01:49To dive a little bit deeper, our EU correspondent, Anders Gudens, joins me now for analysis
01:54Just tell us, help us digest this news that, of course, comes after a very long week

01:59A mammoth week for European citizens as well as newsmakers
02:03And it started well with a bang with European Commission President Ursula von der Leyen
02:07Taking the floor of the hemicycle in Strasbourg
02:10Using her agenda-setting State of the European Union address
02:13To surprise us all with this invitation to Canada
02:17To become the first associate member of the European Union
02:20And to give you a little bit of insight into how this sausage is made
02:23When it comes to journalism
02:24Us journalists usually get embargoed copies of important documents
02:29Such as this speech
02:30And this invitation was not included
02:32So this meant journalists like me
02:34We leapt out of our seats when this was broadcast all around the world
02:39But we're really left with digesting what this associate membership really means
02:43And we're expecting the journalists to get underway with that today
02:47And tell us, how was the reaction in Canada?
02:49Yeah, so Canada has been widely supportive of this
02:54The Canadian Prime Minister, Mark Carney, took to the floor of the hemicycle
02:57With his own speech
02:58In between selfies as well as thunderous applause
03:01He took to the floor
03:02The middle power icon, he stated
03:05He welcomed this alliance
03:06But he skirted around the details of what this actually meant
03:09But it would be forged on a partnership
03:12Strengthened by energy, defence, security and trade
03:16And a touch of civility
03:17Let's take a listen to what he had to say
03:19I also want to be precise about what I am not proposing
03:27I'm not proposing a third block in order to become a great power rival
03:32Only with better manners
03:36We do not seek power to dominate others
03:40On the contrary, we are pursuing resilience
03:44So no one, no one can control our open markets
03:48Impair our sovereignty, threaten our territorial integrity
03:51Or undermine our freedoms, our democracies, our rule of law
04:01Mark Carney there yesterday in the Parliament in Strasbourg
04:03But Angie, beyond the hype and all the pictures of maple syrup
04:06How will this work in reality?
04:08Yes, so that is really yet to be seen
04:10Mark Carney stressed that it's up to the European Union
04:12To define what this relationship is
04:14We're expecting that to be developed
04:16Before an EU-Canada summit
04:18Scheduled in Montreal in late October
04:20The ball really is with the European Union's court
04:23We know that
04:25From the EU officials that I've spoken to
04:27However, they weren't totally consulted
04:29By the European Commission President
04:30When it came to this pitch
04:32So we're expecting some heated discussions
04:34Certainly underway
04:35When this is proposed formally to Mark Carney
04:38With the terms of the relationship
04:40It will then go to the Canadian Parliament
04:42For those lawmakers to vote on it
04:44But what is really clear
04:45Is that while these geopolitical tectonic plates
04:48Continue to shift
04:49With an increasingly bellicose US President Donald Trump
04:52With that trade war with Canada
04:54We expect Canada and the EU to become closer
04:57But that is yet to be seen
04:59What that exactly means

