00:00 The country's telecommunications regulatory board seats its new ultra-modern head office
00:22 inaugurated by the Prime Minister-Head of Government in Yaoundé today.
00:27 The structure has been Christian platinum building and comes after 23 years of the board's
00:33 existence without a permanent building.
00:38 A happy end for trainees of the Advanced School of Mass Communication as they receive certificates
00:47 and of course certificates today in Yaoundé.
00:51 This was during a joint direction ceremony today in Yaoundé to mark the end of the Golden
00:58 Jubilee celebration of the Journalism and Communication Training School.
01:11 Those are our headlines for tonight's newscast.
01:16 Hello and welcome I am Freddy Eta-Bissong.
01:21 After 23 years of existence without a permanent lodging the Telecommunications Regulatory
01:26 Board now has an ultra-modern head office.
01:30 The structure Christian the Platinum Building was inaugurated today during a ceremony presided
01:36 over by the Prime Minister-Head of Government Joseph John Guthie.
01:40 It described the telecom sector as a major drive of economic growth.
01:46 Here is a short video of the report.
01:51 The Platinum Building, head office of the Telecommunications Regulatory Board, is situated
01:56 along the 20th May Avenue directly opposite the Yaoundé Hilton Hotel.
02:01 Constructed to the tune of 19 billion, the 11-story building hosts 220 offices, two meeting
02:07 halls, two restaurants, an infirmary and a data center amongst other facilities.
02:12 During the inauguration ceremony, the Mayor of the Yaoundé City Council Luc-Messia Tangana
02:18 hailed the edifice as another beauty spot in the heart of the capital city.
02:22 The Director-General of the Telecommunications Regulatory Board Philemon Zouzame said the
02:28 office marks a turning point in the life of the organ, affirming that it will lead to
02:33 better performance of the telecom regulator.
02:35 The Minister of Post and Telecommunications said the building is crucial for the ART called
02:40 to regulate and stimulate growth and investment in the telecom sector.
02:45 The new headquarter of TRB is more than just a building.
02:52 It embodies the commitment of a government not only to provide our government structure
03:00 with modern public infrastructure, but also symbolizes the determination of the highest
03:08 state authorities to meet the ever-evolving needs of our growing digital society.
03:17 The Prime Minister-Head of Government Joseph Diongute in his inauguration speech congratulated
03:22 all the actors who worked behind the scene.
03:24 He called for the judicious use of the building to ensure it contributes significantly to
03:28 economic take-off.
03:29 And during the inauguration of the new head office of the Telecommunications Regulatory
03:35 Board, the Prime Minister-Head of Government Joseph Diongute reiterated that the telecom
03:41 sector represents a huge potential for economic growth.
03:45 On Cameroon, added that the sector remains at the centre of government's attention.
03:51 Here is Prime Minister Joseph Diongute speaking during today's inaugural ceremony.
03:57 On Tuesday, 17 October 2023, precisely, on behalf of the President of the Republic, I
04:05 presided over the opening ceremony of the second edition of the Commonwealth Telecommunications
04:11 Organization's Digital Week.
04:14 The attention given to the telecommunications sector by the highest authorities of our country
04:21 is linked to the catalytic role played by this sector in the drive towards our emergence.
04:29 As I said recently, the telecommunications sector has been identified in our national
04:35 development strategy as a growth lever.
04:39 On the basis of the planned investment and deployment assumptions, the telecommunications
04:46 sector is expected to grow by 6.4% by 2030.
04:55 In other news, the 9th Cameroonian contingent to the United Nations' multi-dimensional
05:01 integrated peace stabilisation mission, MINUSCA, to the Central African Republic has been described
05:07 as heroes who have flown the flag of our country high on the international scene.
05:13 The Minister-Delegate at the Presidency and Church of Defence Joseph Bteasomo was speaking
05:18 today in Yaoundé as he received the standard from after a one-year mission.
05:24 Kylian Dan-Diphone reports.
05:27 Military Headquarters Brigade in Yaoundé.
05:30 Respect for the flag, respect for nation.
05:32 The event is the handing back with expressive pride, honour and loyalty of the flag by the
05:39 9th contingent to the Security Trouble Central African Republic on a UN peace mission.
05:45 They form part of 20,000 Cameroonians this far deployed on international peace missions,
05:54 difficult mission but well carried out.
05:56 The soldiers and gendarmes whose return we are celebrating today have done their best
06:04 to contribute to the restoration of peace to the Central African Republic and to protect
06:12 its civilian population.
06:15 Minister Joseph Bteasomo came to the ceremony with a message.
