00:19Let's find out the details of the CSC in action. Here it is.
00:24Good morning, Philippines!
00:31We are now given the opportunity to answer your questions about the programs and policies of the Civil Service Commission.
00:39I am your host, Charles Nograles for CSC in Action.
00:45The Civil Service Commission has issued regulations on the rights of government employees established by an employee organization.
00:56Based on the 1987 Constitution, Revised Administrative Code of 1987, and Executive Order No. 180,
01:05the rights of government employees, including rank-and-file, are to form, join, or assist the organizations of the employees they have chosen
01:16in order to advance and protect their interests.
01:20Members of the Public Sector Labor Management Council, or PSLMC,
01:27which is formed by the Departments of Labor and Employment, Department of Justice, Department of Finance, and Department of Budget and Management,
01:35PSLMC has issued various regulations on the so-called rights.
01:43These include the latest regulations on the authority of an employee organization,
01:49the establishment of a transition group, merger and consolidation,
01:53the replacement of names and methods for the dissolution of the organization,
01:58the appointment of a single and exclusive negotiating agent,
02:03and the automatic accreditation of the winner of a certification election.
02:09An employee organization serves as a model for a harmonious relationship between rank-and-file
02:17and those who lead the agency.
02:19It has the ability to influence the implementation of legislation that provides more protection and broadens the rights of the employee.
02:31It can also be an instrument of management in the creation of programs and policies.
02:36It also serves as an eye for the public in order to prevent mistrust in the government.
02:42In order for it to be a legitimate employee organization,
02:46it must be registered with the Bureau of Labor Relations of the Department of Labor and Employment
02:52so that it can benefit from the rights, privileges, and protections that are included in the law.
03:00The accreditation of the CSC is also required as proof that the so-called organization is a single and exclusive collective negotiating agent.
03:12After this, a collective negotiation agreement or CNA can be formed,
03:19which is a partnership between the employee organization and the management
03:24that implements programs and policies that promote the welfare and safety of government officials.
