00:00Former President of the European Commission José Manuel Barroso has said there will be no peace settlement in Ukraine without the European Union.
00:09Speaking with Euronews hours after the EU's 27 leaders wrapped up a summit in Brussels,
00:14Barroso accounted fears that Thursday's summit showed divisions amongst EU member states on Ukraine's defence.
00:22I don't agree there was no outcome.
00:25That's the usual way the European Union decides.
00:29Of course, it's by definition relatively slow because it's building a consensus amongst so many member states.
00:36But if you think about it, in fact, the conclusions are relatively rich.
00:42They reiterate important points, the fact that they cannot be original all the time.
00:47But they reiterate commitment to European defence, that's very important.
00:51To support Ukraine, that's extremely important.
00:54And just on the talks between the Kremlin and President Trump, I know you've met Mr Putin 25 times,
01:00but the EU seems to be left out in the cold of these talks. How should the EU react to that?
01:05I mean, sooner or later the European Union will come because there will be no peace without the European Union, quite clearly.
01:12Not only Ukraine is a country in the European Union, in Europe, I'm sorry,
01:17and Ukraine says that it needs, of course, the European Union to be associated.
01:22But even Mr Putin said already that there will be no peace without the lifting of sanctions,
01:28or the sanctions that have been imposed by the European Union.
01:30So the Russians are the first to be interested in having Europe associated.
01:35EU leaders at the summit in Brussels failed to reach an agreement
01:39on allocating 5 billion euros for the purchase of 2 million artillery shells for Ukraine this year.
01:45According to reports, several countries, including France and Italy,
01:49refused to commit to specific financial contributions,
01:52while Hungary vetoed the joint summit statement for the second time in as many weeks.