06:19 I would like to convey to the entire battalion and the police units gathered here the heartfelt
06:27 congratulations of the head of state, commander in chief of the armed forces, his excellency
06:33 Colby.
06:34 As the returnees received congratulatory compliments and asked to keep the same commitment when
06:40 redeployed in the country, those few who have disciplinary files will face the corresponding
06:47 sanctions.
06:50 The Ministry of Public Service and Administrative Reform has created a special processing pool
06:56 for teachers and other state workers in the ministry and its 10 regional delegations to
07:01 attend the needs of these users with speed.
07:05 The minister Joseph Lee inaugurated these pools explaining that it's a measure taken
07:11 to accelerate the processing of files.
07:14 Bteasomo gives a clue of how these special pools would work in this report.
07:22 The decision to create a special processing pool for teachers and other state workers
07:27 at the Ministry of Public Service and Administrative Reform comes as answers to complaints of these
07:32 users about long administrative procedures which opens the door to disappearance of files
07:39 most of the time.
07:40 We have been instructed to accelerate the rhythm of treatment of files of the users
07:49 but especially the teachers.
07:53 With the special processing pool, they no longer have to move from one office to the
07:57 other.
07:58 It's a one-stop shop henceforth.
08:01 When a teacher comes, he will be received by at least four of our collaborators.
08:06 Two of them will take note of what he will say and the two others will go on to the services
08:15 to collect the right information and bring it back to the user so that it can be satisfied
08:23 quickly.
08:24 Teachers will constitute an essential part of state workers have a special pool of their
08:28 own while the rest of the state workers have to knock at another door.
08:33 They too have only one office to stop at henceforth.
08:38 We now talk the golden jubilee of the Advanced School of Mass Communication to announce that
08:42 more than 1,300 certificates have been awarded to trainees of the last five batches of ASMAC.
08:51 This was during a joint graduation ceremony today that also marked the close of activities
08:56 of the 50th anniversary of the institution chaired by the Minister of Communication,
09:02 Renee Emmanuel Sadi, who was representing the head of state.
09:06 Details of that report with Tony Nanyongo.
09:11 A joint graduation ceremony to close activities of the 50th anniversary of an institution
09:20 that is committed to the training of professionals who are not only job seekers but equally create
09:27 jobs.
09:28 Passing through STEC and gaining all the professional experience that I achieved has been the major
09:34 boost that has made me to be where I am today and I'm so grateful to the school.
09:39 It's not always happening at the Advanced School of Mass Communication that students
09:42 should receive certificates.
09:43 We know it's been long and so I find myself to be one of the privileged guys.
09:48 It's always good to have such a certificate.
09:49 It boosts one's morale.
09:50 A well attended event during which officials of both the Advanced School of Mass Communication
09:57 and government echoed the need for perfection by trainees in their work.
10:03 We have chosen to go towards democracy and there will never be any democracy without
10:12 any journalists.
10:13 Our journalists have a big responsibility and their role in our society is a major role
10:20 in the implementation of this democracy that we have chosen.
10:24 Thus they receive certificates which not only reassure but reminds them of the need to strive
10:32 for excellence.
10:33 Now I'll take you over to the northwest where the Vice Chancellor of the University of Bamenda,
10:40 Professor Therese Yankuo-Akenji has urged newly admitted students into the Higher Institute
10:45 of Learning to be solution providers in a fast evolving society.
10:50 She made the call during the matriculation of over 10,000 undergraduate and postgraduate
10:55 students in the University of Bamenda campus in Bambili.
10:59 Details of that report with Veronica Aji in Bamenda.
11:03 Over 8,000 undergraduate and 1,336 postgraduate students have officially become students of
11:12 the University of Bamenda for the new academic year.
11:15 Administrators of the Higher Institution of Learning who welcomed them into the campus
11:20 challenged them to develop critical thinking and be solution providers in the region.
11:25 What we want to focus on now is actually the student centered learning where the students
11:34 are able to be guided by their lecturers towards critical thinking to bring up solutions to
11:40 the problems in the nation.
11:43 The matriculation of the 13th batch of students into the University of Bamenda equally served
11:48 as an avenue to drill freshmen on the code of conduct in and out of campus.
11:53 Seek advice from the right person.
11:56 The ceremony in Bambili wrapped up with students touching the matriculation maze and signing
12:01 the matriculation register as an engagement and promise to good conduct throughout their
12:07 stay in the university.
12:10 Meanwhile back in Yaounde, parents, teachers and pupils have been advised to embrace the
12:18 available digital tools to facilitate the teacher to pupil learning process.
