How could Roman soldiers protect themselves from a storm of arrows?

The famous Testudo, or “tortoise,” formation allowed Roman soldiers to overlap their shields across the front and overhead, creating a powerful defensive shield wall. But it wasn't invincible: the dense formation sacrificed speed and made close combat more difficult.
