00:32So the approach was like this when I met the semiconductor industry CEOs first time in 23. 23 I met
00:42about 65 of them. My pitch was maybe 30 seconds pitch. I used to say that we don't have this
00:50industry. We don't know how to make semiconductors teachers. That was my pitch.
00:56It was not a pitch which is very like routine. It was a pitch which was very candid, very real,
01:05very humble and luckily most of the semiconductor industry have lots of people of Indian origin.

01:21They guided us throughout this program. Each and every element of this program has been basically decided by the industry.
01:29So industry guided the entire thing. So that really helped. It was not done in a very conventional way.
01:35So it's first of its kind would you say?

01:39The entire industry leading this entire group?
01:42नही वैसे तो our government has this entire thing. So many, so many sectors are basically, we believe in taking
01:51inputs from people who are actually doing the work. So that is one of the hallmarks of Modi government.
01:57Sir, India started with relatively a modest 10 billion dollar outlay. And then that is very different from what the
02:06developed countries have.
02:07Other countries are doing hundreds of billions.
02:09Why this amount? Was this strategically decided? Or you wanted to test waters?
02:15See, we as a country cannot spend much on such advanced technologies because we have competing demands on our limited
02:24capital. So we'll always have those competing demands. So that's why we could not do much like the way many
02:32other countries are doing like 100 billion, 200 billion.
02:35But we cannot do that much. We don't have that kind of money, obviously.
02:38But what we brought different to the table was sincerity of purpose, clarity of thought, a very meticulous execution, focus
02:50on what the industry really wants and delivering it.
02:53And the states and center both worked hand in hand, properly synchronized. Wherever the industry wanted to go, we didn't
03:01influence them. We wanted them to go wherever they want to go.
03:05We didn't, like, we made sure that the industry must succeed. Because the success of the industry was our success.

03:51That kind of purity is very difficult to achieve. And that doesn't come by merely having the right machines or
03:58having the right training. That comes through meticulous discipline, continuous improvement. That takes huge amount of culture change. So to
04:10me it appears that materials is going to be the biggest challenge.
04:13Talent we have cracked already because in the first phase, Semiconductor 1.0, we promised 85,000 design engineers to
04:25be developed in 10 years period. And within 4 years we have been able to develop 70,000.
04:31And we are very soon going to launch the technician training program. Where we'll be training 1 lakh technicians. Because
04:37we'll require that many. So 1 lakh technicians we'll be training in the next 3 to 4 years. But we
04:43are well set on that.
04:44You said yesterday that companies have proposed around 1 lakh crore of investment under Semicon 2.0.
04:51Actually, it will go more. As far as the industry is saying, one of the CEO has said that our
04:57board has said that there is no ceiling of your investment. As far as you can execute it, we will
05:02have enough investment we'll have to go.
