00:16Gladstone LNG is one of three giant gas export plants built on Curtis Island in Queensland
00:21last decade. Analyst Saul Kavanick says, unlike the other two, Santos never had enough gas
00:26to fill it.
00:27It needs to buy gas out of the domestic market just to meet its contracts.
00:31Former company insiders say Santos always knew that it lacked the gas reserves to fully supply
00:36the current plant, but one former minister acknowledges GLNG should never have been approved without
00:42domestic supply obligations.
00:44This is multiple governments that have been hoodwinked by Santos in the past, by GLNG in
00:51the past.
00:52The federal government is intent on securing 20 per cent of LNG exports for the local
00:57market, and won't jeopardise exporters' contracts to do it. A draft reservation plan
01:02is due to be presented in parliament within weeks. But the Resources Minister isn't being
01:06drawn on whether GLNG will be targeted.
01:09I think pointing the blame is not really helpful.
01:13Santos says it's historically contributed the most of any exporter during winter, and neither
01:18GLNG nor the Queensland LNG industry had caused gas shortages or price spikes. The company is
01:25opposed to the reservation plan. Saul Kavanick says GLNG must be included.
