00:00Operation Guardian Angel is a partnership between Immigration and Customs Enforcement
00:03and the U.S. Attorney's Office.
00:05It's used to target individuals who have been arrested by local law enforcement
00:09and have been previously ordered removed from the United States.
00:22The individuals we arrest today will be across the spectrum of criminal offenses,
00:27everything from DUI to domestic violence to sexual battery.
00:31My responsibility is to get them from here to processing.
00:35All their biographical information and fingerprints get enrolled into our system.
00:38And then we want to get them without any undue delay before a federal night or state drives.
00:42What is your name?
00:43Daniel Garcia.
00:44Why do you come to the United States?
00:46I like chains. I like chains all the world.
00:48Because in Mexico, it's too much of a crime.
00:53In the f***ing murders, go to your business to take your money, to take your everything.
01:02All my life is right here now.
01:04So in Mexico, I don't have nothing.
01:06I come back to Mexico and maybe kill me.
01:10Okay.
01:12We encountered him based on an arrest in July, an arrest only, which is based on probable cause.
01:18So a local police officer established probable cause that he outcommitted the offense of domestic violence,
01:23but he has not yet been convicted.
01:26The federal government issues immigration detainers for a reason.
01:29If we identify that somebody is in a local jail for a criminal offense
01:32and the federal government has an interest in activating immigration proceedings against that person,
01:37I think it's our stance that we would like for those people to be turned over to the federal government.