05:07Are gathering for two days of talks
05:09Joined in fact by their counterparts
05:10From Canada and the UK
05:12This big announcement of a so-called
05:14Associate membership for Canada
05:15Of course top of the list today
05:17Along with spiralling petrol and diesel prices
05:20Our correspondent Shona Murray
05:22Is in Dublin for us this morning
05:23And joins us now
05:25So tell us Shona
05:26What is being said about this prospect
05:27Of a closer Canadian relationship
05:32Well good morning Maeve
05:33I mean as Ireland is the president
05:34Of the European Council
05:36They were the first to welcome this
05:37I mean it makes sense
05:39I think there's an acknowledgement across Europe
05:40That this is about the shifting nature
05:42Of global politics
05:43But also the transatlantic relationship
05:45Of which the United States was the linchpin
05:48But we know Canada is embroiled
05:50In a very disruptive trade war with the US
05:52The EU has had its trade issues with the United States
05:55We also have even heard overnight
05:57That the United States is due to
05:59With 25,000 troops from NATO territory
06:02So the US is no longer the ally
06:05Or the partner it once was
06:07So therefore it makes sense
06:08That Canada and the EU
06:10Would move closer together
06:11As like-minded organisations
06:15Countries and so on
06:16So that does make quite a bit of sense
06:18And there's also a feeling really
06:20That we don't know
06:22Whether this is going to be rooted in law
06:24Or what the negotiations will emerge like
06:26But for the moment
06:27Definitely welcoming news
06:29Maeve
06:30And as you say Shona
06:31The Irish were the first to react
06:32And you actually sat down exclusively
06:34With the Irish finance minister
06:35What did he have to say?
06:39Well that's right Maeve
06:40I mean all the EU ministers
06:42Are here in Dublin
06:43For an ECOFIN meeting
06:44But also they'll be joined
06:45By their Canadian counterparts
06:47Their British counterparts
06:48So there will be a discussion
06:49Really about the windfall profits
06:52That energy companies are making
06:54As part of the chaos
06:55The ongoing chaos
06:56Particularly within the Middle East
06:58And there's been calls
06:59By some European capitals
07:00For taxes on that
07:02So that the ex-checkers
07:03In each country
07:04Can then deliver
07:05A little bit of appeasement
07:07When it comes to people's energy bills
07:09That's high on the agenda
07:10Also the future of AI
07:12Will be very much up for discussion
07:14Although no major breakthrough
07:15In terms of what the negotiations will be
07:17But I caught up with Simon Harris
07:19Who's Deputy Prime Minister
07:20And the Finance Minister of Ireland
07:21And I asked him first
07:23About the negotiations with Canada
07:25The actual meaning behind the phrase
07:27Is something quite frankly
07:28Yet to be determined
07:29But it bothers us less
07:30Because you know
07:32You can use whatever phrase you want
07:33The good news here
07:34Is that the State of the Union
07:36Made a real signal of intent
07:37To have a much closer relationship
07:39Between Canada and the European Union
07:40And I think we can't gloss over that fact
07:43The fact that the European Union
07:44In the speech delivered
07:45By the President of the Commission
07:46Where you really outline
07:47The big strategic projects
07:49For the time ahead
07:50Has identified a closer
07:51Working relationship with Canada
07:53As a priority for the European Union
07:54And then to see the Prime Minister of Canada
07:56Mark Carney respond in kind
07:58Donald Trump has said
07:59It's a hostile act
08:00And he'll apply even more tariffs
08:01On both sides
08:02This is not a hostile act
08:04Towards anybody
08:04This is a positive development
08:06For the European Union
08:07Wishing to partner with Canada
08:09Which we already do
08:10And areas of common interest
08:11But of course we'll continue
08:12To economically partner
08:13With the United States
08:14We have a trade agreement
08:15With the United States
08:16A lot of painstaking work
08:17Went into that
08:17We saw it advance even further
08:19In relation to Irish whisky
08:20And the decision made
08:21By President Trump
08:22To remove tariffs
08:23From that last week
08:24We need to build on that
08:25And find more opportunities
08:26So this isn't either or
08:28Can I talk to you about
08:29Aachenish
08:29The plant here
08:30The Russian owned plant
08:31That exports aluminium
08:33To Russia
08:36We know it also exports
08:37Across Europe
08:38But obviously there's a real concern
08:40That that is found then
08:42In the defence industry
08:43In Russia
08:43Which is obviously
08:44Prosecuting this war
08:46Against Ukraine
08:46Will Ireland sanction that
08:48Even if it isn't formally
