On Monday, August 31, at around 4:26 PM a 49-year-old Pamela Cisneros allegedly stabbed two people near Times Square, killing 32-year-old Erin Piacenti and injuring 68-year-old Tak Kam. NYPD officers later fatally shot Cisneros after police said she refused orders to drop her knives and advanced toward officers. Authorities said Tasers were ineffective.

But questions remain: Could she have been stopped using less-lethal force or physical restraint?

Questions have also been raised over whether Pamela Cisneros, 49, could have been restrained without using lethal force, particularly given her documented mental health history.

Critics may argue that officers could have considered less-lethal options, such as rubber bullets, distraction tactics, or physically restraining her.

With several physically capable officers at the scene and at relatively close range, some may question why she was not tackled or otherwise subdued.

Others may also question whether officers could have targeted her legs rather than firing at her upper body. Ultimately, however, the NYPD will determine whether the officers’ use of deadly force was justified based on the circumstances they faced at the time.

The NYPD is reviewing body-camera footage and other evidence to determine whether the use of deadly force was justified.
