01:08 Good morning and thanks for joining us. I am Gladys Asu-Gwana.
01:12 On the esteemed instructions of the head of state, commander-in-chief of the armed forces, the minister delegate at the presidency in charge of defense shall preside over a military parade.
01:24 Today, Saturday, July 1, 2023, devoted to the award of decorations for the national day 20th May 2023 edition, an epaulette to the promoted personnel of the defense forces for 1st July 2023.
01:42 The ceremony begins at 10am prompt at the ceremonial ground of the headquarters brigade in Iaounde. This communique has been signed by the minister delegate at the presidency in charge of defense, Joseph Petit Asumo.
02:00 Meantime, officials of the ministry of agriculture and rural development have been discussing the role of cooperatives in the empowerment of rural farmers in sectors like agriculture, industrialization and finance.
02:15 The discussions Friday in Iaounde come ahead of the international day of cooperatives under the theme cooperatives for sustainable development.
02:24 Let's know more about the discussions with Beatrice Ngon.
02:31 The idea of cooperatives was born some 200 years ago with the goal of bringing people with similar problems together to resolve challenges as one.
02:41 Decades after, the concept of cooperative movements, reportedly one of the world's oldest and largest business network, is still misconstrued in Cameroon.
02:53 The link you people should have is the activity, but they have some other links, family, friends and so on, so it is really difficult.
03:01 And so to educate promoters of cooperatives in the agricultural, industrial, financial and other sectors, the ministry of agriculture and rural development has opted for a roundtable debate.
03:14 Exchanges underscore the contributions of cooperatives in solving the major social, economic and environmental problems.
03:22 If they can fulfill the criteria, they will be selected, they will benefit from financial support, technical support and they will work with the projects.
03:32 These local, national and Pan-African policy makers are hoping to enlighten cooperative promoters on how to put personal interests aside and rather promote people-centered and self-sustaining cooperative enterprises for national development.
03:50 And on to one of our lead stories, Prime Minister Joseph John Gautier has reassured lawmakers on the issuance of national identity cards, sometimes delayed due to procedures to authentify identification documents and to safeguard the Cameroonian nationality.
04:08 He made the clarification in the course of a question time session at the National Assembly Friday presided over by the senior deputy speaker, Honorable Hilarion Etom. Details with Esther Kima.
04:23 Three questions on the financing of community health workers and community health services, delays in obtaining national identity cards, plus the management of AFCON and COVID-19 funds addressed to the Prime Minister, Head of Government, Chief Dr. Joseph John Gautier clarified the lawmakers.
04:43 He outlined the measures to improve services offered and emphasized that the slowdown in the issuance of identity cards is mostly due to the authentication of required documents, sometimes falsified by applicants.
04:58 While the build or pre-transfer option is being considered to fluidify the process, AFCON dedicated infrastructure for the most part are near completion.
05:09 On COVID-19 funds, he admitted that the judiciary has the duty to establish any irregularities. Other worries concern wheat production in the country.
05:20 Can you tell the people's representative what the government does to support the laudable initiative of Cameroonian Wheat Development Society farmers?
05:30 The need of wheat for the consumption of the population in our country is about 900,000 tons of wheat per year. We have a seed farm in Ouassane, about 50 hectares, and another seed farm in Banswa.
05:49 On the water hyacinth haunting fishing in the Lagdo Reservoir, Minister Helé Pierre elucidated on the aid offered to stop the progression and funds for the transformation of the free-floating plants.
06:01 While Minister Marie-Thérèse Abéna-Ondwa responded to promoting responsible parenting and the respect for children's rights, Inter reminds Minister Fou Kalistou Gentry detailed ongoing studies to produce ammonia and urea in the cities of Yaoundé and Douala.
06:21 And the bill to authorize the President of the Republic to ratify the Defense and Cooperation Framework Agreement signed between Cameroon and Egypt, defended by the Minister Delegate and the President in Charge of Defense, Joseph Béthia-Sommo, has been adopted at the National Assembly.
06:40 It was adopted alongside the Balathra Agreement on the Exploitation of Cross-Border Oil and Gas Fields, binding Cameroon and Equatorial Guinea, signed in Yaoundé on March 17, 2023, and defended by the Interim Minister of Mines, Fou Kalistou Gentry. Once more, Esther Kima tells us the story.
07:04 Discussions on the Defense and Security Cooperation Framework Agreements between Cameroon and Egypt centered around the protection of the country's integrity and its citizens. The legislators who took to the rostrum decried the oftentimes excesses of some military officers towards the population and the need for incentives for those devoted to maintain peace and order in crisis-ridden areas.
07:29 "The Cameroon military has grown to the extent that they can start fabricating some of these things that we keep importing. You can create a school for the production of ammunition."
07:40 The Minister-Delegate in Charge of Defense, Joseph Béthia-Sommo, reassured on discipline maintaining the ranks and applauded the population, without which defense forces will fall short in their mission. A cartridge factory in Garoua and a textile company in Mengong are also in view.
07:58 Relating to the joint exploitation of cross-border oil and gas fields by Cameroon and Equatorial Guinea on the Yoyu-Yolanda stretch, the corporate responsibility of actors was interrogated.
08:11 "Whether it is the mining sector or the petroleum sector, the government of this country has displayed a very high sense of responsibility. The laws as enacted will be applied in full definition according to the text of application."
08:26 "Adopting the bill will enable Cameroon to optimize its own resources and meet local demand at affordable rates."
08:34 From the lower house of parliament, we take you to the upper house of parliament, where the Minister-Delegate at the Presidency in Charge of Defense, Joseph Béthia-Sommo, has also defended the bill to authorize the President of the Republic to ratify the defense cooperation agreements between Cameroon and Algeria, signed in Algiers in July last year.
