00:00Mr. President, this UNGA is being organized against the backdrop of trade getting weaponized.
00:06We know you've had conversations with the U.S. Talks have been tense, they say,
00:11and they've dragged on for a very long time.
00:14What's been the biggest sticking point in this conversation?
00:23One of the goals we set as traveling to the U.S. for the 81st session of the U.N.
00:28General Assembly
00:29is to arrange meetings with U.S. leaders to further advance our bilateral cooperation
00:34across various areas, in which economic trade and investment cooperation remain key focus.
00:40The economic and trade relation between Vietnam and the U.S. are advancing very well.
00:45Both economies are very much complementary.
00:48Ever since the establishment of the strategic partnership between our two countries,
00:52we've witnessed excellent progress in our cooperation, especially in economic and trade sectors.
00:57We enjoy excellent trade turnover, and while we are at present having trade surplus against the U.S.,
01:04we can see that it stems from multiple factors.
01:07Goods produced in Vietnam align with U.S. demand and do not directly compete with U.S. manufacturing.
01:13At the same time, we aim to import more goods from the U.S.,
01:16especially high-tech products, to support our manufacturing sector.
01:20However, there remain certain obstacles within U.S. export policies.
01:24We will continue working to narrow those gaps.
01:27It's good that since earlier this year, imports from the U.S. to Vietnam have increased by nearly 30 percent,
01:33as compared to the same period last year.
01:35More trade contracts have been signed.
01:38The deals signed since the upgrade of bilateral ties have reached 140 billions of U.S. dollars,
01:44equaling to the trade balance between the two countries.
01:46We're optimistic about this trade relationship.
01:49One of the issues we need to discuss with U.S. leaders, particularly the U.S. president,
01:55is how to expedite negotiations towards an agreement on reciprocal, balanced and equitable tariffs between the two countries.
02:03The cooperation and discussions on this issue have come very close to reaching an agreement.
02:08The major issues have fundamentally been solved and agreed from both sides,
02:12and we will continue making every effort during this visit to work with the U.S.
02:16to achieve further progress in our economic, trade and investment cooperation.
02:22But the U.S. remains frustrated with the trade gap.
02:25If you take a look at exports, they surge to about $190 billion,
02:30and the trade surplus is about $180 billion.
02:34What can you do to address that trade gap, and how quickly can that happen?
02:42We understand the concerns on the U.S. side about this issue,
02:46but I think there are opportunities to address the trade imbalance.
02:49The products Vietnam has exported to the U.S. are well-suited to the U.S. market
02:54and serve consumer demand without directly competing with American products.
02:58At the same time, Vietnam is developing its science and technology sectors
03:03and wants to increase imports of advanced technologies and high-tech equipment from the U.S.
03:08Of course, Vietnam faces 12.5 percent of tariffs under Section 301,
03:14and there's concern, of course, that you could see additional tariffs.
03:18Are you confident that new tariffs will not be imposed?
03:23I will also discuss this issue with U.S. officials shortly right after this,
03:28with an aim to fostering greater mutual understanding.
03:31The preliminary results of the U.S. investigations are also progressing well.
03:36I believe there will be very reasonable assessments of the issues under U.S. investigations,
03:41leading to conclusions and appropriate tariff that will allow bilateral relations to continue developing.
03:47You talked about meeting U.S. officials. Does that include President Donald Trump?
03:53There could be potential meetings.
03:55First, our ministers will meet their U.S. counterparts and trade representatives.
03:59They've already met many times.
04:01Both sides have reached a high degree of consensus on fundamental issues.
04:05While a few details remain, both sides are very close in position to resolving these outstanding matters.
04:11One of the key issues is actually the issue of transshipment.
04:14What's your view on that?
04:17We also affirm that we do not accept transshipments of goods.
04:21Trade must be genuine with products actually manufactured in Vietnam
04:25and meeting international standards and our requirements,
04:27not only for the U.S. market, but also for other international markets where Vietnam has participated.
04:34Mr. President, you talked about 10 percent growth, which some say is a pretty ambitious target.
04:39Why the target?
04:40And is there a risk that you risk overheating the economy, getting to 10 percent?
04:48We have carefully calculated and considered our growth targets.
04:52We are pursuing goals with 100-year development vision,
04:55and achieving them will require maintaining double-digit growth for many years.
05:00Taking into account our current capabilities,
05:03we are undertaking institutional reforms and building a new growth model.
05:06We are fully confident that we can achieve these goals.
05:11Mr. President, you're talking about AI.
05:13How do you manage AI from the U.S. and China?
05:18Because China produces AI cheaper and it's fast catching up.
05:22How do you balance the two?
05:25We view AI from the view towards frontier and modern AI,
05:29and its development must be pursued with responsibility.
05:32All countries around the world should adhere to advanced and responsible AI models,
05:36serving the development of the people,
05:39the development goals of single countries, and also on a global scale.
