00:00 US's plan NATO hits another roadblock.
00:05 Biden's decision on Ukraine in question by Ukraine expert.
00:10 The real reason why Newland is opposing NATO training for Kiev.
00:15 The former US diplomat Victoria Newland has argued that officially sending Western instructors
00:21 into Ukraine will create unnecessary risk despite the severe troop shortages Kiev faces.
00:29 Newland, who has been responsible for Ukraine during her tenure as the State Department
00:33 and has served as the US ambassador to NATO, emphasized that NATO already provides substantial
00:39 training to Ukrainian forces on the territories of member states, including the UK, Germany
00:44 and Poland.
00:45 However, now, according to a report by the New York Times, Ukraine is allegedly asking
00:50 US and NATO to help in training of 150,000 new recruits within Ukraine to expedite their
00:56 deployment to the front line.
00:58 And so, in an interview, Newland acknowledged that Russia's renewed offensive is making
01:03 it difficult for Ukrainian troops to leave the front line for training abroad.
01:07 However, she cautioned that sending Western instructors into Ukraine highlights more potential
01:13 risk.
01:15 Newland expressed concern that establishing NATO training bases inside Ukraine will make
01:19 them target for Russian President Vladimir Putin.
01:23 She warned that such a move will escalate the conflict and lead Putin to consider NATO
01:28 territory as a fair game.
01:31 It does directly implicate NATO on the ground, which could escalate the war into different
01:35 direction, she added.
01:38 Despite the severe troop shortage in Ukraine, the White House has consistently managed and
01:43 pitched that it will not deploy any American troop or instructor into Ukraine.
01:48 Newland also argues that it remains more prudent to conduct most of the training outside Ukraine
01:52 while providing advice within the country.
01:55 This approach will minimize the risk of confrontation with Russia.
02:00 While NATO has been training Ukrainian soldiers in member state, some European soldiers and
02:04 officials have acknowledged the presence of military personnel in Ukraine since the war
02:08 breakout in 2022.
02:10 However, they have not clarified whether these personnel are involved in training local forces.
02:16 On Monday, Estonian Prime Minister Kaja Kallis claimed that military personnel from some
02:21 NATO members are already training Ukrainian soldiers inside the country.
02:25 She insisted that this will not lead to direct confrontation with Russia because the personnel
02:29 are acting at their own risk.
02:32 The issue of sending NATO troops to Ukraine was first raised by French President Emmanuel
02:36 Macron in February, suggesting as an option that should not be ruled out.
02:41 Estonia and Lithuania have since expressed their support for sending either instructor
02:45 or support troops to relieve Ukrainian soldiers for combat duties.
02:50 In early May, the Russian Defense Ministry estimated that Ukraine military losses have
02:54 surpassed 111,000 for the year.
02:58 And so Kiev now plans to mobilize hundreds of thousands of additional troops under a
03:02 new law aimed at reducing the draft avoidance.
03:06 Over the past six weeks, Ukrainian forces have gained more territory than Ukraine managed
03:12 to capture in six months of its previous counteroffensive, according to the Washington Post.
