00:08hiring has created a system where some people enter positions without the necessary qualifications
00:14or experience. He says the practice has survived successive administrations and must now be
00:21confronted. We are just reaping the whirlwind of structures that we ourselves have implemented
00:31over the years and when I speak about uh we we speak about the these ministers and that is why

00:38are saying um yes that may exist the association is not refuting or admitting to it that that what
00:47ncrt would have put out actually exists because we too spoke about this on several occasions in the
00:54past. Stewart tells the tv6 morning edition while a small number of individuals may engage in gang-like
01:01behavior the overwhelming majority of nurses and healthcare workers remain committed to their jobs
01:07however he says individuals who enter the system through favors rather than proper recruitment
01:14processes can become emboldened. When persons believe that they will have the support or the protection
01:27of a minister somewhere then you they tend to act differently because they are not bounded by the
01:35same disciplinary processes that other categories of staff are bounded by um so they feel a lot more
01:43empowered. He says there are several inefficiencies at the ncrha that must be addressed including ongoing staff shortages
01:53and inadequate security as workers increasingly feel vulnerable in their own work spaces. Stewart is further warning
02:02that if outstanding monies owed to nurses are not addressed in the next fiscal package there will be
02:09repercussions. We have a major battle of um approaching and i know if nursing and military personnel and healthcare
02:20workers do not receive a salary increase um this coming budget um there would be significant fallout within
