00:00 We are trying to sum up the last 5 years of the functioning of the Wałbrzych Special Zone.
00:07 It is a very important summary for me, because we have changed some element of the strategy of thinking about investments.
00:16 They are not currently concentrated in the largest, richest centers,
00:20 but we are trying to think about Poland so that development is balanced, also in smaller towns.
00:26 There was the departure of Volvo from Poland, and a Swedish company Hilki is also being established in this place.
00:37 But also for us, these investments, which appear in Sycow and other towns, are of great importance,
00:44 which theoretically can be threatened with unemployment.
00:47 We are using the fact that we are giving money to self-governing entities for infrastructure, for the water and sewage network,
00:57 for new roads, so that it is possible to attract investors through cooperation with the Zone.
01:03 Today we are trying to sum up all these investments, distributed, not for Wrocław, but for the surrounding areas of Wrocław,
01:12 and if we have much better connections at the moment, like S5, S8, in the future the A4 expansion,
01:20 then also these municipalities further from Wrocław have a chance to attract investors, to create new jobs.
01:27 We are summarizing the activities of the Polish Investment Zone.
01:31 In 2018, the Act on Supporting New Investments was implemented, which changed the current functioning of the Special Zones.
01:41 Before 2018, the scope or the possibility of supporting new investors was limited only to those areas,
01:51 which were available by the Special Economic Zones, which was less than 2% of the entire area of our country.
01:57 Since 2018, investors can seek support from the Economic Zones, both in those areas that are owned by the Special Economic Zones,
02:07 and in those areas that are private. The difference is in the duration of these tax exemptions.
02:14 If these are the areas of the Special Economic Zones, the exemption lasts 15 years,
02:20 while if these are other areas, the exemptions last 10 years.
02:25 This was the reason, and this was also the strategy and intention of this change,
02:31 in 2018, so that the economy in Poland would develop in a balanced way,
02:38 so that it would not be concentrated only in large cities, in large agglomerations,
02:42 but also in smaller towns, such as the Syces Municipality.
02:47 Large cities are privileged, they have the right infrastructure,
02:51 it is much easier to encourage and attract both large players, large investors, and smaller entrepreneurs.
02:58 However, a much bigger challenge is to attract investors to smaller towns.
03:04 Today, we met with Mr. Jarosław Ubrański and Mr. Piotr Wojtyczko,
03:09 the President of the Wabrzy Special Economic Zone, to summarize the last 5 years of the Polish Investment Zone,
03:15 but also to show how it has influenced the dynamic development of the Syces in terms of economic development.
03:22 The Wabrzy Special Economic Zone has sold its assets under the Zone in recent years.
03:30 The only entrepreneur who invested there in 2014, the company Loktec, made significant reinvestments,
03:37 and also sold the area for a shopping mall, which on the other hand,
03:42 urbanized and helped us dynamically find investors and developers,
03:47 who will build housing blocks next to this area, which will contribute to an even greater housing offer.
03:55 We also hope that this will be something that will dynamically influence the further development of the Syces community.
