00:00 We will need to provide meaningful responses to the unrest the country saw at the start
00:06 of July, because beyond the emergency response, these crises show that there's a real danger
00:12 of national fragmentation and division.
00:17 There's a need for authority, for respect, and legitimate expectations.
00:23 And we'll have to come up with a response that is complete, meaningful, and nationwide.
00:31 Well, for more, we can speak to Clovis Casale standing by at the Elysee.
00:37 Hello to you, Clovis.
00:39 Tell us a little bit more about the message that Emmanuel Macron was trying to send.
00:44 Well, first, everybody wanted to hear President Macron talk about the riots of recent weeks
00:50 that shook the nation.
00:53 And he did.
00:54 He said that we will respond to the urgencies and that this new government will provide
01:00 deep answers to address the causes behind these riots.
01:05 President Emmanuel Macron saying that the local level was, of course, key, and therefore
01:10 the government and the French state would be working hand in hand with mayors and with
01:16 families this in order to provide more opportunities and better access to education and culture
01:22 to the youth in those disadvantaged areas of France where riots took place.
01:27 So that was very much a key point for him to stress.
01:31 Emmanuel Macron also speaking of the need for continuity and efficiency and asking his
01:38 ministers, the ministers of this new government, even though it wasn't a major reshuffle, only
01:43 two new ministers for key portfolios, let's say, at the health and education ministries.
01:51 Well, he, Emmanuel Macron, said that his ministers needed to work towards really changing the
01:57 lives of the French people in order to show concrete results when measures are implemented,
02:04 saying that very often when the government decides measures or put in place new laws,
02:09 while the French people don't really see in their day-to-day lives changes, and that needs
02:13 to change.
02:14 Clovis, tell us more about the challenges facing this administration moving forward.
02:20 Well, the main challenges are very clear.
02:24 Will the French people take to the streets in the coming months?
02:27 Remember, for Emmanuel Macron's pension reform, it attracted, it provoked, should I say, hundreds
02:34 of thousands of people taking to the streets to demonstrate.
02:37 And President Macron was very clear.
02:39 I have a mandate.
02:40 I was elected by the French people on a very clear manifesto, and that is to reform the
02:46 country, and I will continue.
02:48 At the same time, President Emmanuel Macron is saying that he wants to reindustrialize
02:53 the country, continue to create jobs.
02:55 Emmanuel Macron saying that under his presidency, 1.7 million jobs were created.
03:02 And the French leader also saying that his government needs to continue to fight social
03:08 inequalities.
03:10 So if you will, a social democrat manifesto, that's the way he's presenting it, the French
03:15 president.
03:17 The French president also saying that coming back to the riots, authority but hope need
03:22 to be two of the guidelines to govern the country and handle the situation with these
03:29 riots, a very important issue to address, but there are many more.
03:33 He spoke of work as well as merit, progress, as well as fighting for the environment with
03:41 greener energy.
03:42 So a very broad speech today at the cabinet meeting where the French president outlined
03:47 his vision for this new government.
03:49 All right, Clovis, thank you very much.
