00:13This council has done well. I am pleased and so is the Chomo Emperor.
00:20But we have given too much money to our libraries, too much money to our parks.
00:26We need SGPD to have more money, more money for the Emperor to rule over the entire universe.
00:33Once the Death Star has been completed, no one will be able to rebel against us.
00:40We will be the ultimate power in the universe.
00:44We do not need parks. We do not need libraries. We do not need daycare centers.
00:49We do not need homeless shelters. All we need is money for our stormtroopers.
00:54And anyone that disagrees is part of the rebel alliance and a scum.
01:00And they should be taken away immediately.
01:04This council needs to understand that we are the ultimate power in the universe.
01:10And we will not succumb to the forces of democratic will.
01:14No. This council was elected to serve the police, not the public.
01:20And if our stormtroopers don't receive all the funding that they deserve, there will be hell to pay with the
01:26Emperor.
01:28And he is not as forgiving as I.

01:59He, him, his, Racial Justice Coalition of San Diego.
02:02And I just wanted to say that I used to be on the old CRBA Community Review Board on Police
02:08Practices.
02:08And I did ride-alongs.
02:09So I would share with the city council, based on this presentation, that you asked the following questions.
02:15With those numbers up and following what Laurie Saldana said, with those numbers up and arresting people,
02:21how many of those people arrested come back out on the street and are still on house and then get
02:25arrested again and again and again?
02:27When I was on a ride-along in Western Division with a young rookie cop, he shared with me one
02:34of the people he arrested in the on-house community for being at a 7-Eleven
02:39and also struggling with mental health because he was clearly screaming and he was also not obeying their commands.
02:46They arrested him.
02:47And he shared with me that that person had been arrested over 100 times.
02:51And most likely next week he was going to have to arrest that person again for something similar.
02:55Arresting people and putting them in jail is not a solution.
02:59As Laurie said, if you don't provide housing, you don't help people to get out of the homeless situation,
03:04then all of the work the police are doing, even if it's wonderful work in supporting them, is not going
03:09to succeed.
03:11It's not going to be a police and law enforcement solution that's going to ultimately solve this.
03:16The jails aren't public housing.
03:18That is not the best way to provide affordable housing for people and health care.
03:23Clearly, if you want to actually reduce those numbers, that's not something to be proud of in terms of the
03:28numbers going up
03:29and the police doing more with homelessness.
03:32Get health and human services, work with the county, partner with other cities and find actual solutions.

03:59Hey, good afternoon.
04:00Yeah, my name is Dan Perno.
04:01I'm a San Diego resident for a while, former Marine officer, combat veteran.
04:08So not that that really matters, right?
04:10Because nothing matters anymore.
04:11But I have a problem with the city council and with the San Diego Police Department, right?
04:17As many people do.
04:18We're talking all this, you know, we're doing all this great outreach, you know,
04:21arresting unhoused people outside of 7-Eleven.
04:24And I get it.
04:25You don't want people doing drugs that are doing drugs, cool, whatever.
04:28But like, why are we spending time talking about the police arresting people who are unhoused
04:34when we have this huge problem with not enough housing in San Diego?
04:37So like some of the other speakers said, we should probably address that issue.
04:40At the same time, city spending tons and tons of money on flock surveillance cameras
04:45to warrantlessly surveil the people.
04:48We know, you know, we know cops use flock to go stalk their ex-girlfriends.
04:52And it's not just me saying that.
04:54There's plenty of articles that talk about that.
04:56The city government wrongfully arrested someone on parole.
05:00Which is not the city government.
05:01The city police department got hit on someone with a flock camera.
05:05Turns out it wasn't the right guy.
05:07And he spent a month in jail.
05:08There's a good Ars Technica report about that.
05:11So this is honestly really, really disappointing, right?
05:13Like I spent a lot of my 20s, where I spent a good summer in my mid-20s,
05:19sleeping in Baghdad, Iraq, with two tourniquets next to my bed,
05:22in case a rocket blew one of my legs off in the middle of the night or arms.
05:26So I'd stop myself from bleeding to death.
05:28And the reason I say that is because I've sacrificed for this country,
05:31as have a lot of people.
05:32So all I'm asking the city council and the city police department to do,
05:35not to risk life limb or eyesight,
05:38but just to stand up for these rights that, you know,
05:40myself and all these other great Americans signed up to defend, right?
05:43So, please, enough of the talk of, oh, we're doing a lot.
05:46No, you guys are not.
05:47You're bowing the knee to, you know, to our overlords.
05:52So, great job.
