00:00Israel's far-right National Security Minister Itamar Ben-Givir has outlined a plan to remove
00:05all Palestinians from the Gaza Strip and send them abroad.
00:08Speaking ahead of closely contested Israeli elections, Ben-Givir said the proposal will
00:13seek to relocate around 250,000 Palestinians from Gaza during the first year, followed
00:19by the territory's remaining population of roughly 2 million over the next six years.
00:24The 20-page document is officially titled The National Work Plan for Voluntary Emigration
00:28from the Gaza Strip. It is important to highlight that the plan describes the removal of Gaza's
00:33population rather than a voluntary choice by those being displaced and that forced displacement
00:38of civilians in occupied territory is considered a war crime under the Geneva Conventions.
00:44The proposal comes as Israeli political figures compete over their positions on Gaza, while
00:50efforts to advance the ceasefire agreement backed by U.S. President Donald Trump have
00:54made little progress amid continued Israeli attacks.
01:01A United Nations report says last year's Israeli operation that displaced the entire population
01:07of three refugee camps in the occupied West Bank and who are still being prevented from
01:12returning was in violation of international law.
01:14The report, published on Friday by the Office of the United Nations High Commissioner for Human
01:19Rights, said that during the raids on Jenin, Noor Shams and Tulkarm refugee camps in January
01:25and February 2025, Israeli forces went door-to-door as part of the ongoing Iron Wall operation
01:31to force residents to leave.
01:32According to the report, civilians were killed, hundreds of homes destroyed, roads and infrastructure
01:38were damaged and also cut the water and electricity.
01:40By October, 52% of the buildings in Jenin refugee camp, 48% in Noor Shams camp and 36%
01:48in Tulkarm
01:49camp had been destroyed or damaged as a result of the Israeli operation and entire populations
01:55in the camps were forcibly displaced.