08:58 This comes after detailed clarifications from the Minister during a special plenary. The bill governing the railway sector in Cameroon was also defended by the Minister of Transport, Jean-Inés Masséna Ngalé.
09:13 Sidonie Jopmandi tells us more.
09:16 The two bills authorizing the President of the Republic to ratify the defense cooperation agreements between the government of Cameroon and the government of the People's Democratic Republic of Algeria and the bill governing the railway sector in Cameroon were first of all examined at the Chairman's Conference and found admissible before they were presented before senators in the House chamber by the Senate President, Masséna Ngalé.
09:45 The security agreement adopted during the plenary seeks to offer renewable military training. It was adopted by senators after clarifications from the Minister-Delegate at the Presidency in Charge of Defense, Joseph Béthia-Sommo.
10:01 The other bill governing the railway sector in Cameroon was equally adopted by members of the Upper House of Parliament. It provides rules and regulations governing the railway profession and the safety of technical staff.
10:16 In the meantime, the bill governing guarantees and debts recovery by the public entities enjoying the Treasury's preferential rights already defended at a National Assembly was tabled before members of the Senate.
10:32 After the reassurance of the Prime Minister on the issuance of National Identity Card, there are further promises that more water will be made available to Yaoundé city dwellers with the expected 3,000 cubic meters of water to be pumped into the Camwater supply network from the River Senegal Water Project.
10:54 The Minister of Water Resources and Energy Gaston Elundu-Essomba visited the reservoir to receive or to review the water. Let's now get details with Gilbert Nkenne.
11:06 These water catchments, reservoirs and pumping stations in Yaoundé will, before the end of 2023, be connected to the 300,000 cubic meters water from the Senegal River.
11:22 The execution rate is 97%. You came here to see if there is any problem which can delay this objective. I'm very confident that before the end of this year, five pieces of water will be reached here in Yaoundé.
11:43 A closed-door working session with Chinese and Cameroonian engineers in charge of the project and people whose property will be affected by the project has permitted certain obstacles hindering the progress of work to be ironed out.
11:59 We give more guarantee to the Minister that the work will continue.
12:08 When other works related to the laying of 1,700 meters of water pipes, construction of electricity lines which will supply power to the different production and pumping stations will have been taken care of,
12:23 then everything will be set for potable water from the Senegal River to be injected into the Camwater portable water supply network in the city of Yaoundé and environs.
12:35 Let's move over to Saudi Arabia where Cameroonian pilgrims have come to the end of their stay in Mina, which marked the most important phase of the Hajj.
12:48 During this phase of the Hajj, the pilgrims performed a number of rituals under very demanding conditions.
12:56 The pilgrims shared their experiences from the Mina lap and ground covered sofa.
13:02 Details with our special envoy to Saudi Arabia, Gweninget Sraibu Sari.
13:07 Life in Mina vibrated to the rhythm of Hajj as pilgrims from Cameroon and other parts of the world came camping in the various tents erected for their five-day stay in the holy station.
13:22 They jostled past each other, sometimes exchanging greetings or simply hurrying past to their various destinations, which could either be their respective tents or the toilet facilities where each pilgrim had to wait patiently to go in.
13:38 We had so many difficulties. Some persons who are oppressed with nature are standing. All people who want to actually ease themselves, it is in a long line. That is where that if I see these facilities improved, alhamdulillah.
13:51 It was against this backdrop, coupled with the excruciating high desert temperatures, that they carried out the various Hajj rituals.
14:00 It wasn't easy. As we arrived in Mina, we went to Arafat, from Arafat to Muzdalifah. Once you go and shoot the last one, you just head to Mecca.
14:08 In their various rituals carried out in Arafat, Muzdalifah and Jamrat, there were cases of missing pilgrims, which were promptly addressed.
14:17 Whoever is lost somewhere within our group, we actually signal and then he is easily brought back home.
14:25 After successfully going through the highly demanding rituals in Mina and its environs, it is now a feeling of spiritual fulfillment among the pilgrims.
14:35 I've seen the reality of what Islam is all about, equality. I cannot imagine myself sleeping in the open air with presidents, with kings, with the lowest class, with the highest class. So, I really think Islam, Islam is the way.
14:52 The pilgrims are now back in Mecca, where they will perform one or two more rituals before returning to their respective countries in the days ahead.
15:02 Now, the 9th edition of the International Festival of Arts and Culture of the Masa, Tokna Masana, was officially or comes to name today in Yagua in the Mayodanai Division.
15:16 The festival was launched by the representative of the head of state. Friday in Yagua, Governor Mijiawa Bakari will praise the efforts of the Masa of Cameroon
15:27 and Chad, other government ministers like Mana Nunafutso and other Chadian authorities attended the launch. Henry Tato, it can be picked up the story from here.
15:40 The cultural displays of the opening ceremony of the Masa International Arts and Cultural Festival, Tokna Masana, projected unique dances peculiar to this community from both banks of the Lugum River to the satisfaction of visitors.
15:56 I'm so proud to see that one people in two countries, they continue keeping their culture, what they share together and bringing peace, bringing peace in between the two countries.
16:12 Living together, I've seen it here, which is very important for the head of state.
16:19 Living together and social cohesion were at the fore as different speakers took turns to underscore the need to cement fraternal ties while hearing some songs of Masa like Minister Munafutso for their unending support.
16:31 I call upon the Masa people to be more organized and mobilized so that they can achieve important goals. And we do call Masa people to go further and other people to copy this example of separation, integration and willing of living together.
16:59 Among the personalities present at the ceremony were top government officials from Cameroon and Chad, traditional rulers, local authorities and a good number of Masas from the diaspora and visitors as the joy of witnessing such an international festival of valor was clearly portrayed in the faces of attendees.
