00:15 Thomas Fan, the electoral watchdog chairman, said the term "approximately equal" in
00:19 the paragraph should be defined.
00:21 We recommend that the definition of "approximately equal" revert to the original text of the
00:27 1957 Constitution of plus and minus 15 percent from the state average to resolve the problem
00:36 of malapportionment.
00:39 For the problem of gerrymandering, "localized" should mean federal constituencies should
00:45 not have more than two local authorities.
00:51 Malapportionment refers to significant disparities in voter-to-representative ratios within constituencies,
00:56 whereas gerrymandering pertains to the manipulation of electoral boundaries.
01:01 The Election Commission plans to revise electoral boundaries in 2026.
01:05 Malaysia currently faces a significant imbalance in the number of voters in federal and state
01:09 constituencies with some areas having three times as many voters as others.
01:14 This unequal distribution has resulted in insufficient representation in certain regions,
01:19 weakening the impact of the electoral process.
01:21 Meanwhile, Tindak Malaysia's director, Dhanesh Prakash Chako, called for an increase in the
01:26 number of seats in densely populated areas and reducing representation in less populated
01:31 areas.
01:32 Assuming the number of federal constituencies and DUN constituencies remains the same, EC
01:41 can move around the number of constituencies within the state itself.
