00:00So, I want to thank everyone for joining us here today.
00:09My name is Christine Newman Ortiz.
00:11I'm the executive director of Voces de la Frontera.
00:18And we are here on short notice to respond to the situation that has come up with the Ramon Morales Reyes
00:29and his family.
00:31I'm going to be first starting and then I'll be passing it to the two attorneys that Ramon is working with,
00:40Kimi Abdulli and Cain Ulihan.
00:43So, I'm going to start with the situation with Ramon Morales Reyes and his family.
00:59Since the November election, Voces has created and expanded our statewide rapid response infrastructure
01:06to assist and stand in solidarity with our immigrant neighbors and community members
01:12in incidents of ICE sightings and detentions.
01:16This includes a statewide 1-800 hotline and Know Your Rights trainings with over 21,000 people
01:23who have been trained across Wisconsin so far.
01:27These tools have been vital in empowering the immigrant community and working to prevent family separation.
01:33On May 21st, 2025, Voces a la Frontera received a call through our 1-800 ICE emergency line reporting a possible ICE sightings.
01:53When our trained community verifiers responded, a local community member who asked to remain anonymous confirmed the presence of ICE agents
02:14and also shared video footage showing Ramon Morales Reyes being detained.
02:19His vehicle had been left on the side of the road and using the license plate,
02:24we were able to identify the owner and communicate with his family.
02:29The 21st of May 21st, we received a call through the emergency network,
02:34and we were able to collaborate with the trained people that had happened.
02:41The person who let us know, with video and the car plate,
02:48that had been left on the street, if it was Ramon Morales Reyes who had been detained,
02:54and we were able to communicate with his family.
02:57Shortly after, Ramon's daughter came to our office to seek help.
03:02We assisted her in completing a power of attorney
03:05and ensured that her father received the essential medication that was critical to his health.
03:10We immediately contacted attorney Kimi Abdulli,
03:15who has been representing Ramon in his ongoing U Visa case.
03:19A U Visa is a form of immigration relief for victims of crimes who suffer mental or physical abuse,
03:26and have helped law enforcement or government officials in the investigation or prosecution of a crime.
03:33It provides a temporary legal status and a pathway to permanent residency.
03:38In the past, the Morales Reyes family had sought resources from bosses.
03:43So, after this incident, when we communicated with the family,
03:50we were able to help with the power of an attorney and also with an urgent medication that his father needed in detention.
04:15On May 28, 2025, the Department of Homeland Security Secretary, Kristi Noem,
04:22issued a public statement following the arrest of Ramon Morales Reyes,
04:26describing him as an illegal alien who had, quote,
04:30threatened to assassinate President Donald J. Trump, unquote.
04:34This statement framed Morales Reyes as a threat to national security,
04:39and it was widely circulated in right-wing media.
04:43She had issued a press release and posted it on social media.
05:22A family member called our organizers, letting us know that this was impossible,
05:27as our father had very little formal education and could not read or write in Spanish,
05:34let alone perfect English.
05:36We quickly corroborated this fact with his attorney, Kimi Abdulli,
05:41and Kane Ulihan, who is with us today as well and is working on his deportation defense.
06:21Since the Department of Homeland Secretary, Christine Noem,
06:26issued her press release and posted it on social media,
06:30this false claim, you know, has now had the consequence that the family, you know,
06:40feels that their lives are being threatened because of the comments made against them on social media.
06:47They want his name cleared.
06:49And as you all know, CNN issued an article recently with their own sources saying that the government is aware that he's innocent.
07:01Yet, to date, it has not taken any action to clarify such a serious allegation that is endangering innocent lives.
07:51We're holding this press conference today authorized by the family to issue a public demand
07:58that the Department of Homeland Security rectify this situation immediately by issuing an updated correction.
08:06This is necessary to clear his name, investigate and hold accountable the person who wrote the letter,
08:14and to protect the family from any threats of violence.
08:18Every minute that passes without DHS issuing a correction to this serious allegation
08:25represents a real threat and danger to the family.
