00:00President Donald Trump could draw production into the United States even without reaching a trade agreement with Canada, according to
00:07trade policy expert Carl Lodet.
00:10The University of Calgary's Director of International Policy says uncertainty over tariffs and future trade conditions is already pushing some
00:20Canadian businesses to move production across the border.
00:23The Americans have essentially weaponized uncertainty. They're using this to drive businesses to leave Canada and move to the U

00:35Some businesses early on with the IEPA, the International Emergency Powers Act, terrorists, just threw in the towel.
00:44They had seen this rodeo before with the first Trump administration, and they didn't want to go through it with
00:50the second.
00:50So we are suffering some losses. What's interesting is here in Alberta, what we're seeing is that businesses are moving
01:00necessary production to the U.S., but not moving the entire company.
01:07So especially in the southern part of the province that borders the U.S.
01:12For businesses that remained in Canada, DATE warns that prolonged high tariffs could force some to close and severely affect
01:19communities that depend on them.
01:21We are right next door to the U.S.
01:24We trade every day and we will continue to trade.
01:27The basis of our trade does not rely on an agreement.
01:30An agreement can facilitate or slow trade, but the vast majority of trade will continue despite the tariffs.
01:41Some businesses will be forced to shut down.
01:43If the tariffs remain high for too long, we will suffer loss of businesses, businesses close, and communities devastated.
01:50So I don't want to say that this is going to be easy or simple, but to some degree trade
01:56will continue because we just are so integrated and so close.
