00:01A six-story building housing dozens of people in Gaza collapsed on Wednesday,
00:07killing at least 21 people, including 11 children, while dozens were still missing.
00:12The building crumbled overnight onto nearby homes and tents in Gaza City,
00:17according to the Civil Defense Agency. It was known to be unstable because of damage
00:23from Israeli strikes earlier in the war, underscoring how perilous and desperate
00:28living conditions have grown for the majority of the enclave's population,
00:31as a cease-fire deal between Israel and Hamas is stalling.
00:36There's been no reconstruction work since the cease-fire was agreed to almost a year ago.
00:41Israel has said that it won't allow any rebuilding until Hamas disarms,
00:45and has allowed only a handful of excavators into Gaza.
00:49With so many Palestinians left homeless and major shortages of construction materials,
00:55many Gaza residents have taken the risk of moving into unsafe buildings.
01:00Gaza's Civil Defense Agency has identified around 2,000 buildings in the territory
01:05that it says are at risk of collapse.
