Senator-judge Panfilo “Ping” Lacson questioned the similarities between a certification prepared by Col. Magtanggol Panopio and another certification related to the Youth Leadership Summit activities.  Panopio explained that they followed the doctrine and format in their YLS handbook, which resulted in similar wording in their statements.
