00:01The 7th plenary meeting of the General Assembly is called to order.
00:10The Assembly will hear an address by His Excellency Ahmed al-Sharah,
00:16President of the Syrian Arab Republic.
00:19I request protocol to escort His Excellency and invite him to address the Assembly.
00:50In the name of God, the merciful, the compassionate.
00:55We have always focused on people.
01:00Between good and evil, reconstruction and destruction, peoples have struggled.
01:11This struggle between good and evil continues.
01:15However, good people choose the right path.
01:21Those who fight are very different from those who engage in bloodshed.
01:27People can be very cruel to each other if they resort to injustice.
01:35When land is usurped, when sanctity is violated, people suffer.
01:42And people pay the price.
01:49Falsehood forces people to confront evil.
01:55Many wars were waged over history.
02:00Unfortunately, our region has seen many of these wars.
02:05Sometimes the truth prevails.
02:07Sometimes the truth does not.
02:10Not all peace is just.
02:13Wars has taught us that injustice does not continue forever.
02:21Your Excellency, Mr. Khalil Rahman, President of the General Assembly.
02:25Your Excellency, Antonio Guterres, Secretary General of the United Nations.
02:28Your Majesties, Your Highnesses, Your Excellencies, may the peace, mercy and blessings of God be upon you.
02:32A year ago, I stood before you representing my people for the first time in 60 years.
02:37I recall the victory of our people and stressed that this is a victory for the world as a whole.
02:43Today, I convey to you the facts, the achievements to go through the breakthrough we have achieved.
02:53Last year, I mentioned that Syria came back.
02:57Today, I say that Syria is rising.
03:00Ladies and gentlemen, in our journey in the struggle between good and evil, the bloodshed was stopped.
03:08Destruction was stopped.
03:10Syria started the journey of reconstruction, of recovery.
03:16The country was united.
03:19We controlled arms.
03:20We rebuilt military and civilian institutions.
03:23Sanctions were lifted.
03:25Projects for reconstruction have continued.
03:27We have combated drug trafficking.
03:31And we focused on transitional justice.
03:34We have ascertained the fate of the missing.
03:38We turned our vision into practical action.
03:41We have forged partnerships.
03:45And we focused mainly on the future and on the welfare of our people.
03:50We focused on reconstruction.
03:52We relied on the free will of our people and our independence.
03:56This national vision relied on diplomatic efforts.
04:02Since liberation, more than 100 states started communicating with us through 4,000 communications.
04:11Our capital has hosted more than 60 diplomatic missions.
04:19Syria has restored its status in the international community.
04:25It has been a transit for the world.
04:30We also built diplomatic bridges.
04:33And in parallel, we proved to the world that the security of the region has to start in Damascus.
04:43With seven states, we started a group, The Breath of Freedom, to destroy the chemical weapons file.
04:56We have been working with the OPCW.
04:59And we are working with the IAEA with transparency.
05:02As we believe that collective security is our duty.
05:05The strict implementation of our treaties spares our world the horrors of chemical weapons and nuclear weapons.
05:14We combated transnational crime.
05:20We have seized large amounts of Keptagon.
05:25And we combated the smuggling in people and organized crime.
05:30Stability and security has been established.
05:34We are no longer isolated.
05:37The Caesar Act was repealed.
05:40Also, sanctions were lifted and culminated in cooperation with the European Union.
05:46Also, we are no longer part of the list of state sponsors of terrorism.
05:59We have started production.
06:03We have more than 5,000 production line.
06:06We have seen an increase in agriculture production to ensure self-sufficiency.
06:11We also enhance the service sector.
06:13The housing sector have been focused on.
06:17We have recovered.
06:203.5 million refugees and IDPs have returned in a safe and decent way.
06:27Syria turned from a crisis to an opportunity.
06:33For many countries, we believe in human resources.
06:42Any development planning for the region that ignores Syria would be flawed and the price would be heavy.
06:53Ladies and gentlemen, these initiatives focus on the recovery of citizens in Syria.
07:02This is why we focused on safe and dignified return.
07:07We launched the initiative Syria Without Refugee Camps to end this area.
07:14We have reconstructed universities and schools to maintain education services to all Syrian citizens.
07:23And we have consolidated our values.
07:26We have consolidated the rule of law.
07:29Any attempts that violate our sovereignty, violate international law, will be stopped.
07:37Golan will remain Syrian territories.
07:41Any other attempts will be thwarted according to Security Council Resolution 497.
07:53I thank all of those who abided by the international law.
07:58And I thank those who refrained from reinterpreting Resolution 497.
08:03This resolution is clear.
08:04And I ask our partners to abide by international law and by this resolution.
08:08The world is joyed about our return.
08:13But Israel is launching attacks against Syria.
08:18There have been 500 airstrikes, more than 1,200 incursions, and 300 detentions.
08:29This is at odds with the orientation we're seeing at global level.
08:32It is reminiscent of an era that we thought it was long gone.
08:40We are committed to the 1974 agreement.
08:43We call for the withdrawal of Israeli forces to the lines of the 8th of December, 2024.
08:51We reject Israeli attempts to impose a fait accompli.
08:53We reject their aggressions, which undermines peace and security.
08:58The opportunity for peace and security is available to those who wish to live in peace,
09:03and just peace that maintains the rights of all.
09:05In conclusion, the war has taught us that truth is strong and that falsehood is weak.
09:13Syria will continue its reconstruction, will continue to restore its dignity.
09:17From this rostrum, I recited the verse in the Quran,
09:24truth has come and falsehood has vanished.
09:26Indeed, falsehood is bound to vanish.
09:28We will continue to serve our people.
09:29We will work to serve God.
09:32God will always reward you for your actions.
09:38We have generated momentum with those who supported us.
09:42We appreciate all countries that raised their flags in Damascus.
09:47We thank the international organizations that believed in partnership with us, that worked with us.
09:52We came to you at the 80th session to announce that we are back.
09:57And at the 81st session, we came to you to provide our achievements.
10:04And at the 82nd session, we will come together again to gain the fruit of strategic partnerships,
10:10partnerships that made Syria an international actor that builds prosperity, a model to lead stability,
10:19a vital part that is open to a bright future.
10:22May the peace, mercy and blessings of God be upon you.
