00:00In 1994, a radio station in Rwanda helped kill half a million people in 100 days.
00:06Not with weapons, with words.
00:09Radio-television Libre de Mil Kalain sounded like any other station.
00:13Upbeat music, familiar voices, call-in segments.
00:17People loved it.
00:18But between the songs, the hosts read names out loud, addresses,
00:23descriptions of where Tutsi families were hiding,
00:25real-time directions for militia groups moving through neighborhoods.
00:28It was a genocide with a soundtrack.
00:30The hosts called Tutsi civilians in yenzi, cockroaches.
00:35They told listeners the graves were only half full, that there was still work to do.
00:39The United States knew it could jam the signal.
00:42Military officials confirmed it was technically possible.
00:45The Clinton administration debated it,
00:47worried about setting a precedent for interfering with foreign broadcasts.
00:51They chose to do nothing.
00:52The station kept broadcasting until the killing was nearly finished.
00:56Years later, the founders were convicted at an international tribunal for incitement to genocide.
01:01It was the first prosecution of its kind since Nuremberg.