08:29Additionally, it may be interfering with his due process rights regarding his pending new visa application
08:37and deportation bond hearing.
08:39Every moment that he delays, that they delay correcting this false narrative increases that danger.
09:50So, I now want to pass it to Ramón's attorney, Kimi Abduly.
10:11Hello everyone, I'm Kimi Abduly.
10:13I am the attorney for Ramón Morales Reyes.
10:20I do represent him on the U visa application that he currently has pending.
10:38I just received information yesterday regarding the letter that was shared and as Christine mentioned,
10:45you know, after looking at what was posted and what I know of Ramón,
10:51there's just really no way that it could be even remotely true.
10:55So, you know, I'm just here to kind of corroborate as Christine said and as other outlets have heard by now that this is just false and we're here to try to clarify his name
11:08and try to get information out there that this really could not have been something that Ramón would have said or written.
11:15and we're asking as Christine mentioned for a clarification and a correction of this from DHS to clarify, to clear Ramón's name of anything having to do with this.
11:30And then we can open up to questions afterwards.
11:36In, Kane, do you want to?
11:41Sure.
11:42Would people want to, right now though, maybe while Kimi is here, about the U visa case?
11:49About the U visa?
11:50Maybe if you could briefly speak on the U visa, that question on due process and Kane can follow up on how this could, you know, interfere also?
11:58Sure.
11:59So with the U visas, the way that U visas work or the purpose of the U visa is really meant to offer protection to people who may be undocumented who are victims of crimes in the United States.
12:11It's meant to encourage them to report those crimes when they are victims of those crimes to the authorities and to cooperate in an investigation.
12:18Where a person may be undocumented and fearful of reporting these sorts of things, Congress basically established the U visa to make it, quote unquote, safe for them to come forth with that information.
12:30And as long as they're cooperating with law enforcement, the U visa is intended to offer some protection to that individual.
12:36So that has been the case with Ramón, that he was a victim of a crime.
12:40He reported it to the authorities, has cooperated with investigation and ongoing prosecution in that case, and is continuing to be a witness in that case.
12:48And so this turn of events has been quite problematic in the due process for him in this U visa matter and can continue to be if there is no clarification.
13:01So, um, so, um, so, in that case, uh, uh, that's okay to have officers in the U visa to help.
13:03So, um, uh, uh, I hope that the U visa and the U visa don't have to be a victim of a judge or a civil and justice partner who may be undocumented who are accused of um,
13:08uh, that's a long time, uh, that's a specific location.
13:13Um, it's been the
13:17So, uh, what are you using for the U visa?
13:20Um, uh, uh, uh, uh, that's a bit of a week or a day.
13:24Uh, uh, uh, the, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh.
13:25Uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh, uh.
13:30I think that, yes, maybe they had received that letter and with this information they were looking and arrested.
13:36But it's not something that we really have very clear now.
13:39And in the moment of the arrest, did they have in place the application of the visa?
13:44Or what case?
13:46Well, yes, the case of the visa is pending.
13:50The case of the criminal case, which he was a victim, had started a long time ago.
14:04Do you think that someone else wrote that letter?
14:08This is what they're suspecting, but who was under investigation, we don't know.
14:14What is the timeline for the UBISA normally? How long do you have to wait to get this?
14:19A long time.
14:21So with UBIS, there's a cap on those that the government cannot grant more than $10,000 per year.
14:27And that cap has been filled for quite a while.
14:29Currently, from the time that you file a UBISA to when you receive the actual UBISA,
14:34it's taking a minimum of about seven, eight years.
14:38Is it around there?
14:39And it could be more because we don't know how many are pending.
14:41So that time could actually be longer.
14:44And I think the question that was made, and then we can do a Spanish maybe,
14:48I mean you can do maybe a brief like Spanish summary too.
14:52But the question in English was about, you know, there's been, in that article, the CNN article,
15:03there was the, they said that investigators think that it was the person who potentially, the person who actually wrote the letter,
15:11was the person who, Ramon is testifying against in this UBISA case.
