00:00Anambra State Governor, Professor Charles Chukumasoludo has dismissed eight members of the state special vigilante group known as Aganekemba after the sacked security operatives were seen in a now viral video allegedly assaulting a female National Youth Service Corps, NYSC member, Jennifer Elabor to the level of complete nakedness after they torn her clothes and continued assaulting her even when they observed during the process nothing more was covering any part of her body.
00:29This, the dismissed vigilantes did after they allegedly chased some young men on motorcycles they claimed were members of a secret cult to the victim's compound at Oba Community in Idemili South local government area of Anambra State on July 23, 2025.
00:45According to the state television station, Anambra Broadcasting Service, ABS, the Anambra State Government, through the Aganekemba Security Command, has dismissed eight of her operatives for their involvement in the brutal assault and public stripping of a corps member, Ms. Jennifer Elabor.
01:03The dismissed operatives will be handed over to the police for immediate prosecution.
01:08Speaking at the agency headquarters in Orca, the special advisor to Governor Chukumasoludo on community security, Mr. Ken Amikai, said the state government acted swiftly after receiving reports that the operatives, while in pursuit of suspected cultists on July 23, 2025, assaulted corps members, an action which he described as, totally outside the mandate of the agency and utterly condemnable.
01:35Mr. Amikai, stressed that the Soludo administration will not tolerate any form of unprofessionalism, brutality, or abuse of office by security operatives, assuring that any officer found guilty of misconduct will face immediate dismissal and prosecution.
01:51He disclosed that despite pleas from the victim's family and NYSC officials not to prolong prosecution for damaging the identity of the people involved, the Anambra State Government insisted on full investigation and accountability to serve as deterrence.
02:07The special advisor further revealed that the agency has already settled all medical bills of the corps member, replaced damaged valuables such as laptops and phones, and tendered a public apology to the victim, her family, NYSC, and the general public.
02:23Mr. Amikai reiterated the government's resolve to reform community security operations in the state, emphasizing that Governor Soludo's administration is committed to upholding professionalism, accountability, and respect for human rights in all security engagements.
02:40He assured that the incident will be used as a turning point to strengthen discipline and restore public trust in the Aganekemba outfit.
02:49Meanwhile, the Anambra State Police Command has condemned in strong terms the alleged assault on a female member of the National Youth Service Corps, NYSC, in Oba, Idamili South local government area of the state.
03:03The assault was reportedly carried out by vigilante operatives. Following the incident, the suspects involved have been identified.
03:12The command, however, notes that the alleged victim's unavailability has temporarily stalled the ongoing investigative process.
03:20Meanwhile, the command has reiterated that assault in any form remains a criminal offense under the Nigerian law and reserves the right to take necessary legal action to aid the court proceedings while waiting for the victim.
03:33The command hereby reassures corps members serving across the state of its unwavering commitment to their protection, urging them to always report incidents of harassment, intimidation, or abuse for prompt intervention.
03:46The command further cautions vigilante groups and other quasi-security outfits against acts of brutality or abuse of authority, warning that any such misconduct will
03:57Not be condoned, S.P. Tochukwu Akenga, police public relations officer, Anambra State Police Command, stated this in a press release issued on 19 August 2025.

04:14I strongly condemn the brutalization of a youth corp by the governor.
04:19Charles Chukwu Masoludo's Aganekemba Vigilante Group in Oba, Anambra State,
04:24This barbaric act is unacceptable and must not be swept under the carpet.
04:29Even when the individuals responsible for this violence have been identified and apprehended,
04:35they must also be brought to trial immediately through an impartial judicial process.
04:39Our National Youth Service Corps Youth Corps members are serving Nigeria.
04:44They must never be subjected to intimidation as was done to Ashiawita,
04:49humiliation, or sexual violence as seen in the horrific Anambra Vigilante video.
04:55Vigilante groups cannot be allowed to operate above the law or brutalize innocent citizens with impunity.
