02:28A federal court has previously blocked the $100,000 payment requirement, and that court decision
02:34remains part of the ongoing legal fight.
02:38So while the administration has renewed the policy, its enforcement status remains subject
02:43to the courts.
02:44The administration says the goal is to shift the H-1B program toward higher skilled and higher
02:51paid workers.
02:52The White House says the changes have already been followed by a major drop in H-1B registrations
02:59from large IT outsourcing firms, along with a shift toward higher wage and higher skill applications.
03:06For Vance, the central argument is not that foreign workers should be excluded from the U.S.

03:13It is that the H-1B program should serve its original purpose, bringing in specialized talent