15:18And just, I think like you, in the Verdad, if you want to respond in English to it.
15:24Sure.
15:25So as far as, the question was basically who may have presented this letter and whether he was arrested because of ICE having received this letter or after,
15:36or kind of what was the context of that.
15:38We don't have enough information I think right now or it's not clear whether the letter was received first and then he was arrested as a result of that,
15:48or if he was arrested and then the letter was received after.
15:52We're not clear on that timeline.
15:54And the letter itself, there is an investigation on this, is my understanding, at this time as to whether, like, who wrote it,
16:04whether it may have been the defendant in that criminal case on which Ramon is a witness,
16:11or if it was someone else related to him.
16:14At this point, we don't have enough information to say.
16:17That's kind of an ongoing investigation right now, so.
16:19Do you state the nature of that case that Ramon is in?
16:23He was a victim of a, I don't have the exact charges in front of me, but it's essentially an assault case.
16:31Armed robbery.
16:32Armed robbery.
16:33Use of force.
16:34Use of force.
16:35And then I think reckless endangerment of safety.
16:37In Milwaukee?
16:38In Milwaukee, yes.
16:39How long ago that was?
16:41Over a year ago.
16:43Don't quote me on the time exactly, but it has been more than a year, so I don't have that right in front of me.
16:49Question from the media.
16:50You might have answered this first part already, but how could this affect the case for which he was a witness?
16:56And second, has that trial been scheduled already?
17:00It is scheduled for trial for July, so that case is still ongoing.
17:07The way that it could impact it is that he's a primary witness to that because he is the direct victim of it.
17:12So without that witness being, him being available to justify as a witness against the accused, that can certainly negatively impact justice being carried out in that case.
17:24So in that sense, I think it's important that he be available.
17:29Can you say in Spanish, please, that he was a victim?
17:34Yes.
17:35He was a victim of a grave assault here in Milwaukee.
17:41And, well, how would this be?
17:43Reckless endangerment of security.
17:46So it was basically, in summary, like a grave assault here in Milwaukee.
17:50Okay.
17:51You can say in Spanish, what you just explained, what you just explained about your court and how this can affect your case.
17:58Okay.
17:59So, the court that he has, well, the final audit for the criminal case that he has, is now calendaring for July.
18:09And, well, that can affect the case, because if Ramón is the principal witness in the case and he is not available to prove his testimony on what happened,
18:19that can affect the justice in the case of which he was a victim.
18:25What is your message to the secretary, Christine Noem, who said that, thanks to the detectives,
18:30to the investigators in this case, they detained a un immigrant ilegal?
18:35And what was the threat of the President Trump?
18:38Well, my message would be that maybe they should investigate these things better before making these types of declarations,
18:47because in this case, really, it's clear that he could not have written this.
18:53And what a disgrace is that, well, they did this publication without really investigating it.
18:59It's going to be very safe and putting people in danger.
19:02They did a test of writing a letter, and that's why they realized that they couldn't do it.
19:10They couldn't do it.
19:11They couldn't do it.
19:12They couldn't do it.
19:13They couldn't do it.
19:14They couldn't do it.
19:15They couldn't do it.
19:16They couldn't do it.
19:23So, yes.
19:24Hi.
19:25Oh, Javier, is that you?
19:26No, this is Holmes Libra with CNN.
19:27I just, I had a quick logistical question.
19:30In terms of referring to Ramon, do we hyphenate Moraleas Reyes?
19:36Is it just simply Reyes when we're referring to his last name?
