00:00Opportunity and surveillance in the use of Artificial Intelligence,
00:04let's find out together with Assistant Secretary Mary Rose Magsaysay,
00:08Deputy Executive Director of Cybercrime Investigation and Coordinating Center.
00:12Asic Magsaysay, good afternoon.
00:15Good afternoon to all of you.
00:17I'm glad that I'm here again
00:20and we can give our updates
00:23when it comes to cyber and what the government is doing.
00:27Asic, in most cases, their knowledge is very basic
00:32about Artificial Intelligence.
00:34Can you please explain the definition
00:37and other things that should be understood briefly about AI?
00:41Well, Artificial Intelligence is a new technology
00:46that came from GPT 4.0 or whatever GPT or AI you're using
00:54to help you with things.
00:58In the past, there was a call center, right?
01:02It's one-on-one.
01:03There's a call, there's an answer.
01:05And then we did that on our webpages
01:08when someone would pop up there
01:10and ask, how can I help you?
01:12And then we had bots asking,
01:15what do you want to know?
01:17And now, big technology companies have become smarter.
01:22They made AI
01:24so that you can directly ask your questions
01:28and that's what they're looking for answers
01:31and they're solving it
01:33so that there's no need for people to answer.
01:36It's like, we don't have a role anymore.
01:39Why are we still here?
01:41That's how good they are.
01:43Well, it's true, they're good
01:44because their access and speed,
01:47their access to the database that we provide
01:50and the technology companies
01:52is almost endless, right?
01:56Whatever they can access,
01:57sometimes they search the whole web,
01:59they're the ones doing it for you
02:03and in the millisecond.
02:05So, the questions are answered quickly.
02:08In your studies,
02:10what are the things that we should be careful
02:13when using AI
02:16and what are the advantages
02:18and disadvantages of it?
02:22Well, definitely when you use AI,
02:24you will be onboarding platforms
02:27and when you onboard platforms,
02:29you will be putting in your personal
02:30identifiable information again.
02:34So, usually my suggestion
02:35if you're going to go into AIs,
02:37you set up another account
02:39that is not linked to your emails,
02:42personal emails, work emails.
02:44Create a specific account
02:46that you will use to onboard to AI platforms
02:50because I've seen a lot of people
02:52who have created different AI solutions
02:56that can be used by everyone
02:58on a lot of things,
02:59like even how to cook,
03:01how to make this,
03:02how to make your terms of reference
03:04in your purchasing,
03:06how to do data classification,
03:09teach me Python,
03:10make me the codes,
03:11there's almost everything
03:12but your personal information,
03:15don't release it.
03:17In other words,
03:17all information going in,
03:20nothing going out.
03:21So, specify a cell phone number
03:23that you will only dedicate to that
03:25and an email you will only dedicate to that.
03:28That's the most basic.
03:30So, that is an advice
03:33that I'm hearing for the first time,
03:35to create a new email,
03:38not to give your own email
03:40and we need to buy a new number,
03:43a SIM card
03:44because your advice is
03:46better not to use
03:47your own personal number.
03:49Especially the word email
03:51because that's where the breaches go in.
03:53You're giving away your information.
03:55Sometimes the AI is free.
03:57Worse, if it's free,
03:59you are the product.
04:02Because now,
04:03there are a lot of programs or apps
04:05that you need to register
04:08and those who are too lazy to register,
04:09will just link the accounts.
04:11These are the tips
04:16to avoid this kind of breach
04:20to individual privacy and so on.
04:24Well, definitely,
04:24what I'm suggesting is
04:26you secure yourself first
04:28because if you are secured,
04:29then definitely your community
04:31or your company or your family
04:33is a little bit more secured
04:34knowing that it's not going to come
04:36from you, the breach, right?
04:38So, again, what was the question again?
04:40Other tips, ma'am.
04:42Yes, other tips.
04:42Okay, so.
04:43Well, you have to look at
04:48how they are rated, right?
04:50So, there are a lot of AI coming out.
04:51What's their rating?
04:53Which company?
04:53Investigate a little bit.
04:55See if it's right.
04:58And it doesn't mean that
04:59if you're paying for the AI,
05:00that they're not sucking up your information.
