminent," said Puno.
"My point is why do we have to take this risk?... We are limited by the boundaries of power set in the 1987 constitution. The powers in the 1987 are centralized in the national government," he adds.
Puno also believes that if the BBL is passed by Congress untouched, it will most likely be questioned before the Supreme Court.
And even if the law survives constitutional challenges, Puno said the peace process did not include all stakeholders in Mindanao making the prospects for peace an uncertain one.
"Bakit natin pinagpipilitan yan? Meron namang ibang option," added Puno.