19:39this is a very technical point i know morales reyes is the full last name
21:21i'm sure so the question was whether he speaks uh whether ramon speaks any english and he does not
21:27and what his occupation is he he works washing dishes um he does not speak any english and
21:33definitely cannot write in it correct um sure and so you know he's a very humble person very quiet and
21:44soft spoken um hard working he just kind of works and tries to support his family the best that he can he
21:49he has three children who are born here um who's he's supporting with you know with everything that
21:55they need here trying to get them through school and trying to give them better opportunities and
21:58that's really been his his motive in being here you know not the kind of person that really tries to
22:04get attention or you know do anything out of line so it was stated that he has a criminal record
22:10though somewhere was that accurate
22:13kane should we switch to you it's okay and i can let kane speak about this more at this time we
22:20don't really have enough information about that we know that allegedly he may have been booked for
22:24something maybe in the 90s but we don't have any information about uh conviction or anything further
22:29so no no no no not anything recent no kane is actually handling his deportation defense and
22:38there's an upcoming bond hearing and so we can switch out and that might be also kind of lead to some of the
22:44questions hi everyone uh thanks so much for being here um i'm kane willahan immigration attorney
22:59here in milwaukee as well i am recently hired to represent ramon in his removal case which is what
23:05we call deportation in current system so my focus right now is really to make sure that ramon gets
23:13his full due process rights respected so the first thing that we're going to be focused on is trying
23:19to get his release from custody and the way we do that is to request a bond hearing there is a hearing
23:26that was automatically scheduled next week in immigration court in chicago it's not scheduled
23:32currently for a bond you actually have to request that i'm working on that request today and it should
23:36be going in and i'm hoping that next week we can hold his bond hearing in addition to his first regular
23:42removal hearing the judge is going to decide whether he is eligible for a bond we believe he is and we
23:48believe he's entitled to one that's what we're seeking and hopefully he'll be released but we imagine
23:54and expect dhs to be vigorously opposing that so we'll be ready for that and it will be up to the judge
24:02to decide and then if either party decides to appeal there could be an appeal so it's really
24:08sort of up in the air right now whether he's going to be released or not the next step after that will
24:13be to figure out whether he has any relief to try to stay in the country legally i believe he may but
24:20again this is still early and i'm going to be investigating his options and if he does have a
24:25way to try to stay here with his family we'll be pursuing that so para comenzar gracias por invitarme
27:20the question there was some report that he had been in and out of the country a number of times I think
27:28they was reported that maybe eight or nine times between the 90s and the early 2000s I can't confirm
27:34that I you know that'll be part of my investigation and checking with him and verifying all that but
27:42but really the focus that's not necessarily relevant to whether he can stay or not the relief that we're
27:47looking at an immigration court is really going to focus on the last 10 years and other factors like
27:51his ties to this country which he has substantial ties you know his character and things like that so
27:56I'm not sure about that yet but but really what we're going to do is look at the most relevant
28:01information and and focus put our focus there oh boy you know I'm not sure can you know I don't
28:13think that I can confirm right now I'm not sure don't know that off the top of our head yeah yeah
28:17no he did not he does not have a removal order if he had a removal order he would not be going to
28:33court he would be removed under that old order so that's for sure the government is you know not
28:38alleging that he's been deported previously so he does have this court hearing and I think there was a
28:43question before about whether this the supposed letter that was written in English if that was
28:51the reason that they're seeking his detention and removal and really it's not officially so I've
28:55reviewed the charging document in his immigration case and it doesn't allege anything about that it
29:00just alleges he's here without status which is what they allege in the majority of cases for people
29:04who go into immigration court so that's not been alleged at least in the paperwork thus far I'm sure
