00:00 The people of Kenya are the ultimate employers of all of us.
00:09 They pay our salaries, they pay our allowances, and because they do, they legitimately demand
00:22 of us that we meet our commitments, that the program that we sold to the people of Kenya
00:34 we keep, we perform, we implement, and we actualize what we committed ourselves to.
00:46 These form the pillars of BETA, our plan, the bottom-up economic transformation agenda,
00:53 which sets out my performance contract with the people of Kenya that I entered on behalf
01:02 of all of us to be delivered by the entire government.
01:09 The terms of the contract are fairly straightforward.
01:14 In return for paying their due taxes in a timely fashion, the citizens of this country
01:20 not only expect but are entitled to receive the benefits of all government services in
01:28 a prompt and satisfactory manner.
01:32 By virtue of our governing mandate, we are committed to the performance of our part of
01:39 the contract, and so in full.
01:44 Performance contracting in the government of Kenya is now in its 20th year of continuous
01:48 implementation, and over that time, the performance contracts have evolved into a robust tool
01:56 employed by government for measuring the performance of ministries, departments, and agencies in
02:02 serving the people of Kenya.
02:07 I don't know whether it is because these performance contracts have been going on for 20 years
02:13 that many people maybe mistakenly think that it is a ritual, and that is why people resort
02:23 to the old incompetent excuses that there was traffic for them not to be in the most
02:38 important public function.
02:41 We have a job because we have a contract.
02:45 If you cannot keep time with your employer, you have basically dismissed yourself.
02:56 I mean, it's just as simple as that.
02:59 So for those who came late, who are members of the executive, I will be expecting a written
03:06 explanation, and it should not include matters of traffic, on why they do not take these
03:19 performance contracts seriously.
03:24 Because if you do not take this performance contracting seriously, it means we do not
03:33 take the contract with the people of Kenya on performance seriously, and that can be
03:37 a very serious indictment on anybody.
