A major development has emerged regarding the proposed formation of an Islamabad Assembly. A draft proposal has reportedly been submitted to Prime Minister Shehbaz Sharif by a high-level committee.

According to sources, the proposal suggests establishing the Islamabad Assembly through an Act of Parliament instead of a constitutional amendment. The proposed structure includes a separate elected government, 21 directly elected assembly members, reserved seats for women and minorities, and a Chief Executive who could be designated as either a Chief Minister or Mayor.

The proposal also includes restructuring the powers of the CDA, transferring several administrative responsibilities to the Islamabad Capital Territory government, and giving the elected setup provincial-style administrative and financial autonomy.

According to the proposal, the federal government would retain control over law and order and Islamabad’s master planning.

The draft is expected to go through the federal cabinet before legislation is presented in the Senate and National Assembly.