29:10the government will bring it up in his bond hearing but it will be responding to that of course with you
29:16know all of the reasons that we have to believe that he did not write it in his own testimony he'll
29:23be able to testify it to the judge that he didn't write the letter so that will be one factor to consider
29:28but they're not alleging it to this point that he's deportable because of this letter that was written
29:35it's it's really just a standard he's not here with lawful status
29:40yes the question was if
29:43yes
29:45yes
29:47yes if he had an order of deportation
29:49anterior no he had an order of deportation and we know that because he put it in court and he
29:55gave an audience with the judge if he had an order of deportation he would not have a
29:59order of deportation he would not have an audience and he could take it quickly under the
30:03order of the previous order so he doesn't have an order of deportation he has a court to determine if he
30:08has an order of deportation and the judge will decide that and they are not alleging that he is subject
30:16to deportation due to the letter that he supposedly wrote that it is not in the paper I have revisited
30:22the documents of the allegations of deportation and there is nothing to do with the letter
30:29just that he is here without documentation without a migrator legal state
30:34equal to the majority of the other cases that we see in court of immigration
30:38what do you have to say to Henry who thinks that Ramon is a deportation
30:44irrespective of the court of immigration
30:48well I would say that all people in this country have rights
30:52the constitution applies to everyone and he is not different
30:56and also he is a victim that is helping
31:00the agencies of investigation
31:04of this city
31:06for that it is a more safe community
31:08right so he really
31:10deserves like any person
31:12an opportunity to present his case
31:14with a judge
31:16and I think
31:18beyond that he has suffered
31:20so he deserves to have his name
31:22clean
31:24yeah
31:26so the question was about
31:30what do we say about people that think he should be deported
31:33regardless of whether he wrote the letter
31:35and I would just say to that that you know
31:37everyone in this country deserves due process
31:41and has the right to due process under the constitution
31:43and he is no different
31:44he has the right to his day in court
31:47and he is going to get that fortunately
31:50and you know
31:52he has actually suffered more than the average person
31:55to be pulled into the limelight
31:57to have a false accusation against him
31:59the harm he suffered
32:00I think he deserves more than just due process
32:02to see if he can stay
32:03he deserves to have his name cleared
32:05and did you say about the importance around safety?
32:08yeah and thank you for the reminder
32:10yes I mean
32:11he is also contributing to keeping our community safer
32:14I mean he is a victim
32:15and he came forward
32:16and cooperated with law enforcement
32:18if he and others like him
32:20are not willing to come forward
32:21and talk about their crimes
32:22and work with the police
32:24and the prosecutors
32:25it's going to have a chilling effect
32:27if people think they are going to be deported
32:29if they come forward
32:30right?
32:31and so then that makes our community less safe
32:32if people are not willing to come forward
32:34like he has
32:35and actually make sure people who commit crimes
32:37are held accountable
32:38for who?
32:49no say
32:50no no say
32:51no no say
32:52I have a U-visa question
32:54so the question is
32:55so does it help his case
32:57that he was already applying for the U-visa
33:00did ICE know about that
33:02or is there no communication between USCIS and ICE?
33:06well I can try to speak to it
33:07but Kimmy may have more on that
33:09so I mean the U-visa having it just filed
33:13doesn't give him any legal protection from deportation
33:16he could still be
33:17he's still subject to being deported
33:19there is
33:21you know
33:22I know it takes a very long time
33:23for U-visa to be adjudicated
33:24but there is a process
33:25where you can get
33:26what's called deferred action beforehand
33:28it can come a little sooner
33:29where you're able to get a work permit
33:31so that could come sooner
33:33but that still takes a while
33:35USCIS and ICE are both part of
33:38Department of Homeland Security
33:39so there is in theory some communication
33:42although historically there's been some
33:45barriers there to protect victims
33:48so that USCIS didn't typically share information
33:51with ICE about U-visa applicants
33:53although I think that that has changed somewhat
33:55and there are some exceptions to that
33:57especially if a person has a criminal record
33:59and things like that
34:00yeah
34:03Kimmy do you have anything to add?