05:03So, best is,
05:04if you're using it in a computer,
05:06don't use it in your work computer
05:09if it's not work-related.
05:11So, there.
05:12That's the truth of life.
05:14Everything has a cost
05:15and if they're telling you
05:16technology has a cost,
05:18worse.
05:18Technology has the most expensive cost.
05:22So, the more you can protect yourself,
05:23the less cost it is to you
05:25and damage to your family
05:26and to your work
05:27and to your community.
05:29Okay.
05:30I'm just curious.
05:31The AI that came out,
05:33the way they look,
05:34the pictures.
05:35Yes.
05:36The way they look,
05:36or they look good,
05:37or whatever.
05:38They change their character
05:40using their facial features.
05:42Is it dangerous?
05:45Okay.
05:46Sometimes...
05:46There's a free one.
05:47Oh, it's free.
05:49Yes.
05:49Sometimes, they'll hook you in.
05:51It's free for a certain time
05:53and then they'll show you
05:56some things you can do more.
05:57Like, you're wearing a bikini
05:58on the next click, right?
05:59Yes.
06:00But they will charge you.
06:02So, it's fun for some portions
06:05but then it's crazy
06:07if you're going to be used against you, right?
06:11Because then,
06:12probably, they will use your face
06:14and they'll put you
06:14like you're wearing a bomb or something.
06:16And then, you know,
06:17so many have been victimized
06:19by this kind of...
06:21You might think it's just a filter
06:22but they're really fusing your face
06:24and your body, right?
06:26And sometimes,
06:27they fuse the lips
06:29saying fake news, right?
06:31So, that's where the fake news comes from.
06:34And so...
06:36So, it's not advisable, ma'am?
06:38No.
06:38For those fans who say you're beautiful or...
06:41Actually, personally,
06:42I haven't done it yet.
06:43I'm tempted.
06:44Because I have a lot of friends
06:46and even some relatives
06:48who've done it
06:49and it's fun.
06:50But then, I heard also
06:51that it's also dangerous
06:52if you don't give them your facial features
06:54because they can use it.
06:55But how is that different
06:57from our normal photos
06:58that are up online?
07:00Well, the normal photos we have online,
07:04you know,
07:04the biggest business now is scrubbing.
07:07Taking all your pictures out of the net.
07:10Yes.
07:11So, usually,
07:12what we all do in government,
07:14especially in CICC,
07:15we always advise tech for good.
07:17If it's going to make you earn,
07:19okay.
07:20Okay.
07:21If it's going to make you educate you more,
07:25information in,
07:26don't put it out.
07:27So,
07:29now,
07:32your pictures should be worth more
07:34if there's not too much of them.
07:35But just like that,
07:36that's the business of other people, right?
07:38Even if they're promoting something,
07:40then probably,
07:41you can use their face.
07:43Don't use your face too much
07:45because you're endangering.
07:46Do a risk analysis.
07:48If you're running for public office,
07:51sure,
07:52go ahead, right?
07:53But then, you know that there are risks
07:55with regards to this.
07:56And be ready.
07:58Financially ready,
07:59emotionally ready,
08:00and politically and socially ready
08:02that if it is used against you,
08:04you will do something right.
08:06You will answer something right.
08:08But Asik Magsaysay,
08:09when it comes to personal information,
08:12Yes.
08:12Of course,
08:14we mentioned earlier,
08:15a lot of people are just linking their accounts
08:18and the information is there.
08:20What are the measures that the government is taking
08:22to ensure that the information is safe?
08:26And especially the submitted information
08:29in government offices?
08:30Thank you.
08:31I think that's been an ongoing problem,
08:33not only in the Philippines,
08:35but everywhere else in the world
08:37where government has already gone online
08:39to give the services to the people.
08:41And that is why all governments
08:42are going blockchain, actually.
08:45Blockchain allows you to own your information
08:48and to give the information direct
08:50to whoever needs it, right?
08:51So it's not only online that this happens.
08:54And definitely,
08:54what I mentioned before,
08:55you go to the mall,
08:57they ask you your name,
08:58they ask you your credentials.
09:00It's also a source of information.
09:05So there are many ways.
09:06So be careful with the things you say.
09:09So be basic, be careful,
09:11don't put it online.
