00:14 In the middle of the issue about signing up for the charter change,
00:19 DILG said that if the barangay official is the one signing up,
00:23 then that's a no-no.
00:25 For example, if an official barangay is the one signing up for the change,
00:32 then that's a violation.
00:38 The barangay officials cannot be involved in the people's initiative.
00:42 It is also prohibited to use the barangay hall as a venue for the gathering.
00:47 But the covered court of the barangay can do it.
00:49 So if you see an official of your barangay signing up for the charter change,
00:54 immediately report it to the court.
00:57 Report it to the court if you see an official.
01:00 Because the court cannot hear you.
01:02 So all the complaints, we are already acting on them and we are validating them.
01:10 For now, DILG has not yet received an official complaint about this.
01:14 According to their monitoring,
01:15 almost all of the congressional districts in the country have signed up for the charter change.
01:20 If the petition for the people's initiative is approved,
01:24 instead of separating, there will be a joint voting or only one vote by the House and Senate
01:29 when the barangay officials are voting for the change of the Constitution.
01:33 The Senate is against it because there are only 24 people,
01:36 compared to the House which has more than 300 members.
01:39 According to the retired Supreme Court Senior Associate Justice Carpio,
01:42 if that happens, there might be a constitutional crisis.
01:46 It's a constitutional crisis. Why did you disregard the Senate when there is supposed to be a check and balance?
01:56 We're talking of the highest law.
01:59 And there should be at least a similar check and balance.
02:05 One chamber cannot approve it entirely and the other one can be disregarded.
02:10 Both must approve it.
02:12 If there is a people's initiative or constituent assembly,
02:17 there should be a group called CON-CON or Constitutional Convention
02:22 to change the Constitution and to make the government a federalist.
02:28 They are the PPM or Partido Federal ng Maharlika
02:31 formed by members of the MRDNECC or Mayor Rodrigo Roa Duterte National Executive Coordinating Committee.