05:01Punch newspaper had reported that,
05:03the Anambra State Government has condemned the assault on a National Youth Service Corps member,
05:09Jennifer Elabor, by members of the state security outfit.
05:13This is just as it said those responsible have been identified, arrested and detained.
05:19Punch Online reports in a video that went viral on Tuesday,
05:23the operatives armed with guns stormed the Corps members' lodge,
05:26accused them of being internet fraudsters despite showing their identification cards and uniforms.
05:31The operatives were seen beating the female Corps member despite her cries for help.
05:38In the process, her clothes were torn, leaving her exposed.
05:42Despite this, the operatives in number continued to beat the female Corps member.
05:47In the video, the Corps member was seen begging the security operatives to stop as they continued to hit her.
05:53The attack has, however, triggered outrage on social media,
05:59with many Nigerians condemning the actions of the Vigilante group and demanding justice for the victim.
06:05Appearing on Channel's television's The Morning Brief on Tuesday,
06:09Special Advisor to Governor Chukwu Masoludo on Community Security,
06:13Kenamikai, described the incident as unfortunate and unacceptable.
06:17He confirmed that the operatives involved in the assault had been arrested and are currently under investigation.
06:24According to Amikai, the incident occurred during a joint security operation when operatives of Aganekemba,
06:31the state security outfit established under the Anambra State Homeland Security Law 2025,
06:37pursued suspected cultists into a residential compound.
06:41He explained that the operation was part of Operation Udokachi,
06:46a code name for joint task force operations involving the police,
06:50army, Department of State Services, civil defense, and the state security outfit.
06:56The operatives were on the trail of some suspected cultists riding on motorcycles when they pursued them into a compound.
07:03In the process of searching the houses in line with their mandate,
07:07the unfortunate incident involving the Corps member occurred.
07:11While they were acting within the law, their conduct in that instance was unacceptable, he said.
07:17He stated that the government wasted no time in addressing the matter once it was reported.
07:22Immediately the incident happened,
07:25we arrested the operatives involved and placed them in detention.
07:28Our practice is to first carry out preliminary investigations,
07:32bring in the victims and complainants,
07:34and then determine whether the matter warrants internal disciplinary action or prosecution, he stated.
07:41Amikai disclosed that the assaulted Corps member was invited to his office alongside NYSC officials,
07:47where he personally listened to their account of the incident.
07:51Our conclusion is that while the operatives were on a legitimate assignment,
07:55the manner in which they
07:56acted was not acceptable,
07:59we have made that very clear,
08:01and disciplinary measures are being taken, he added.
08:03Amikai also clarified the distinction between Operation Udo Karchi and Agbinekemba,
08:10noting that the former is a joint security operation involving multiple agencies,
08:15while the latter is the state's statutory security outfit created by law.
08:20He assured residents of Anambra that Governor Charles Saludo's administration
08:24will not condone any abuse of power by security agents,
08:27particularly against innocent citizens.
08:31Reacting, NYSC in a statement on Wednesday said,
08:35the management of the National Youth Service Corps, NYSC,
08:39is saddened by the unfortunate assault on one of its female Corps member
08:43by some operatives of the Anambra State Vigilante Group Inova,
08:47Idomili South LGA of Anambra State.
08:50Management strongly condemns the unacceptable and dehumanizing manner
08:54in which the operatives conducted their operations,
08:57irrespective of their initial justification for the purported investigation
09:01they set out to carry out at the facility where the Corps members were accommodated.
09:06While appreciating the concern of the general public over this horrific incident,
09:11as well as the initial measures taken by the Anambra State Government,
09:15management wishes to assure the general public that it believes in,
09:18and supports the ongoing investigation by the Nigeria Police Force
09:22towards unraveling what transpired.
09:25This we trust will help get justice for the Corps member in question
09:28and any other aggrieved party.
09:31Furthermore, necessary administrative procedures are underway
09:35to assist the Corps member in question
09:37in managing the physiological and psychological trauma
09:40resulting from this unfortunate incident.

09:46to the welfare and security of Corps members nationwide.