09:12On government side,
09:13we have already created
09:15our own artificial intelligence
09:19based on the Philippine Digital Forensics Manual.
09:22And we just had the onboarding procedure
09:26seminar earlier,
09:28an hour ago,
09:28just finished.
09:29Probably, it's just finished now.
09:30So that one allows government
09:33to be able to go and delve
09:36into all the laws
09:37for the rules of engagement
09:39to assist the public.
09:41So that when it comes to cyber problems,
09:48to assist the public.
09:50Because like that, DTI is also asked for.
09:52Secondly, not only DTI,
09:54the PNP, name it, all of them, NBI.
09:57Almost all agencies
09:58are asking the public
09:59about what to do with the cyber problems
10:01they have related to these agencies.
10:03So we are educating.
10:04We have SICON, CICC-SICON has educated
10:08more than 15,000 government officials in IT
10:10to come up with the policies.
10:13All right.
10:14Ma'am, for the knowledge of our countrymen,
10:19how and can we identify
10:22if something was built or made
10:25using artificial intelligence?
10:28Okay, one thing for sure,
10:30I saw there's a pattern
10:32having used it myself
10:34and having Mr. Drexlag created one
10:37for the whole government system
10:38for us to research on
10:40is that there is a sequence.
10:43It always has a mega statement
10:45and then it has details,
10:46one, two, three, four,
10:47and then it has a summary statement.
10:49That's always the pattern.
10:51Once it looks like that,
10:55it smells like 20% AI, definitely.
10:59But you can use it definitely
11:00so that you have a base
11:02on the structure
11:04of what you're going to be doing.
11:09But then you have to change it
11:11and localize it
11:12and make sure that it is correct.
11:15Even if GPT 4.0 says that's it,
11:19check if it's really correct
11:21so that you won't be, you know,
11:25exposed to fake news.
11:26They're not always correct, are they?
11:28Definitely, it's not always correct
11:30because it's still being learned.
11:31Because AI is a technology solution
11:35where they made the technology
11:37it's acting like a human being.
11:39It's learning like a human being.
11:41So that's what it is.
11:43So it's long
11:44because evolution took millions of years
11:46for us to look like this, you know.
11:49And so definitely, it's still long.
11:52It's still being taught.
11:53Yes.
11:54Asek, what are our steps
11:56or our priority measures
11:58for now when it comes
11:59to security threats in the country
12:00using AI?
12:01Can we say that the Philippines
12:05has advanced in using AI now?
12:07Okay, you'd be very happy
12:08that I have news to tell you.
12:12And even the UN recognizes the Philippines
12:16as a very good source
12:17of positive things happening to us
12:21that we shared, in fact,
12:22in the United Nations
12:24just about two weeks ago.
12:26The Philippines represents the whole Asia
12:29for transactional organized cybercrime.
12:32And that's two-thirds of the world.
12:34And even all our agencies said yes
12:37that CICC present all our good practices
12:41in these nations
12:42so they can learn from us
12:43on how to solve cybercrimes.
12:45So we are lead.
12:47I don't go into details
12:48only because that
12:49so that the cybercriminals
12:52don't second-guess
12:53what we're really doing
12:54because our gains will be wasted.
12:57But definitely, the Philippines
12:59is in the map of being
13:01the best cyber technologists in the world.
13:04That started with a love bug.
13:08Here it is.
13:09Message to our countrymen
13:11from you to CICC.
13:15First of all, I'd like to recognize
13:18our chairman, Ivan Uy.
13:21Secretary Ivan Uy is our chairman.
13:23Undersecretary Alexander Ramos,
13:26our highly technical consultants,
13:28especially Mr. Drex Lagy for
13:31we are now creating
13:32all in-house cyber response
13:34monitoring system,
13:37artificial intelligence,
13:39solutions in cyber
13:40that we don't need to buy
13:42from anybody
13:42so we don't get breached
13:44and solve our cybercrimes.
13:46Our turnaround in producing
13:49digital evidence as lead
13:50is 48 hours
13:52and I'll stop there.
13:54Thank you very much for your time.
13:56Assistant Secretary Mary Rose Magsaysay,
13:58and Deputy Executive Director
14:00of Cybercrime Investigation
14:02and Coordinating Center.
