00:00 The more the days go by, the more the state of affairs that Aniamé is foreseeing, since
00:12 the military took power on July 26, seems to be imposing itself and more the doubt
00:16 is put in the minds of their opponents.
00:18 While the spree led by General Tiananmen does not stand in the way of the economic and financial
00:24 sanctions imposed by the Economic Community of the States of West Africa (CDAO), nor
00:28 in the face of the threats of a resort to force agitated by the countries of the region,
00:31 divisions are digging between African countries on the attitude to adopt.
00:35 A long, endless meeting, more than ten hours, according to several diplomats present, of
00:41 the Council of Peace and Security (CPS) of the African Union (UA), the body in charge
00:46 of statuting on the issues of conflict resolution, was the revealer.
00:50 According to several sources, during this meeting, which lasted Monday, August 14, the CPS
00:57 decided to reject the use of force against the Nigerian junta.
01:00 This position was to be made official by an official statement on Wednesday.
01:04 At the same time, the CPS chose to temporarily suspend Niger from all activities
01:10 of the UA.
01:11 This position is disunited from the AOKI CDAO, even if it continues to favor
01:16 dialogue, to order the immediate activation of its force in wait, and it considerably weakens
01:21 the West African organization.
01:23 Launching a military offensive rejected by the UA would be an unprecedented contradiction,
01:28 Paul Simon said, researchers at the Institute for Security Studies.
01:32 The CDAO will have trouble resorting to force without the approval of the UA, even though
01:37 several voices question the legality of such an operation.
01:40 While recalling our policy of zero tolerance to anti-constitutional changes
01:45 of government, we have chosen not to support a military intervention in Niger, because
01:50 it could lead to a bloodbath and cause more damage than there is currently,
01:55 a UA diplomat confided.
01:56 This decision is all the more surprising as it goes against the US and customs of the
02:01 UA, which is used to aligning itself on the positions of regional organizations.
02:05 It also contradicts the president of the UA commission, the Chadian Moussa Fakimahama,
02:11 who had affirmed his firm support for the decision of the CDAO in a statement on
02:15 August 11.
02:16 Mr. Fakimahama has a very important role within the organization, but he cannot make
02:21 a definitive statement on behalf of the UA.
02:23 To be considered as a definitive position of the UA, it must be adopted by a competent
02:28 body, which is, in this specific case, the Security and Peace Council, Solomon Dersot,
02:34 founder of the Reflection Center in Mani Afrika.
02:36 This situation is a real upheaval, because the UA generally speaks in favor of the
02:42 decisions of the CDAO.
