00:21In Palestine, the Hamas resistance movement claimed to be ready to negotiate an immediate

00:37And during the second Global South 2025 Media and Think Tank Forum in China, the impact of
00:45U.S. Cognitive Warfare was addressed from different perspectives, as it was also stressed the damage
00:49that Cognitive Warfare has done to global development and peace.
00:54Hello, welcome to From the South.
00:57I'm Luis Alberto Matos from Dele Sous Studios in Havana, Cuba.
01:01We begin with the news.
01:03In Argentina, in preliminary results, with over 90% of the votes counted, the opposition coalition,
01:20Fuerza Patria, Fuerza Patria, led with a wide advantage of 1308 points over the far-right-wing
01:26Libertadvanza Party, Liberty Advances in English, in Buenos Aires's legislative elections.
01:32On Sunday, 23 provincial senators, 46 provincial deputies and their substitutes, were elected to
01:38renew half of the legislators in each of the two legislative provincial chambers. Municipal authorities
01:43were also elected in 135 municipalities of the province of Buenos Aires. The opposition coalition,
01:49led by Governor Axel Kicillof, obtained 47.20% of the votes, while the ruling party,
01:57far-right-wing Alliance Liberty Advances, obtained 33.86%. The Sunday's elections in Buenos Aires were key
02:05for the upcoming national legislative elections on October 26.
02:08A message. After what happened here, whose reading we cannot exaggerate, because they themselves said,
02:32what a triumph of theirs, of our government, in the province, meant, they are going to have to rectify the course.
02:46They are going to have to rectify the course. The ballot boxes told President Milley that public works cannot be stopped. The ballot boxes explained to him that retirees cannot be hit.
03:14The ballot boxes, with a 13-point difference, explained to him.
03:24In this sense, Buenos Aires Governor Axel Kisilov emphasized the purpose of Fuerza Patria
03:29is to take care of health, public works, education and work.
03:34At the beginning of this stage, that the province of Buenos Aires, that the government we headed
03:49was going to work as a shield and as a network to defend and protect our people as far as possible.
03:59Look, we had won the open, simultaneous and mandatory primaries.
04:06We had won, not so long ago, the general elections.
04:11We had won in the province of Buenos Aires the ballot box.
04:15It was not a decision, it was not an idea of our own.
04:20It was a mandate to take care of health, education, to continue with public works, to take care of jobs.
04:29That is why today, with the verdict of the ballot box, I said that we made a commitment and we fulfilled it.
04:42After victory in the legislative elections in the province of Buenos Aires, Governor Axel Kisilov thanked all the people of Buenos Aires
04:51and the political strength of the coalition.
04:53First of all, I would like to express my gratitude.
05:07First, to the millions of Buenos Aires citizens who participated today in this election.
05:18Second, to the militants who overcame resignation, the attacks and went out to the beach, and went out to the field, and went out to the streets to fight this election.
05:41Secondly, to the candidates of all the forces, but particularly to the sectorial district Fuerza Patria candidates.
05:56Thank you very, very much.
06:02Meanwhile, Argentine President Javier Mele confirmed the defeat of his party in the Buenos Aires provincial election.
06:09What we have to be clear about is that, without any doubt, today we have had a clear defeat in the political sphere.
06:20And if someone wants to start to rebuild and move forward, the first thing to accept are the results.
06:27And today, the results have not been positive and we had an electoral setback and we have to accept it.
06:34In Chile, police forces repressed a new mobilization held in Santiago to commemorate the 52nd anniversary of the coup attack against Salvador Allende and to pay tribute to the victims of the civilian military dictatorship.
06:46Thousands of people mobilized this day during the traditional pilgrimage that takes place every year on the Sunday before September 11th,
06:53the date that marks the anniversary of the 1973 civilian military plot that deposed the popular unity government to establish the dictatorship of Augusto Pinochet.
07:02Although the march was peaceful, police were present with water cannons and tear gas.
07:07According to official reports, at least 57 demonstrators were arrested, of which 11 were teenagers.
07:14In Puerto Rico, hundreds of people protested against the increased presence of U.S. troops at the Muñiz Air National Guard base.
07:25The demonstration, called by the Mothers Against War Social Movement, responds to the deployment of United States warships in the Caribbean and Pacific coasts,
07:34a fact that aroused the concern of demonstrators.
07:37The protest demands the end of the militarization of the Puerto Rico territory, while denouncing the environmental and sanitary damage derived from the military operations in Vieques and Culebra, two islands off the coast of Puerto Rico.
