00:00We're going to cross right to the Élysée Palace here in Paris, where President Emmanuel Macron is speaking alongside U.S. President Joe Biden.
00:07President Joe Biden, for the 80th anniversary of the D-Day landings in Normandy, thank you for this.
00:16I think that your veterans and our veterans and those of all of our Allied forces were honored by your presence,
00:26as well as the many leaders by your side on the 6th of June, and with the warmth of the popular welcome they received.
00:38Your presence here says a lot of the strength of our alliance and what links the United States and France,
00:46a union of blood shed in service of freedom and the independence of our nations.
00:55This is what brings us together, blood, unfortunately, but it links our two flags and our two nations.
01:04Thank you very much for your presence.
01:06With the President today, we were able to talk about the major topics around the world which commit us.
01:16First and foremost, Ukraine.
01:18Men and women are fighting with remarkable courage, driven by the will to not cede in the face of the Russian attack, which nothing justified.
01:29Collectively, we reacted to provide our support to this European nation struggling for its survival and freedom,
01:37and we will continue to do so as long as necessary, with as much intensity as necessary.
01:44I would like to thank you once again, Mr. President, for the commitment of the United States
01:49and the recent decision that you just confirmed, which puts by our side an essential role in this conflict,
02:01where it's the security and the stability of Europe which is at stake.
02:05So thank you.
02:07And I believe that we have a shared vision of the war unfolding in Ukraine today.
02:13We've made a lot of shared decisions.
02:15The authorization we provided so that Ukraine can strike back at their aggressors,
02:20the important efforts by our countries to equip the Ukraine Armed Forces,
02:28and we've also taken several fundamental decisions.
02:31We've talked about the details in the war unfolding there, and we agree on this.
02:38And we'll both be at the G7 summit, where we hope that all of the members of the G7
02:44can once again commit to supplying $50 billion in support of Ukraine,
02:53and then the peace conference, which will be held to structure our debates,
02:57and then the NATO summit in Washington.
03:01On the question of Ukraine, our shared vision is that of respecting international law,
03:07the freedom of people, the self-determination, the fundamental rights for our nations.
03:15And again, thank you very much for being by the side of Europe.
03:20The tight coordination between the United States and France also takes part elsewhere.
03:27Although we're confronted with a multiplication of crises,
03:31we base ourselves on the same principles with the same determination.
03:36In Gaza, we wish to obtain the immediate release of all hostages,
03:42and we are very gladdened by the release of four Israeli hostages by the Israeli army today.
03:53We wish to see a ceasefire and the beginning of a political end to this crisis
03:59for lasting, sustainable peace to meet the need for security of both of these peoples,
04:04which is why we support the idea of a global agreement with the United States.
04:09After nine months of conflict, the situation in Rafah and the human casualties are unacceptable.
04:17And it's also unacceptable that Israel does not let through humanitarian aid
04:22as the international community has been requesting over several months
04:26and is not listening to our demands for a ceasefire.
04:30And the United Nations Security Council must play its role.
04:35In parallel, we will continue our efforts, our joint efforts, to avoid any outbreaks in the region,
04:42in Lebanon, for example.
04:44It is urgent to prevent any further escalation.
04:50And we are implementing very tight cooperation between our two countries
04:55in our discussions with Israel on one hand and with Lebanon on the other.
05:00For Iran, we have the same observation, a strategy of escalation.
05:09Whether the unprecedented attacks on Israel, maneuvers to stabilize the entire region,
05:16and then the nuclear program as well in Iran, both of our countries are determined
05:21to exert necessary pressure to stop these worrying trends,
05:26as we demonstrated again just a few days ago by together adopting a resolution
05:31at the International Atomic Energy Agency.
05:36This is the same coordination and the same wish to avoid any double standards.
05:41They were also coordinating in Africa, in the crisis in Sudan,
05:45in the Democratic Republic of Congo, and throughout all areas of the continent.
