00:00 In South Africa the 15th BRICS summit continued on its second day.
00:14 Heads of states and governments of member states addressed a common currency for trade,
00:17 the promotion of peace talks and the group's expansion.
00:23 In Chile the death toll has referred in some heavy rains road to four.
00:26 Tens of thousands of people have been evacuated.
00:32 And India reaffirmed its position as a leading actor in space exploration as its Chandrayaan
00:36 3 mission successfully landed on the moon's south pole at world's first.
00:44 Hello welcome from the south, I'm Luis Alberto Matos from Meteorolos Studios in Havana, Cuba.
00:49 Let's begin with the news.
01:00 On Wednesday South Africa hosted the second day of the 15th BRICS summit.
01:05 Participants addressed the creation of a common currency, the promotion of peace talks and
01:09 the applications for membership of 23 countries to the group.
01:12 Under the theme BRICS and Africa, partnership for mutually accelerated growth, sustainable
01:17 development and inclusive materialism, the summit takes place in Johannesburg since August
01:22 22nd.
01:23 On Wednesday the leaders of Brazil, Russia, India, China and South Africa held a plenary
01:27 meeting where they addressed issues such as the incorporation of other countries into
01:31 the bloc, the progress of a process of de-dollarization in the global south and the use of national
01:37 digital currencies in commercial transactions.
01:40 During the summit Brazilian President Dodd-Aziz bespoke on the challenges facing the world
01:43 today.
01:44 We face a more complex scenario than when we met for the first time.
01:52 In just a few years we have gone from a multi-polar situation to one that is returning to the
01:58 absolute mentality of the cold war and geopolitical competition.
02:03 This is a foolishness that generates great uncertainties and pokes the brakes on multilateralism.
02:10 We know where this path can lead us.
02:13 The world must understand that the risks involved are unacceptable for humanity.
02:18 Chinese President Xi Jinping warned of uncertainties in the global economy and called for greater
02:23 cooperation among BRICS countries.
02:26 Currently, the momentum of the global economy recovery is not stable.
02:31 International institutions predict that the world economy will grow by less than 3 percent
02:35 this year.
02:36 The challenges facing developing countries are more severe and there is a long way to
02:41 go to achieve the Sustainable Development Goals.
02:44 The BRICS countries should be companions on the road of development and revitalization
02:50 and oppose decoupling and broken chains and economic coercion.
02:56 On Wednesday, Indian Prime Minister Narendra Modi said he supported the expansion of BRICS
03:00 membership.
03:01 We propose G20 membership for African Union countries.
03:05 I believe all the BRICS partners are with the G20 and everyone will support our proposal.
03:11 All these efforts, by giving them a special place in BRICS, will give self-confidence
03:17 to the countries of the global South.
03:21 For his part, Russian President Vladimir Putin thanked delegates of the Five Nations bloc
03:25 for their active involvement in mediating the Ukraine crisis.
03:30 We are grateful to our BRICS colleagues who are actively involved in trying to end this
03:35 situation in Ukraine and achieve a just settlement through peaceful means.
03:40 Dear colleagues, the main thing is that we are all unanimous in favor of a multipolar
03:46 world order that is truly just and based on international law.
03:52 In Peru, the Chinese state-owned company Costco Shipping declared that its new Port Merca
03:57 project in the north of the capital, Lima, is in the middle of its construction and that
04:02 it would start operating by the end of 2024.
04:05 According to Costco Shipping, Peruvian cargo destined to China currently takes 45 days,
04:09 while it is projected that with the start-up of the port of Shanghai, this time will be
04:14 reduced by 10 days.
04:15 The Peruvian port, located on the central coast of Peru and about 80 km from Lima, aspires
04:21 to become a gateway to Asia for the country's agro-exports.
04:25 Built by Costco and the Peruvian company Volcan, which has a 40% share in the project, it involves
04:30 an initial investment of $1.3 billion and is expected to have four docks with a capacity
04:37 for 18,000 containers.
04:43 The port, this port will be the gateway to Asia, not only to China, to Asia.
04:48 Today there are no established routes, neither from Callao in Peru nor from Chile, standardized
04:53 by the shipping companies.
04:55 This port will give us the opportunity to have a direct route to export our products
05:00 to the big market of Asia.

05:39 Welcome back from the south.
05:53 In Chile, a death toll after flooding and heavy rains rose to 14,000 people have been
05:59 evacuated.
06:00 Local media reported that the rains, which began on Saturday and diminished on Tuesday,
06:05 affected 5,000 people and left 20,000 isolated.
06:08 President Gávez Borges declared a state of emergency in the regions of O'Higgins, Nuble,
06:13 Villavilla and Mole, the most affected so far.