12:23 The call was made by the Secretary General of the Ministry of Basic Education, Daniel
12:28 Adams Oyunu, while chairing the 16th edition of the Guidance and Counseling Day at the
12:34 Government Bilingual Primary School here in Bastos.
12:37 The event placed under the theme Guidance and Counseling in Basic Education, a pathway
12:42 to promoting the digitalization of education seeks to raise awareness on the need to digitalize
12:49 education right from the base.
12:52 Liris Nanepote reports.
12:56 The advent of COVID-19 served as an eye opener for digitalization of education in Cameroon.
13:03 The Ministry of Basic Education has now aligned to this trend.
13:08 For so long our teaching and learning was done using the traditional mode.
13:13 But with the advent of COVID-19 we went through the radio, through television to teach our
13:21 pupils to prepare them for the end of course examination.
13:25 We had to follow the world trends.
13:27 The 16th edition of the Guidance and Counseling Day was therefore an occasion for parents,
13:33 teachers and pupils to make use of the available technological tools in educating their children
13:39 and pupils.
13:40 The Secretary General of the Ministry of Basic Education, Daniel Adams Oyunu, while chairing
13:45 the event outlined government's efforts in promoting digitalization while urging the
13:51 educational community to follow the trend.
13:55 Through sketches and poems, the pupils demonstrated their knowledge in the domain of ICT.
14:03 Elsewhere it is the Minister of Agriculture and Rural Development, Gabrielle Mbairobe,
14:08 who is taking part at the World Food Forum on Agri-Food Processing holding in Rome, Italy.
14:15 According to the United Nations Food and Agriculture Organization, FAO, agri-food systems currently

14:53 hectares of rain-fed rice and to produce 6,000 tonnes of certified seed per year by 2030.
15:00 In addition to these, it also plans to equip farmers in various production basins with
15:05 power tillers, mini-harvesters, threshers and other equipments.
15:10 The Minister of Agriculture and Rural Development, Gabrielle Mbairobe, presented these projects
15:16 at the World Food Forum in Rome, outlining Cameroon's investment plan for the development
15:21 of the rice sector.
15:22 The project is evaluated to the sum of over 480 billion CFRs.
15:28 These funds is expected to be raised from development partners, the private sector and
15:34 the public investment budgets.
15:36 The hand-in-hand forum also provided an opportunity for private investors and representatives
15:42 of bilateral and multilateral institutions to discuss with the Minister of Agriculture
15:47 and Rural Development the opportunities offered by Cameroon in the rice sector in particular
15:53 and the agricultural sector in general.

16:38 for the First Lady, Mrs. Chantal Bia, whose actions have today made the foundation that
16:43 bears her name a front-line provider of quality and affordable health care in Cameroon and
16:49 beyond.
16:50 Whenever we hear about any innovation to support the children and the family and the women,
16:56 so we are here and we are grateful to be here today and we are grateful to support all the
17:02 effort of Her Excellency the First Lady.
17:04 This accompanied by actions and in the form of medical supplies received by the Secretary

19:02 At least 5 million Nigerians are in Cameroon with about 3 million Cameroonians living in
19:09 Nigeria and with such huge human connections, the High Commissioner is decorated by the
19:15 Head of State as Grand Officer of the National Order of Valour.
19:19 Proud to the state dinner, the Nigerian High Commissioner to Cameroon had been granted
19:25 a farewell audience at the Ministry of External Relations.
19:31 In more news, members of the Organising Committee of the African Leadership Award have begun
19:36 preparations ahead of a mega event scheduled for November 16 this year.
19:41 They seek to honour health experts and top officials in West and Central Africa for promoting
19:46 good leadership in the health domain.
19:48 They held a press briefing today in Yaounde to dish out to the media professionals the
19:53 activities to mark the upcoming event.
19:56 Here now is an excerpt of an interview of a board member, Professor Rose Ngonombala,
20:02 on major undertakings awaiting visitors to that event.
20:06 She spoke to our journalism intern, Emma Tauwe.
20:10 We have 40 awards that will be given, all categories are more African countries, we
20:18 said Central African and Western African countries.
20:23 Many very high level members of the scientific committee from these different countries,
20:32 most of them are academics, we have also emeritus ministers.
20:37 We are going to award also people who are involved as researchers, all those who are
20:44 working every day so that our people can receive quality in health care.
20:52 It's for motivation.
20:56 And we go over to the West region where the Mayor of Bangante, Eric Nyad, has received
21:01 two prizes for the promotion of best management practices and best municipal initiative for
21:06 environment protection.
