00:26We have a bigger problem to look at, and I don't say problem as something that we can't solve.
00:31It has to be a wider look based on the command post being set up, based on high visibility.
00:38But is it a response? Because we don't want to respond after the trigger is pulled.
00:45We want to deter the trigger from being pulled.
00:48So deterrence must play a prominent role in the establishment of our crime-fighting protocols.
00:53And Dr. Hira tells the TV6 Morning Edition, the gunman on the street is only one piece of a larger
01:00criminal business model.
01:02He tells the Morning Edition, police operations must go beyond visibility in communities and target the networks controlling them, with
01:11success measured by disruption and not simply arrests.
01:15If we are seriously going at dismantling and disrupting criminal business models, we have to go all the way to
01:23the top, not just the gunman, because he's getting a gun and it's being placed in his hands.
01:28That gun is coming through an illegal arms trade that is being purchased, that is being coordinated.
01:35Drugs being seized and interception by the Coast Guard. Bravo Zulu, as we see in the military, well done.
01:40However, it's not just stopping the boat and the runners. Who paid for that? Where was that going to be
01:45stored?
01:46Hira says that shift will not happen overnight.
01:50He believes the new security model should be rolled out in phases, allowing authorities to identify what works, address weaknesses
01:59and strengthen the strategy as the threats evolve.

02:09Look at the lessons learned. Don't try to go for anything and cover the whole thing, you know.
02:12Let's look at the geographic. Let's work on that pilot project. Let's fix the working parts as we move forward.