06:16 In view of this scenario, the Ministry of Education has suspended classes in more than
06:20 900 municipal schools in 60 municipalities in the central-southern part of the country.
06:30 Early in the morning, the situation worsened because a canal a little further upstream
06:35 that is connected to another road leaked and later it all flooded here.
06:41 Water is flowing but we don't know how much more water is coming from the mountains and
06:46 other canals.
06:47 There are only canals around us here and they are already full and that's why the water
06:53 has practically gone out and everything is in the streets.
06:58 On Tuesday, authorities in the Dominican Republic closed most of the country as Tropical Storm
07:02 Franklin is expected to reach the island La Española that it shares with Haiti.
07:07 According to forecasts, the storm will cause flooding and there is a risk of landslides.
07:12 Dominican officials announced that schools, government offices and businesses were closed
07:16 on Tuesday at noon local time and will only be reopened on Thursday.
07:20 Meanwhile, some neighborhoods in the capital Santo Domingo are already flooded and are
07:24 bracing for the worst when the storm makes landfall this Wednesday.
07:29 The measure we take here is to wait until the last minute.
07:34 We don't go out just because there is a storm.
07:36 When the water rises, then we look for the neighbors to help us or we go to the emergency
07:41 rescue.
07:42 But we are prepared.
07:44 In this context, Haitian authorities expressed concern about the heavy rains, noting that
07:49 severe erosion in many places could lead to serious flooding.
07:53 In the meantime, Haitian prime ministers are in a recall for caution and warn people to
07:57 stock up on water, food and medicine and stay away from floods.
08:01 The Arctic Committee showed that during this time people can continue to find shelter,
08:08 to find drinking water, to find medical support if they need it.
08:12 I know that there are many people worried.
08:15 I came to tell people to have faith that we will act quickly if necessary.
08:21 In the United States, the death toll from the Maui wildfires in the state of Hawaii
08:25 rose to 115.
08:27 On Wednesday, the mayor of Maui County, Richard Beeson, confirmed the number of deaths and
08:31 assured 35 bodies have been identified while another 850 people are still missing.
08:36 Beeson also stressed that rescue teams are still in the recovery process.
08:39 Therefore, these figures will likely continue to increase.
08:42 U.S. authorities confirmed it was the deadliest wildfires in any U.S. state in more than a
08:47 century and the worst natural disaster in Hawaii's history.
08:50 Saudi Arabia's Mecca, home to Islam's holiest sites, has seen extreme storms and
09:01 rain that affected pilgrims, churches, schools and caused chaotic scenes.
09:05 Hussain Al-Khattani, spokesman for the National Center for Meteorology, posted on X, the social
09:10 platform formerly known as Twitter, that the storm brought gale force winds exceeding 80
09:15 kilometers per hour.
09:17 The official added that the Mecca neighborhood of Al-Khaqiyah recorded 45 millimeters of
09:22 rain within 24 hours.
09:24 Conditions appear similar to a 20-foot thin storm that fell a crane at the Grand Mosque,
09:30 killing more than 100 people and injuring hundreds more.
09:33 Saudi authorities reported no casualties or significant incidents as a result of Tuesday's
09:37 storms.
09:38 According to residents, flash flooding was mostly dissipated by Wednesday morning local
09:42 time.
09:47 In South Korea, citizens gathered near the Japanese Embassy in the capital Seoul to protest
09:51 against Japan's plan to drop wastewater from the Fukushima power plant into the Pacific
09:55 Ocean on Thursday.
09:57 Tokyo's plan prompted a response from China and partial import bans on Japanese seafood
10:02 by Hong Kong and Macau.
10:04 The plant operators said it diluted one cubic meter of the wastewater late on Tuesday with
10:09 about 1,200 cubic meters of seawater and let it flow into position in a pipe.
10:15 Environmental activists described the Japanese government's action as a strategy to influence
10:19 nuclear terrorism on neighboring countries and all humanity by dropping nuclear wastewater
10:25 into the ocean.
10:28 It seems that the Japanese government is finally trying to go down a reversible path, thoroughly
10:35 ignoring the opposition concerns and demands for alternatives from China and numerous Pacific
10:39 countries.
10:40 It is said to continue for over 30 years.
10:43 I just can't imagine how the environment will be polluted by dumping off nuclear contaminated
10:47 water.
10:48 No one will know as we are faced with an unprecedented situation that we have never experienced before.
10:54 On Wednesday, Norway inaugurated the world's biggest floating wind park in the North Sea,
10:58 an emerging technology considered promising for the transition from fossil fuels to green
11:03 energy.
11:04 The field is located some 140 kilometers offshore.