07:57And in Cuba, the Ministry of Energy and Mines reported on the progressive restoration of power service in the eastern region of the country.
08:05After an outage on Sunday night, authorities confirmed that service had been restored in the province of Las Tunas, marking the beginning of a recovery.
08:13Afterwards, the old Ginn substations were powered up, and during the early hours of Monday morning, arrival of power in Santiago de Cuba was confirmed.
08:21The power company emphasized that the national electrical system continues to operate normally in the center and west of the country,
08:28and that in the eastern region, they are working continuously to complete the total recovery of service.

09:21Welcome back. In Palestine, the Hamas resistance movement claimed to be ready to negotiate
09:26immediately a ceasefire agreement in Gaza, emphasizing the need to see explicit assurances
09:31that Israel would comply with the agreement and not break the negotiations. The Hamas
09:35Islamic resistance movement has confirmed that it has received proposals sent by the
09:39United States government aimed at achieving a ceasefire in Palestine and welcomes any
09:44effort that contributes to ending the Zionist massacres of its people. The organization reiterated
09:50that Palestine is ready to sit down immediately to discuss the release of all those held in
09:55exchange for a clear announcement of the end of the genocide, the complete withdrawal of
09:58the Israeli army from Gaza, and the formation of a committee to administer the enclave from
10:03independent Palestinians who would begin its administration as soon as the truce came into
10:08force.
10:11And Spanish Prime Minister Pedro Sánchez announced a series of measures against Israel, including
10:19an arms embargo on sails, abandoned accumulating fuel ships for Israeli soldiers in the country's
10:24ports, and abandoned all aircraft-carrying Israel-bound weapons from entering Spanish airspace.
10:30The first action is the urgent approval of a royal decree law that legally consolidates the arms embargo
10:40to Israel, which we have already been de facto applying since October 2023, and establishes the legal and
10:48permanent prohibition of buying and selling weaponry, ammunition, and military equipment to Israel.
10:54Secondly, along with this embargo, is the prohibition of transit through Spanish ports for all ships transporting
11:03fuel destined for the Israeli armed forces. Thirdly, the denial of entry into Spanish airspace for all
11:13state aircraft carrying defense material bound for Israel. Fourthly, the prohibition of access to Spanish
11:24territory for all those individuals directly involved in genocide, human rights violations and war crimes in the
11:32Gaza Strip.
11:35In Sweden, massive demonstrations gathered in the city of Gothenburg to condemn the massacres,
11:40famine, and murder of journalists by Israel in the Gaza Strip. Demonstrators raised their voices in
11:45solidarity with Palestine, waving flags and chanting slogans condemning the Israeli aggression against Gaza.
11:50They also denounced the lack of international action in the face of the crimes perpetrated against
11:55unarmed civilians, the murder of journalists, and the humanitarian crisis used as a weapon of war
12:00against the Palestinian people. They also urged the Swedish government and the international community
12:05to act to end the genocide, lift the blockade, and hold the Tel Aviv regime accountable for the
12:10violation of human rights.
12:11And meanwhile, in Belgium, around 70,000 people formed a human red line to ratify their commitment
12:23to the defense of the rights of the Palestinian people. Convened by human rights organizations,
12:27the activity highlighted the urgent need for humanitarian aid to attend to the victims of the
12:32invading army. Organizers underlined that the red line seeks to communicate to the governments of
12:37Europe a strong message. They need to end collusion with the Israeli occupation and to implement strong
12:42actions to safeguard citizens in the Gaza Strip.
12:45And around the world, several human rights organizations denounced the catastrophic situation in the
13:06Gaza Strip and various war crimes committed by the Zionist regime. Human Rights Watch organizations
13:12warned that the situation in Gaza was already catastrophic before the Israeli offensive and called
13:17the international community to impose an arms embargo on the Zionist regime and sanction to officials
13:23responsible for war crimes. The UN also said half of Gaza's population is on the brink of famine,
13:28while the UN Commission of Inquiry called the Zionist state's policies deliberate starvation of civilians.
13:34Since the beginning of the aggression against the Gaza Strip, various humanitarian organizations warned
13:38of an unprecedented catastrophe due to food shortages, lack of medicine, and the blockade impulse by the Tel Aviv regime.
13:50And in Mexico, Puerto Rican rap artist René Pérez, known as Residente, denounced the genocidal and
13:55oppressive policies of the Israeli regime against the Palestinian people in front of an audience of 180,000 attendees.