21:08 The prizes were awarded by the Communication for Local Governance and Development Association
21:14 during a ceremony chaired by the coordinator of the volunteer association, Fridolene Ngoi.
21:21 Details of that report from CRTV West.
21:24 It's with Kelvin Nembo.
21:28 Bangante was recently ranked the first cleanest town in the West region and the seventh cleanest
21:35 nationwide during a competition organized by the Ministry of Housing and Urban Development
21:41 in collaboration with UN Habitat.
21:43 The secret according to Mayor Eric Nyad is community service.
21:47 We had in all quarters all the chiefs who are participating with the population to clean
21:55 the entire town.
21:56 So it was a group work and I think the end result is what we have today.
22:02 The council has again received two prizes through Mayor Eric Nyad for the promotion
22:08 of best management practices and best environmental protection initiative after a regional competition
22:16 organized by the Volunteer in Communication for Local Governance and Development Association.
22:22 And to ensure the full implementation of decentralization, the Bangante Municipal Council is determined
22:30 to champion participatory development and the end results have been very positive according
22:36 to Mayor Eric Nyad who said the council only carries out projects that falls in line with
22:43 the aspirations of the locals.
22:48 Back in the nation's capital, youths in Cameroon have been urged to use ICTs in creating jobs
22:54 and contributing to the growth of the country.
22:57 The call was made today in Yaoundé by the moderator of the Digital Week, resident representative
23:03 of the African Institute of Computer Science, Armand-Claude Abanda.
23:08 Details with Victor Siga.
23:10 Encouraging more youth into digitalization as solution to challenges of today like unemployment
23:17 has been one of the main exchanges during the Digital Week.
23:21 Young Cameroonians were drilled in this light by the resident representative of the African
23:27 Institute of Computer Sciences and moderator of the Digital Week, Armand-Claude Abanda.
23:32 It is very important for youth.
23:37 The impact of technology in the life of youth must be positive and youth must avoid the
23:47 negative side.
23:48 In the presence of some state dignitaries, different panelists and experts seized the
23:54 opportunity to discuss ways of fighting cybercriminality and the responsible use of ICT.
24:01 We now talk Pink October and it is a two-day educative talk on breast cancer by the Willie
24:08 Sanné Foundation and partners that has ended today in Yaoundé.
24:13 The organizers have been sensitizing personnel of CRTV to the prevention of breast cancer.
24:19 The initiative is in line with activities to mark Pink October, a month set aside to
24:24 raise awareness on breast cancer among young women.
24:28 The president of the foundation, Willie Sanné Mokwe Nkenge, presided over the exchanges
24:33 as Victor Siga tells us once more in this report.
24:38 According to health experts, one in eight women develop breast cancer, most often due
24:44 to non-mastery of the symptoms.
24:46 To save lives, the Willie Sanné Foundation and partners have been raising awareness among
24:52 personnel of the Cameroon radio television, CRTV, on ways to reduce cancer risk.
24:58 So far we have been able to do mass, a lot of sensitization to let people know that there
25:04 is something existing like breast cancer because you need to know, like you say, information
25:09 is power.
25:10 You need to know before you can take action.
25:12 So one in eight women are going to be diagnosed with breast cancer in the course of their
25:15 lifetime.
25:16 We need every woman to know this, that they are much more predisposed to breast cancer
25:20 so they should know about it and then they can take action by going for their examination.
25:25 The educative talk centered on symptoms and some steps to be taken for a self-examination.
25:32 Activities end tomorrow with a spot walk and a free screening campaign at the Parku Vita
25:38 Yaounde and in Douala on October 29.
25:43 Our ICT moment today takes us to discover two technopreneurs exhibiting inventions aimed
25:50 at facilitating the teaching learning process in the country.
25:54 Afopezi Moses and Dengo Devine, Vyada Startups Scholar and Cameroon New School Techni-Incubator
26:03 respectively strive to keep the nation's new technologies trend moving forward.
26:09 Emanuela Vennue presents them in this report.
26:13 An education system built taking into account a digital revolution.
26:19 For Cameroon to be up to par scholar and educative startup proposes a virtual classroom.
26:27 One where students can get notes, catch up on their studies and even use an artificial
26:32 intelligence chat board to ask questions.
26:36 On our platform students today can get study notes, past exam questions, detailed solutions,
26:40 study from the comfort of their homes.
26:42 We've incorporated a zoom API to help record videos, teachers record videos and put on
26:47 a platform for students to follow up.
26:50 Another technopreneur passionate about innovative solutions that facilitate learning is the
26:56 Cameroon New School Tech Incubator, KAIST.
