00:05 In yesterday's sectoral meeting with the President, Ferdinand R. Marcos, Jr.,
00:10 the Department of Information and Communication Technology, or DICT,
00:15 provided updates on the implementation of the Digital Philippine ID
00:20 and other directives from the President.
00:23 The agency also presented measures on improving their budget utilization.
00:29 To give us more information about these, here with us today is DICT Secretary Ivan John Uy.

00:40 Well, this is Ivan Uy.
00:42 Well, yesterday we had our sectoral meeting with the President and we discussed DICT matters.
00:49 Primary topic of discussion was the deployment of a national digital ID.
00:57 As you all may be aware, we had this Filsys ID system that has been assigned to the Philippines Statistics Authority
01:10 to provide a national ID system.
01:14 And so the data capturing occurred several years back and everybody's been waiting for their physical plastic ID.
01:25 So a lot of delays have already happened and there are many of our countrymen who have been complaining that
01:36 up to this date they have not yet received their national ID.
01:41 And so the President has expressed his impatience because a lot of things needed to be done
01:53 and it's all dependent on the deployment of a national ID.
01:58 So recently, actually a few months back, the President tasked the DICT to figure out
02:08 how do we now deploy a national ID without having to wait forever for the plastic ID card.
02:17 So DICT prepared a study and a plan to deploy a national digital ID,
02:25 which is an identity system that can be loaded on your respective mobile phones.
02:34 Actually, this is already leapfrogging now because in most developed countries in the world,
02:42 they are actually using digital IDs rather than physical card IDs.
02:48 Because this has more use cases and it allows for better online transactions
02:53 because most of our netizens are already doing online transactions.
03:01 And this became more urgent because during the pandemic,
03:04 most of us have actually shifted from physical cash transactions to online transactions,
03:15 which gave rise to actually a significant increase in online commerce as well as digital payment systems.
