00:00 Investigations on the death of 17-year-old Gemboy Baltazar show a series of lapses in police
00:06 operational procedure were committed by the Navotas Police. These include abandoning one's
00:11 own victim, failure to collect and preserve evidence, not wearing body-worn cameras,
00:17 and failing to submit suspects to paraffin examination. Because of these, the National
00:22 Capital Region Police Office has ordered the relief of Navotas Chief of Police Colonel Alan
00:28 Umipig and 22 of his subordinates. Administrative charges will also be filed against Umipig
00:34 for failure to supervise the conduct of police operation and investigation
00:39 and command responsibility for the lapses in the probe.
00:43 Who responded to that?
00:44 Did the family get it?
00:48 We accounted for 23.
00:50 The chief of police, the investigators, those three,
00:58 they were for command responsibility and the lapses in the conduct of investigation.
01:05 NCRPO Chief Brigadier General Melenco Nartates says the recommendation for Umipig's relief
01:11 came from the Northern Police District. Aside from the NPD, the Philippine National
01:16 Police Internal Affairs Service, or ES, also made the same recommendation, based on findings that
01:23 Umipig ordered a team leader of the operating team, which conducted a follow-up operation,
01:28 to remove the names of 11 other cops from the list of those who joined the operation.
01:33 Hence, only six cops were identified to be responsible for the shooting
01:38 and consequent death of Jemboy Baltazar. There was no direct allegation of a cover-up
01:44 in the ES recommendation. Nonetheless, Umipig denies there was an attempt on his part
01:49 to protect the wrongdoings of his men. He adds he respects the decision of his higher-ups.
01:55 "I have already passed that. And it's good that my team leader spoke up and denied it.
02:05 It's an allegation because I did not order this. I am just fulfilling my order because they are just
02:12 trying to... " The police asserts what happened with the Navotas Police does not reflect on the
02:19 whole organization, and that it should serve as a lesson to those high in rank to be always
02:24 secure, to always be aware and responsible of the actions of their subordinates.
