04:09Each institution has its own journey,
04:12its own challenges, and its own contribution.
04:14But today, we come together under one number law,
04:18The Times Healthcare Achievers 2026,
04:22to celebrate the collective strength
04:25and the excellence of Tamil Nadu's healthcare ecosystem.

04:40and the commitment each one of you have in this industry.

05:54It gives me immense pleasure to join you
05:57for the Times Healthcare Achievers Tamil Nadu 2026.
06:02And I thank the Times of India for this initiative.
06:05Tonight, we are honoring institutions and individuals
06:09who treat and heal.
06:11But I would submit that
06:12we are also honoring something larger and older,
06:15a health system
06:17that this soil has been building
06:19brick by brick for close to 200 years.
06:22Permit me a personal word.
06:25Before I am a minister,
06:27I am a doctor,
06:28something which is very close to my heart.
06:31I am an alumnus of the prestigious
06:34Madras Medical College.
06:36As a student,
06:37I walked the corridors of MMC,
06:39raised in 1835,
06:42past the portraits of teachers who taught.
06:44Even before modern medicine had its present name.
06:48Not only MMC,
06:50each and every health institution of Tamil Nadu
06:53has played a key role in making Tamil Nadu
06:56what it is today,
06:58so far as medical care and public health is concerned.
07:01A young student who joins MBBS today
07:03does not merely join a profession.
07:06He or she joins a lineage.
07:08Every person in this hall tonight
07:11belongs to this great lineage.
07:13The World Health Organization teaches that
07:16every health system rests on six building blocks.
07:19Governance,
07:21health force,
07:22service delivery,
07:23medicines and technology,
07:25financing and health information.
07:27It published this framework in 2007.
07:30My submission this evening is a simple one.
07:34Tamil Nadu has quietly built each of these blocks
07:38long before the framework was written.
07:40Several of them before the WHO itself existed.
07:45Let me prove it block by block,
07:48institution by institution.
07:49Take governance first.
07:51When the WHO was founded in 1948,
07:54the very year Britain launched its celebrated national health service,
07:58Tamil Nadu was already administering the Tamil Nadu Public Health Act 1939,
08:05the first comprehensive public health legislation in India
08:09and for decades the only one.
08:10Our statute is older than the NHS
08:13and behind the statute
08:16stands something rarer still,
08:18a dedicated directorate of public health
08:20and a distinct public health care cadre.
08:24Officers recruited,
08:25trained and promoted for the health of the population
08:28and not merely treatment of the patients.
08:31The national health policy of 2017
08:34urges every Indian state to create such a cadre.
08:38Tamil Nadu has been running one for a century.
08:40Consider the workforce.
08:42Madras Medical College founded in 1835
08:45stands amongst the oldest institutions of modern medicine in Asia
08:49and in 1875 it did something genuinely radical.
08:54It opened its gates to women
08:57among the first medical colleges anywhere in the world to do so
09:00at a time when the most celebrated universities of Europe still refused them.
09:06From Mary Scalib to Dr. Muttalakshmi Reddy,
09:09the women who trained here went on to change not only medicine
09:13but also the society at large.
09:15That same tradition later gave us the village health nurse,
09:19the quiet star of Tamil Nadu's health story,
09:22carrying care to the last hamlet,
09:24decades before community health worker became a global vocabulary.
09:29Consider health information.
09:30Between 1968 and mid-1980s in the villages of Chengalpet,
09:36this state hosted the largest community trial of BCG vaccine ever conducted anywhere in the world.
09:42Over three and a half lakh patients participated in this trial.
09:46This trial returned an inconvenient answer.
09:50BCG offered far less protection against adult primary tuberculosis than the world believed.
09:56Tamil Nadu published that answer honestly
09:58and global TB policy was rewritten because of it.
10:03Consider preparedness.
10:04The King Institute of Preventive Medicine at Gindi has been producing vaccines and Sera since 1899,
10:11a public vaccine institute half a century before the WHO was born.
10:17And when plague broke out in Surat in 1994,
10:21when international flights were being cancelled
10:23and the world's headlines spoke of panic,
10:26Tamil Nadu's Institute of Vector Control and Geonosis at Hosur
10:29sent its trained field teams including its professional rat catchers into Surat
10:35to hunt the epidemic at its source.
10:38While others were leaving the city,
10:40our men were walking into it.
10:42That is what an institutionalized public health system means.
10:46Expertise that exists before the emergency
10:48and the courage that can travel.
10:51Consider medicines.
10:53In 1994, we created the Tamil Nadu Medical Services Corporation,
10:57the warehouses and the passbook system
11:00that guarantees every essential drug free of cost in every government facility.
11:05The WHO and the World Bank documented it.
11:08State after state started adopting it.
11:11Across India, now it is known simply as a Tamil Nadu model.
11:16Access to medicines here is not a charity,
11:18but it is engineering.
11:21And consider what all this delivers.
11:23Now, the maternal mortality rate of Tamil Nadu is at 25,
11:29the level of upper-middle-income countries.
11:31Infant mortality in single digits.
11:35Institutional deliveries that are near universal.
11:38The Chief Minister's comprehensive health insurance scheme protecting families,
11:42all of it at a per capita cost
11:45that global reviewers find difficult to believe.
11:49Which is why, when the London School of Hygiene and Tropical Medicine
11:52revisited its landmark study,
11:55Good Health at Low Cost in 2011,
11:58Tamil Nadu was chosen as one of the only five case studies in the entire world.
12:03But friends, our job is not complete.
12:07We have miles to go.
12:09Our government hospitals should not be the place to go
12:12for those with no means and those who don't have any other choice.
12:16Under the leadership of our Honourable CM,
12:19C. Joseph Vijay,
12:21we are on a mission to transform our government hospitals
12:25to become the primary choice
12:27for anyone who needs quality, reliable and evidence-based medical treatment.
12:35We need to take specialty medical services
12:38to the district and sub-district level.
12:40We need to take, we need to reduce the waiting time of patients
12:44who need high-end surgeries like heart surgeries.
12:48We want to improve the patient experience in a government hospital.
12:52From having a consultation at a government hospital
12:54after getting a prior appointment
12:56to proper restrooms and cafeteria, etc.,
13:00our government has a clear task at hand.
13:03More importantly, this government clearly understands
13:07that the primary role of health ministry
13:12is not just treating and preventing diseases,
13:15but in promoting health, well-being and happiness
13:19of individuals and the society at large.
13:23Surely, Tamil Nadu is writing a new chapter
13:25in its glorious health care history.
13:27To tonight's awardees, hearty congratulations
13:32and you truly deserve every bit of it.
13:35I must add, these honours make you trustees
13:38of great health lineage of Tamil Nadu
13:41which I mentioned earlier.
13:42The frontier before us is clear.
13:45The rise of non-communicable disease,
13:47mental health, the well-being of elders
13:50and the shift this government's
13:53which is determined to lead from the front,
13:55that is, from treating sicknesses
13:58to a system that promotes health.
14:02In that mission, every institution
14:04honoured tonight is our partner
14:07and this government will walk with you.
14:10Let me close where Tamil Nadu always begins,
14:13always begins with the Thirukural.
14:152,000 years ago,
14:17Valver compressed the entire science of medicine
14:19into a single couplet.
14:26So, evidence-based medicine
14:28prescribed in seven words,
14:3020 centuries before the term was coined.
14:33Tamil Nadu has tried to practice
14:35that Kural as a public policy.
14:37Tonight's achievers practice it
14:40every day at the bedside.
14:42My warmest congratulations