34:05yeah
34:06when I communicated
34:09I did bring that to ICE's attorney
34:15there's a lot of attention
34:16but part of the issue has been that
34:17even once you file a U-visa
34:18it does take about two months currently
34:20just to get a receipt
34:21and for USCIS to confirm that they have received the applications
34:25and it has not been two months since we filed it
34:27so when I spoke briefly with the agents involved on this
34:32they did not seem to be aware about a U-visa that had been filed yet
34:36but that could just be because of that timing issue
34:41so that's within USCIS I suppose
34:46and when we do his bond hearing we will be presenting evidence that the U-visa has been filed
34:51that the judge can consider in the totality of the circumstances
34:55because we do have obviously proof that it's filed and it has been delivered to USCIS
35:01we just don't have the receipt from USCIS then confirming the other way
35:05so
35:06you mentioned his family said it was impossible that he wrote this
35:09and you had a chance to talk to him yet about the allegation about the letter
35:13yes I did speak with him last night
35:16he has confirmed that he's had nothing to do with this
35:20in fact he's just as shocked as any of us about these allegations
35:25he was very very surprised to even hear me ask about it
35:29he was very surprised to hear the case
35:35he was very surprised to hear about these accusations
35:39I spoke with him at night and he really didn't know anything about this
35:45he confirmed to me that he didn't know how to write it
35:50and he wasn't the person who wrote the letter
35:52who was the first person who wrote in doubt that he wrote the letter
35:57well I would say it was his daughter
36:00the daughter of Ramon who came here
36:03who called
36:04she called crying crying
36:07because they had seen the letter
36:10on social networks
36:12and the attacks of the family
36:15and she said it was impossible
36:17he couldn't read or write
36:20and that's why we quickly communicated with the lawyers
36:24and the one who added their own
36:30and they said it was impossible
36:33he couldn't read the letters
36:35he couldn't read the letters
36:37he couldn't read the letters
36:38and the answer was wrong
36:39so if he had found a letter
36:41that they had not read the letter
36:44in English, it was not the way it was written or the way it was written.
36:52So that's what we thought, and of course the big surprise that came out through other
37:01media of communication, that they also had investigated that there was no truth.
37:08We consider it very serious, the family is very concerned, and we think that it is very simple,
37:16very easy, that they simply make a correction so that the followers and all that
37:24do not direct their courage with bad information.
37:31Just the question was, what was the first kind of indication that this wasn't true, and
37:38that was when the daughter called Vols' because she had seen it on social media, and then of
37:43course they had been receiving all these threats, and just shared with us how it's impossible
37:48for him to have written that, and we were able to corroborate it with his attorneys as well,
37:56that he can't fill out the paperwork, and even the effort to write the name.
38:02But we do, again I think just to reiterate, it should not be an issue, I think in the majority
38:12of people's eyes, that a correction be issued, especially when threats are being made against
38:17innocent people.
38:18And if there is an investigation to do, they should carry it out, they should report out publicly
38:23what they find, and they should allow this legal process to move forward.
38:28So this should just be not a high bar, and there is real consequences that could happen,
38:39and so that's where we're making sure that this is public.
38:42NPD, the Milwaukee Police is investigating an identity theft potential.
38:47Have you been in touch with them for that part of the investigation?
38:50And has he filed a police report about the letter with NPD?
38:55No, there's no report that I know of that he has filed with NPD yet.
38:59I know that they are, or I've heard that they are investigating or looking into that, but as far as
39:03where they're at with that or what else is going on, we don't know right now.
39:06I guess we are looking also into options as well, if things don't, like, if things just
39:13keep moving forward without any rectification.
39:17And yeah, I mean obviously we think the cases that are coming up are important, and as well
39:24as investigating legal options for the family as well.
39:29This is kind of addressed already, but because this case has become political, do you have
39:40any awareness if the family or Ramon by chance supported Trump?
39:44No, I do not have any information or indication that they did.
39:50We're not aware of anything as well.
39:55And I think it's, I actually think it's not political.
39:59I think it's really straightforward.
40:02You accuse someone falsely, there's evidence on the contrary, you clear up the name.
40:09There's nothing political, it's just professional and responsible.
40:15I'm not aware of him having a political opinion either way, to be honest.
40:21He's never expressed any sort of a political position or any political commentary to me
40:26in anything that, any conversation that I've had with him.
40:31Okay.
40:32Well, thank you everyone for coming today, joining online and the presence here today.
40:39Thanks a lot.