11:07 Unlike wind turbines that are fixed to the seabed, floating turbines are, as their name
11:12 suggests, mounted on a floating structure anchored to the seabed.
11:16 This makes it possible for them to be installed in deeper waters and further from the coast,
11:21 where winds are more consistent and stronger.
11:24 The construction of High Wind Tampen, in depth between 26 and 300 meters, had a budget of
11:29 $691 million.
11:31 According to the Prime Minister, the project is highly expensive, but electricity must
11:35 be from renewable sources if Europe wants to reach its ecological goals.

11:59 A final short break.
12:00 Don't go away.
12:00 Welcome back from the south.
12:25 Germany plans to ease rules for obtaining citizenship under legislation approved Wednesday
12:28 by the cabinet.
12:29 The government said the move would improve the integration of immigrants into German
12:33 society and help an economy that is struggling due to a shortage of skilled workers.
12:37 The legislation still requires approval from the Lobburg House of Parliament.
12:41 The decision could take effect in January, depending on how quickly the process advances.
12:46 The government plans to make people eligible for citizenship after five years in Germany,
12:51 rather than the current eight or six years.
12:53 Restrictions on holding dual citizenship will also be dropped.
12:57 Applicants will in most cases be required to prove that they can support themselves
13:01 and their families without receiving state benefits.
13:08 We must not forget that the reform follows years of debates that unfortunately were often
13:12 marked by exclusion, resentment and cheap propaganda on the backs of the people who
13:17 have lived and worked in Germany for many years and thus contributed to a prosperity.
13:24 Also in Germany, preliminary data revealed on Wednesday that market activities experienced
13:28 their sharpest decline in over three years.
13:31 During August, according to S&P Global, the HCOB German Flash Composite Purchasing Managers
13:37 Index fell from 48.5 in July to 44.7 this month, recording the lowest rate since May
13:44 2022, an underperformance from experts' forecast of 48.3.
13:50 At a reading below 50, the numbers indicated continued contraction in activity growth.
13:56 Cyrus de la Rubia, Chief Economist at Hamburg Commercial Bank, said any hope that the service
14:02 sector might rescue the German economy had evaporated.
14:05 In Zimbabwe, polling stations opened on Wednesday for key general elections.
14:25 More than 6 million people registered to vote at some 12,000 polling stations across the
14:30 country.
14:31 Citizens will elect their next president as well as members of parliament and local government
14:35 councillors.
14:36 The two leading candidates in the presidential race are the current head of state, Emerson
14:40 Nangagwa, and the opposition's leader, Nelson Chamisa.
14:44 The election is marked by energy shortages and a high cost of living coupled with a severe
14:48 inflation crisis, with local currency, the Zimbabwean dollar, having lost 86% of its
14:53 value between January and June.
15:00 In the context of elections in Zimbabwe, President Emerson Nangagwa arrived at a polling station
15:06 in Harare to vote.
15:07 During a press interview, Nangagwa emphasized that he expects peace and fairness during,
15:12 before and after the elections.
15:14 "This time around there's been more awareness than in the past.
15:19 I think we shall have a higher turnout this time around.
15:20 And besides, we now have more than 6 million people registered to vote.
15:21 Last time it was only about 5 million.
15:22 So there's one and a half million more.
15:44 So we have more than 6 million people registered to vote.
16:09 So I think we have more than 6 million people registered to vote."
16:35 In India, police authorities reported a railway bridge under construction collapsed, killing
16:56 at least 26 workers and injuring two others.
16:59 The incident happened on Wednesday in the town of Sairam, in the northeastern state
17:03 of Mizoram.
17:04 Local media reported that up to 40 workers were at the site when the bridge collapsed.
17:08 However, police said 28 workers were present.
17:11 According to local authorities, rescue workers have been able to recover 13 bodies so far,
17:15 and efforts continue to recover the remaining bodies.
17:18 Prime Minister Narendra Modi stated that all possible assistance was being given to those
17:23 affected.
17:28 On Wednesday, India reaffirmed its position as a leading actor in space exploration as
17:33 its Chandrayaan-3 mission successfully landed on the moon's south pole, a world's first.
17:38 The moon's south pole is an unexplored area.
17:40 The spacecraft was launched last month and landed on the lunar surface at around 6 p.m.
17:44 local time in India.
17:46 The milestone makes India the fourth country after Russia, United States and China to achieve
17:50 a moon-south landing.
17:52 Indian Prime Minister Narendra Modi, who is attending the 15th BRICS summit, stressed
17:57 that the success of India's mission to the moon does not belong to India alone.
18:02 The success belongs to the whole of humanity.
18:05 The Prime Minister also pointed out that all nations can aspire to the moon and beyond.