14:02From the Zócalo in Mexico City, the artist took a stand, even with his outfit, wearing a Palestinian
14:09kufilla and a sweatshirt that read Free Palestine. Residente condemned the Zionist aggression while
14:15urging the governments of the world to increase the pressure on Netanyahu to stop the massacre in Gaza.
14:21During the event, the Korean performer invited to the stage a family of Palestinian refugees who received
14:26a standing ovation from the audience.
14:42And Hong Kong received heavy rain and wind Monday as Tropical Storm Tapa also affected mainland China.
14:48On Sunday night, Hong Kong's observatory raised its number eight storm signal, the third highest in the city's
14:55weather system. At 9 a.m. local time, it reported that Tapa had maximum sustained winds of about 110
15:01kilometers per hour near the center. Two people were injured in the storm and sent to a hospital for treatment.
15:07The government received about 20 reports of toppled trees in the city, with hundreds of people seeking refuge in temporary centers.
15:12Guangdong Province, located near Hong Kong, has halted some train and ferry services ahead of the storm.
15:23Also in China, Typhoon Tapa, the 16th of the current season, made landfall this Monday in the southern
15:28Chinese province of Canton as a strong tropical storm. Tapa, the coast of Canton, south of the boundary
15:36of the country at about 8.50 local time, with winds of about 108 kilometers per hour and a pressure of
15:42978 hectopascals. The observatory forecast that the phenomenon will move to the northwest at about 20
15:48kilometers per hour and will progressively lose strength as it moves inland after leaving winds
15:53of between 10 and 11 degrees on the Chinese scale, equivalent to a severe tropical storm,
15:58in cities such as Shenzhen, Zhuhai and Yanmen. Outdoor activities were ordered to cease and the preventive
16:04education of thousands of people in coastal areas at risk.

16:34Welcome back. During the second Global South 2025 Media and Think Tank Forum in China,
16:49the impact of U.S. cognitive warfare was addressed from different perspectives,
16:53as it was also stressed the damage that cognitive warfare has done to global development and peace.
16:58The document entitled Colonization of the Mind, the Media,
17:02Roots and Global Dangers of the United States' Cognitive Warfare,
17:05analyzes how U.S. hegemony in the political, economic and military spheres is used to ideologically
17:10dominate the masses. The report, subscribed by 500 representatives of 260 media,
17:15including governmental agencies from 110 countries and regions, denounces the serious damage
17:21that this type of practice causes to development and the preservation of global peace.
17:32The South Korean government announced Sunday that 300 workers detained after a massive
17:36immigration raid at the Hyundai plant in the United States will be released and brought home.
17:41On Friday, U.S. Immigration and Customs Enforcement detained 475 people,
17:45mostly South Koreans, during a raid on Hyundai's Georgia's manufacturing site,
17:50as part of the ongoing anti-immigration policies by the administration of President Donald Trump.
17:54The chief of staff, Kan Hun-sik, said South Korea and the U.S. finalized negotiations on the workers'
18:00release, adding that the country plans to send a charter plane to bring the workers home
18:04as soon as remaining administrative steps are complete. Local media reported foreign
18:08measures show he needs to leave for the United States for talks related to the workers' releases.
18:13As a result of the swift and united response by government ministries, economic organizations
18:25and companies, negotiations for the release of the detained workers have been concluded.
18:30Only administrative procedures remain, and as soon as these are completed,
18:34a chartered flight will depart to bring our citizens back. Our government will remain vigilant and respond
18:41responsibly until all our citizens are returned safely.
18:46In Ethiopia, the one-day Second Africa CARICOM Summit focused on both cooperation and on a joint
18:52plea for colonial abuse operations. At the summit held the African Union headquarters in Addis Ababa,
18:57CARICOM Secretary General Carla Barnett said the meeting would help promote cooperation particularly in
19:03trade and health, or that it would also be addressed in preparations. They said that the injustice of
19:09colonial rule and the transatlantic slave trade are reasons why these countries lag behind developed
19:13nations. The summit not only focused on reparations for African nations and people of African descent,
19:20but also on forging stronger relations between Africa and the Caribbean region.
19:25And the organization of petroleum exporting countries has agreed to increase oil production. At a virtual
19:40summit, eight countries in the organization announced that they had agreed to increase oil production by 137,000
19:46barrels per day by October. They also say that the decision was made based on the stability of the global
19:51economic outlook and the current solid market fundamentals. Finally, they emphasize that the
19:56increase will mark the end of voluntary cuts of 2.2 million barrels per day.