05:52Both of our countries have the same sense of leadership,
05:55and we've continued to take actions to meet the challenges of our day,
05:59in particular those that affect the most vulnerable countries.
06:03This is this unity that we need to make the international order fairer,
06:10and that is the sense of the Paris Pact for people and the planet,
06:13which we'll be working on together, as well as initiatives on more efficient taxation,
06:19accelerating the end of coal, preparations for the United Nations Conference on the Oceans,
06:25just like our mobilization for world health with a summit which will be held
06:31for the vaccine alliance that we are working on together,
06:35which will be held in Paris in a few weeks.
06:38It's the same willingness as well, which is at the heart of the Olympic truce,
06:43with a resolution by the United Nations just a few days ago.
06:48On economics, we have the same worries with the disloyal practices by China,
06:54leading to an overcapacity, which is extremely important for the world economy,
07:00and we must take coordinated action.
07:03During my visit in December 2022, I was able to explain the consequences
07:08of the Inflation Reduction Act on the European economy.
07:12We've mentioned this again, and this legislation is useful.
07:16It allows and it contributes and accelerates the decarbonization of the American economy,
07:22and therefore the implementation of the Paris Agreement,
07:25and our willingness is that we can resynchronize our efforts,
07:30our economies between the United States and Europe to regulate the levels of investment,
07:38and in the major areas such as green tech, artificial intelligence, as well as agri-food issues.
07:47We also wish bilaterally to reinforce our cooperation.
07:53American researchers, American business people, American students are welcome to our country.
07:59We want them to come in ever greater numbers.
08:02And then during the state visit in December 2022, we've also reinforced mechanisms
08:08with civil and spatial cooperation.
08:12We've signed several agreements between the CNES and NASA for observation of the Earth,
08:17among others, and the Artemis program.
08:21I'm also proud to be able to say today that the first American TGV built by Alstom
08:28will enter into service in the United States by the end of the year,
08:32which also shows increased cooperation between our rail industries,
08:37which marks our ambition for the economy and the energy transition,
08:43thanks to French technological excellence.
08:47And I also wish to salute American investments in France,
08:51present during the Choose France Summit held a few weeks ago.
08:55France will also be launching a foundation with 100 million euros
08:59to allow us to massively increase exchanges between universities and research in our two countries.
09:05And I wish to thank companies who have joined us in these efforts and the commitment of CMA CGM.
09:12This new initiative builds on the Albertine success,
09:17and several cities in your country have now welcomed incubators in about 50 cities.
09:27So I won't take up any more of your time, but allow me to say that in the wars today
09:36which affect the world and major topics around the world and bilateral agreements,
09:41we are in full agreement with President Dimon in a common roadmap.
09:46And this is our trust in progress, in the investment, in recovery, in innovation,
09:53a willingness to create jobs in the United States and in Europe for our workers,
09:58and the willingness to be there for the decarbonization of our economies and to build peace.
10:05To do it without being naive, so to be on the side of those who are resisting,
10:10but without naiveté, so looking for agreements even when it's very difficult.
10:14And this is why, Mr. President, I thank you for being the president of the world's greatest power,
10:22but to do it with the clarity and the loyalty of a partner who respects Europeans
10:27and who wishes to respect these agreements in Ukraine, in the Middle East, and also economically speaking.
10:38Thank you for your presence, and thank you for honoring Paris, Normandy, and France
10:46with these celebrations and your state visit with your wife. Thank you, President.
10:53Well, Mr. President, thank you. It's been a great honor to be here.
11:01Not only Normandy and France, but it was a moving experience for a student of French history
11:08to be the Chancellery's aide today. It was a moving experience for us, for the whole delegation.
11:19You know, France was our first friend and remains one of our best friends.
11:26This week, we reaffirm that friendship in a deeply meaningful way.
11:31But before I begin my remarks, I want to echo President Macron's comments
11:35welcoming the safe rescue of four hostages that were returned to their families in Israel.