08:50As part of the sanctions regime
08:51We don't cherry pick
08:53When it comes to sanctions
08:54We stand with Ukraine
08:56The European Union
08:57Stands with Ukraine
08:57Ireland as the President
08:58Of the Council of the European Union
09:00Stands with Ukraine
09:01There's a war taking place
09:02On the continent of Europe
09:03And we must stand with Ukraine
09:04For as long as it takes
09:05The issue though
09:06In terms of
09:07What is sanctioned or not
09:08Is a matter in the first instance
09:09For the Commission
09:10To bring forward proposals
09:11That's always been the approach
09:12We've taken
09:12In this country
09:14Sanctions at an EU level
09:15I think it has served
09:16The collective European effort
09:17Against Russia well
09:19But we've been very clear too
09:21Illumina is not a product
09:23Used in Ireland
09:23It is though
09:25Perhaps a critical supply chain
09:26For many parts
09:27Of the European economy
09:28The evidence is that
09:29The Illumina does make
09:30Its way into Russia
09:32I mean Russia has a war economy anyway
09:34So you know
09:35It does make sense
09:36That it would definitely
09:37Be part of the war machine
09:38Would it be something
09:39That Ireland would consider
09:40Doing unilaterally?
09:41Ireland's approach to sanctions
09:42Have always been to operate
09:43At a European level
09:44And we've been consistent
09:45In relation to that
09:46I think it would be rather odd
09:48For Ireland to adopt
09:48Any other approach
09:49We've seen spiralling prices
09:51When it comes to energy costs
09:53Diesel in particular
09:54We heard Donald Trump say
09:55That part of the reason
09:57For the diesel high prices
09:59Is Zelensky attacking
10:01Russian diesel infrastructure
10:03Not at all relating that
10:05To the war in Iran
10:06Do you agree with that?
10:07No, I mean the reason
10:08There's a major energy crisis
10:09In the world right now
10:10Is because the Strait of Hormuz
10:11Is closed
10:11And the most pressing issue
10:13On the mind of all
10:14European finance ministers
10:16And I think quite frankly
10:17Most of our citizens
10:18Across the European Union
10:19And certainly here in Ireland
10:20Is energy prices
10:21Energy prices at the pump
10:23Of course in relation
10:24To diesel and petrol
10:25Prices on the farm
10:26In relation to things
10:27Like green diesel
10:27But now as you come
10:29Into the winter period
10:30The cost of heating your home
10:31And the cost of energy
10:32In people's home too
10:33And governments around the world
10:36Including in Ireland
10:37Are seeking to make interventions
10:38To assist people
10:40But I always make the point
10:41And would make it again today
10:42The greatest economic intervention
10:44We could see is de-escalation
10:45In the Middle East
10:47Your fellow finance ministers
10:48Have asked you to look
10:49At a potential windfall tax
10:50For energy companies
10:51That are earning billions
10:52And while everybody else
10:54Is suffering
10:54Can you tell us
10:55Where you are with that?
10:56Is it something that you support?
10:57There are energy companies
10:58Making extraordinarily large profits
11:01On the back of this energy crisis
11:03And they're not making those profits
11:04On the basis of being more enterprising
11:05Or being innovative
11:06This isn't about rewarding enterprise
11:07They're making the profits
11:08Because of the chaos
11:10That we're seeing in the energy markets
11:11As a result of the strait
11:12Of Hormuz being closed
11:14So I will be working with colleagues
11:16In the first instance
11:17Here in Dublin this weekend
11:18To have an initial conversation
11:20Around a windfall energy tax
11:25And sticking to that very topic
11:27The World Economic Forum
11:28Has published a new study
11:30Circling out high energy costs
11:31As the biggest drag

13:55Will be absolutely key
13:57We cannot have
13:58That if you live in Denmark
13:59Your protection as a child
14:02Is different from the one
14:03In Germany and Spain
14:04So it is an absolutely
14:06Crucial moment
14:07For the commission
14:08To put this forward
14:09And to align across the board
14:12On how we protect
14:13Our children online
14:14Of course part of this law
14:15Would shift responsibility
14:16To the tech companies themselves
14:18That you of course represent
14:19To protect children
14:20Will they?
14:21Will they self-police?

14:24Protection of children online
14:26Cannot be
14:27Only one person's responsibility
14:30Or one party's responsibility
14:32It is a joint responsibility
14:34On public and private sector

14:48The biggest risk
14:49Is really that
14:50If you are a child
14:51Or parent
14:52That you have to

14:55And you end up

14:58About what is allowed
14:59And what is not allowed

15:01We need to be
