DOH plans to expand zero balance billing (ZBB) to semi-private wards for direct contributors

The Department of Health (DOH) announces plan to expand its zero balance billing (ZBB) to cover semi-private wards for direct contributors. During the DOH’s 'Pasasalamat sa Barangay Health Workers' on Dec. 19, 2025, Health Secretary Ted Herbosa also assured the public that the ZBB in local government hospitals was final and would take effect in 2026. However, implementation would still depend on the funds that would be allocated to the agency from the General Appropriations Act (GAA). Currently, only patients in basic wards at DOH-run hospitals are assured of the ZBB.

00:00Right now, in BICAM, we're going to talk about how.
00:04We're going to talk about BBM's video at DOH Hospital.
00:09So, that's very successful, over 1 million patients.
00:13We're going to think about how to do the LGU.
00:16We're going to think about how to do the funding fund,
00:19called Zero Balance Billing Support Fund,
00:23from the local government units.
00:25We're going to talk about how to do it.
00:55Siyempre kung konti yun, nakihati, parang cake, di ba?
00:58So, we have to divide that among the people.
01:00But given what's already being laid down,
01:03saan?
01:04Iba-ibang version kasi.
01:05May bawat senator, ibang version nila.
01:08So, nagsabi na kami kung ano yung preferred version namin.
01:11And hopefully, pina natin.
01:13Pag pinampahan na ng presidente yung GAA,
01:15then I can tell more about the ZBB sa local government hospitals.
01:20So, specifically, sorry.
01:22I-desivit ko sa mga PHW.
01:24Yung sabi rin ko.
01:25Ah, okay.
01:26So, after that discussion,
01:28na isip ko nga,
01:30ang isa sa mga pinag-uusapan namin with our president
01:33is to improve.
01:34And ito, pinag-aaralan pa rin, ha?
01:36Huwag niyo masyadong yan.
01:38Kung yung mga direct member, kagaya nyo,
01:40nagko-contribute,
01:41ang sabi sa akin,
01:42eh, ba't po rin kami lalagay sa basic accommodation?
01:44So, iniisip namin,
01:45baka pwede namin kayo ilagay sa private
01:47kung nagko-contribute kayo.
01:49So, kaya kanina, in-announce ko,
01:51baka pwede yung mga barangay health workers
01:53na binabayaran din naman ng PhilHealth yan,
01:56di ba?
01:57Ah, ma-admit na rin.
01:58Hindi lang sa basic accommodation,
01:59at least sa semi-private, di ba?
02:01Para mas komportable naman sila
02:03pag na-admit,
02:04pero zero balance pa rin.
02:05Kasi ngayon,
02:06pag nagpa-admit ka sa private
02:08or semi-private,
02:09hindi ka nakasali sa zero balance.
02:12So, iniisip namin baguhin to,
02:13lalo na sa mga nagtatrabaho,
02:15yung mga direct members,
02:17di ba yung nagko-contribute?
02:18Kasi yung mga indirect,
02:20yun yung mahihirap yung digest.
02:22Talaga naman,
02:23doon lang magpapa-admit yun sa ward,
02:26di ba, sa basic.
02:27So, yan.
02:28Binabago natin.
02:29Maganda naman ang respond din
02:30ng mamamayan.
02:32Kita nyo naman yung video
02:33ng mga nakatanggap,
02:34umiiyak talaga.
02:35May more than 2 million pa yung bill,
02:37pero wala siyang binayaran.
02:39So, maganda yan.
02:41Happy ang ating presidente
02:42sa pagpapalawak mabadyang na-announce
02:44at napatupad natin sa DOH.
02:46Ang problema ko ngayon,
02:47paano siyang palawakin sa ibang government hospitals?
02:51So, Seth,
02:52based dun sa initial na study
02:55regarding that expansion,
02:56is it really feasible, Seth,
02:58na pati set sa semi-private,
03:00kaya for BHWs or other hospitals?
03:03Yes.
03:04Under review natin yan.
03:05Yan yung aktuarial,
03:06bagawa natin para hindi magdalo.
03:09As of now kasi,
03:10tumalo na yung binabayad ng PhilHealth
03:12sa ating hospital.
03:13Yung paisang pinataralan namin,
03:15320 billion na ang payouts per year.
03:19From a previous of 250 billion na.
03:22So, dahil tinaasan na namin yung mga rate,
03:24yung mga dialysis,
03:25yung mga heart attack,
03:26yung mga heart attack,
03:27ang kapalit niyan,
03:28tumataas ang pondod.
03:29Swerte naman kami dito sa lagaan
03:31na dinig nyo,
03:32di nagdagan pa yung PhilHealth.
03:33Diba?
03:34If pinalik yung 60,
03:35pinutos ng Supreme Court,
03:36di nagdagan pa ng another 16B.
03:39Diba?
03:40So, malaking tulong lang dito sa
03:42Zero Balance Billing
03:43na supportado at kaakibat namin ang PhilHealth
03:46para napapatupad.