27:00 They target the younger generation with an ambition to prepare them for a future where
27:04 knowledge in robotics and 3G printing are prerequisites.
27:09 We teach children to be ready for the technological revolution by teaching them robotics, programming,
27:16 3D printing, numerical creativity and web development.
27:21 So far over 170 ladies have been trained via their techno women's factory scholarship.
27:28 It's about 50,000 a month.
27:32 Baby steps they hope will take Cameroon closer to reaching her dream of being at the fore
27:39 of innovations.
27:40 On to this advertorial, the leaders of the military sector in Cameroon, KAIST group will
27:50 soon inaugurate its first agri food factory on the Kribi port with the aim to expand the
27:55 network of its products, La Pasta SA.
27:59 The first ship imported its wheat docked at the port of Kribi as an act to showcase the
28:05 credibility of the port area and the desire for KAIST group to be the precursor of the
28:13 agri food in this strategic site.
28:16 Madu Kwele Beziate tells us more from Setebile to Rwanda.
28:22 Sunamine is a public company with the state as a sole shareholder with legal responsibilities
28:28 to develop and promote the mining sector in Cameroon while managing the interests of the
28:34 state in the domain.
28:36 Achieving this major objective of Sunamine requires strict compliance with able partners
28:41 who believe on the prosperous future of the Cameroonian mining sector.
28:45 Sunamine is a partner when we start the operation, will be a partner in the company so we'll
28:52 be representing the government, the government share if you want in the company.
28:59 The partnership is when we sign a convention, 10% of the share of Camalco when we are in
29:05 operation have been given to the government and then they can purchase more share to up
29:11 to 35% of the company.
29:14 So at one point they may be owning 35% of Camalco.
29:19 We expect Sunamine to help us dealing with certain of the hurdle we meet whether it's
29:28 with the government or the population and also on the international level.
29:33 The general manager of Sunamine, Mr. Serge Ewe Boyenguenu stressed on the fact that they
29:39 are called upon to conduct studies on the exploration and exploitation of mineral substances
29:45 in collaboration with other relevant government services and bodies that will lead to the
29:50 promotion of geological and mining information and why not carrying out transactions on behalf
29:57 of the state.
29:58 With all this, Sunamine has positioned itself to accompany all mining companies throughout
30:03 their exploitation phase by acquiring shares with these mining companies and also to monitor
30:09 the exploration activities of these companies with aim at setting up a collaboration platform
30:16 for the development of the mining sector in Cameroon.
30:19 We are sorry for that Mr. Roslada, a report on Sunamine in which the director general
30:26 of that company says the sector has a huge role to play in the development of Cameroon.
30:33 On to this other advertorial now, the leaders of the military sector in Cameroon, Cadiz Group
30:38 will soon inaugurate its first agri-food factory on the Cribi port with the aim to expand the
30:44 network of its products, La Pasta SA, the first ship importing its wheat docked at the
30:49 port of Cribi as an act to showcase the credibility of the port area and the desire for Cadiz
30:56 Group to be the precursor of the agri-food in this strategic site.
31:01 Madam Kwele reports from Douala.
31:05 The 5,000 tonnes of wheat specially ordered by the Cadiz Group and transported by the
31:10 vessel M/VKN14 goes beyond an ordinary manoeuvre.
31:16 It unfolds the story of the fast and secure handling rate of the multipurpose terminal
31:21 at the port of Cribi, one that reveals and supports industrialisation and food self-sufficiency.
31:28 We have to develop this kind of commodities in the port of Cribi.
31:31 It's really important for the country, for the economy and also for the diversification
31:36 of the different operations of the multipurpose terminal.
31:39 After this we hope that we continue to diversify the different commodities that we have in
31:44 the terminal.
31:45 We continue to extend the possibility and the opportunities for the goods in the port
31:51 of Cribi.
31:52 The intention of the Cameroonian leader of the milling sector, Cadiz Group, to expand
31:56 its subsidiary La Pasta SR and through this new growing sector of its wheat at the seaside
32:01 town, seeks to reaffirm its economic patriotism.
32:05 This operation, which is mutually beneficial for both Cadiz Group and the Cribi port, is
32:09 carried out with much coordination to the satisfaction of both parties.
32:14 The procedure indeed guarantees the safety of goods when docked as a means for the Cribi
32:19 port authorities to reassure other stakeholders.
32:22 Everybody will see after that first operation that the productivity in the port of Cribi
32:28 is very good.
32:29 Time is money.
32:31 If you are slow to discharge the vessel, it is costing a lot.
32:36 If you are slow to deliver to the client, it is also costing a lot for all the stakeholders