11:41We won't stop working until all the hostages come home and a ceasefire is reached.
11:46That is essential to happen.
11:49You know, together we marked the 80th anniversary of the Allied operation that saved Europe
11:54and the incredible heroes who carried it out.
11:57I found it 180 brave men, happened to be all men at the time,
12:03who came back to Normandy this week with such pride and sense of devotion.
12:09I don't think anyone who got to meet them, shake their hands, or hear their stories
12:13will ever forget their stories or the look in their eyes and the pride they took with what they did.
12:19But you could also see the remembering the lost comrades at the same time.
12:24You know, the fact is that I know I won't forget it.
12:29I want to thank President Macron, Mr. Macron, for the people of France
12:33for making our heroes feel so welcome, because they did feel welcome.
12:38You could feel it. You could see it.
12:40And we'll never forget. We'll never forget what they did.
12:44And this week, we have showed the world once again the power of allies
12:48and what we can achieve when we stand together.
12:51That's what this relationship between France and the United States exemplifies.
12:56You know, we see it in Ukraine, where our two countries are standing with the Ukrainian people
13:01as they fight off Putin's brutal aggression.
13:04And yesterday, I announced $225 million in new security assistance to Ukraine,
13:09and it's the sixth package we've provided since we signed the national security legislation earlier this year.
13:17I wish we could have done it when we wanted to six months earlier, but we got it done.
13:22With $61 billion in additional aid to Ukraine.
13:26And I commend France and our European allies for their leadership as well.
13:31The EU has proved that provided over $107 billion in assistance to Ukraine since the war began,
13:40because we know what happens if Putin succeeds in subjugating Ukraine.
13:45And it won't – we won't stop – you know, Putin's not going to stop at Ukraine.
13:50It's not just Ukraine. It's about much more than Ukraine.
13:53All of Europe will be threatened. We're not going to let that happen.
13:57The United States is standing strong with Ukraine.
14:00We're standing with our allies, and we're standing with France.
14:03We will not – we will not, say it again, walk away.
14:07And around the world, France and the United States are working together to strengthen security and shared prosperity.
14:13In the Indo-Pacific, we stand together for freedom of navigation, transparent governments,
14:19as well as fair economic practices.
14:22In the Middle East and North Africa, we work together on issues critical to peace and stability,
14:27like food security and counterterrorism.
14:30And the existential threat of climate change, which is just growing greater,
14:34we're working together to accelerate the global transition to net zero.
14:38It is the existential threat to humanity – among – the only existential threat to humanity,
14:44including nuclear weapons, is if we do nothing on climate change.
14:48I could go on.
14:50Every day, the French people and the American people are connected in countless ways
14:54through economic ties, collaboration in science and technology, educational exchanges.
15:00The reason we don't have more Americans coming, we're afraid they won't come home.
15:04It's such a beautiful – I mean, this is such an incredible country.
15:07It's a beautiful country.
15:09And, you know, the fact is that these cherished ties between our families and friends continues to grow.
15:18The bonds between our nations are strong, vast, and rooted in the most important element – shared values.
15:25That's true today, as it's been from the very start.
15:28In a few weeks, the United States will celebrate the Fourth of July, our day of independence.
15:35That feat would not have been possible – it's not hyperbole – would not have been possible
15:40were it not for France coming to our aid.
15:43We're a nation because of France in large part.
15:46You stepped up when we needed help, and you did it.
15:49That's what Fourth of July is about.
15:52That feat would not have been possible, again, without your support, without French support.
15:57Today, I proudly stand with France and support freedom and democracy around the world.
16:03That's what this spectacular week is all about.
16:06Mr. President, there's much more we had the chance to talk about.
16:09We're going to continue to talk.
16:11You've become a good friend, and I really appreciate your cooperation and your insights.
16:15Thank you, thank you, thank you.
16:18Thank you very much.
