00:24Thank you for having us, the Philippine Psychiatric Association.
00:26Of course, of course. Thank you for joining us this morning.
00:34Yes, Ivan, but to give a clarification, of course, ang Philippine Psychiatric Association, we are aligned.
00:41We are one with the Depend in terms of ensuring our schools are safe and protected from any form of
00:49harm.
00:49So aligned kami doon sa goal na yun.
00:51When we learned about this memo na may active drill sana today, ay nag-research kami as an association.
01:01And we looked into, of course, prevention is very important, prevention of any form of harm.
01:07But sana, it is based on evidence.
01:10So evidence-based dapat ang ating mga patakar or protocols and trauma-informed.
01:14So what do we mean by evidence-based, Ivan?
01:17So nag-research kami at nakita namin, when students are exposed to itong mga simulated na active attack drills,
01:27they may be exposed to hyper-realistic na scenarios of violence, which can lead to psychological harm,
01:41And this psychological harm may affect all different age groups ng mga estudyante.
01:47May mga pag-aaral also, Ivan, na it may increase the risk ng anxiety, symptoms, stress, and depression in the
02:00languages na used ng pag-express ng mga bata
02:03in about 30 to 40 percent.
02:05At ang effect nito may last for about 90 days after the simulation.
02:16For example, earthquake, fire drills.
02:19Ito kasi, Ivan, this is different eh.
02:22Kasi ang fire drills, earthquake drills are very necessary.
02:26These are natural disasters na kailangan din talagang paghandaan.
02:30Natural siya.
02:31So, these are necessary, very important na prepared ang ating estudyante.
02:36But different siya for this active attack drill.
02:40Kasi this is, yeah, this is something which will expose ang kids of different age groups to, again,
02:47hyper-realistic scenarios of violence eh.
02:50Violence na kasi ito.
02:51And pagka, always tandaan natin, Ivan, na different age groups would have different ways of understanding
03:01So, it may lead to panic, takot, fear.
03:13So, sana ay, ang aming recommendation from the Philippine Psychiatric Association,
03:17is sana there's collaboration, we, again, trauma, based ito sa trauma-informed care or protocol sana, Ivan,
03:25is age-appropriate ang ating mga activities per age.
03:30So, iba-iba kasi yun, Ivan, sa mga pag-aaral.
03:32Pag younger kids, siguro storytelling, reassurance,
03:36tuturuan sila ni teachers, saan sila mag-keep quiet, yung gano'n, no?
03:40And then, nag-iiba siya as one progresses through the age bracket ni Ila or age group.
03:46Another is advanced notice.
03:53And then, ito kaagad, no? August 25 sana kaagad.
03:57So, medyo limited yung amount.
03:59Two weeks of time.
04:00Medyo kulang yun.
04:01And part of trauma-informed is really advanced notice
04:04para sabay-sabay prepared.
04:07Lalo na ating mga guro sa ating paaralan who would facilitate this.
04:11And mga parents also should be involved.
04:14And lastly, mental health professionals, Ivan.
04:16Kasi even naman kung may mga disaster preparedness like this, like active attacks,
04:21meron also tiyatawag na post-drill na processing or debriefing ng mga bata.
04:28How are you? How did you feel about the drill?
04:31Ano ang natutunan natin? What can we do next time?
04:33Ay, mga gano'n.
04:34So, kasama sana sa collaboration also.
04:37It should be multi-sectoral.
04:39Kasama also ang mga mental health professionals.
04:41Speaking of collaboration, as we speak,
04:43Doc, meron na ho bang coordination,
04:47cooperation perhaps between your organization and DepEd?
04:51Yes.
04:52Yes.
04:53In fact, merong meeting tomorrow,
04:54ang DepEd.
04:55At kasama kami doon,
04:56ang Philippine Psychiatric Association
04:58and the Philippine Society for Child and Adolescent Psychiatry,
05:01sa meeting na iyon.
05:03Doc, meron ho kayang paraan?
05:04Alam ho natin,
05:05napaka-kaunti ng mga trained mental health professionals
05:09that can help our students deal with their mental health issues.
05:15Meron ho kayang paraan to multiply ourselves
05:18na mas mabilis,
05:19na hindi na kailangan dumaan sa four-year course
05:22and then specialized training
05:24para lang po maagapan natin
05:26kung ano man yung problema ng ating mga mag-aaral
05:28sa mga paaralan sa kanilang mental health issues.
05:31Yes, Ivan.
05:33Sa ngayon,
05:33of course,
05:33konti lang talaga kami na psychiatrists,
05:36the board-certified psychiatrists
05:39or the doctors.
05:40But of course,
05:41hindi ito limitation
05:42because nakikipag-collaborate kami
05:44with the psychologists.
05:46Ang ating mga schools
05:47ay meron also mga guidance counselors.
05:49And of course,
05:50we also empower
05:52yung mga
05:57general practitioners
05:59or doctors
06:00na nasa mga communities
06:02and social workers also
06:05through the MHGAP training
06:07para sa pag-deliver,
06:09sa pag-assess and deliver
06:11ng mental health services for all.
06:13Dr. John May Perez-Rifarial,
06:16thank you very much, ma'am,
06:17for joining us this morning.
06:19Thank you very much.
