01:18Europe wants more tourists, right?
01:20But Europeans also want more homes
01:23Can we have both?
01:24I think absolutely we can
01:26I think the volume of tourism that we have seen
01:29Increased and it's significant over the last number of years
01:32Has obviously caused some pinch points
01:34But it isn't the reason we have a housing emergency
01:37The fact that we're not building enough houses
01:39Is the reason we have a housing emergency
01:41And so when I look at tourism
01:42And I look at how reliant some of our countries are on it
01:45And some of the regions within those countries
01:47I think we need to fix the problems that arise specifically from that
01:51And not then try and actually blame something
01:53That is a positive for all of our nations
01:56Or most of our nations
01:57Sergio Gonsalves, what would be your view there?
01:59According to Regina Doherty
02:00It's not the tourism that's causing the housing problem
02:02It is the lack of actual infrastructure
02:04What's your view?
02:05Yes
02:05Actually we've seen it on my island
02:09On my region
02:09As you can understand
02:10Tourism has a big impact on the island
02:13It's our largest industry
02:15So to say
02:17And we haven't built enough houses to meet demands
02:24Over the past two or three decades
02:26So now we really need more houses in the market
02:31We need an affordable housing plan
02:34Like the European Commission presented
02:36And we need to do something
02:39To balance tourism
02:41With people living in the islands
02:45But when it comes to actual dwellings itself
02:47According to studies
02:48There are millions of empty dwellings
02:50In cities and rural towns across Europe
02:52They're just lying empty
02:53Regina Doherty
02:54So when I look at this issue
02:56As we have done over the last 20 months
02:57In the housing committee
02:58And we've visited a number of countries
03:00To reflect on the different reasons
03:02Why we're experiencing the problem
03:04But ultimately the outcome for most of us
03:06Is exactly the same
03:06We have too few houses
03:08And the ones that we have being built
03:09Are far too expensive
03:11The housing stock across Europe
03:13Of which short-term lengths
03:14Obviously does feature
03:16Is 1.2% of the housing stock
03:18The vacant stock across Europe
03:20Is nearly 20%
03:22And so that's why I think I get frustrated
03:24When I see the Affordable Housing Act
03:26Very first legislative proposal
03:28Is tinkering around recommendations
03:30For Airbnb or short-term lengths
03:32That our municipalities
03:33Our local governments
03:34Our national governments
03:35Could already have done
03:36If they wanted to do so
03:37But even with this act
03:39When it passes
03:39Won't compel anybody to do anything
03:41So it's not going to build
03:43A single house
03:43And I'm just frustrated
03:45Having worked so long
03:46With everybody accepting
03:47And acknowledging
03:48We know what the crisis is
03:50And how much of an emergency it is
03:52That this is the first reaction
03:54Of the Commission
03:54And it's not to be critical
03:56But I am genuinely frustrated
03:57Particularly when
03:59There are issues
04:00That are under the control
04:02And the regulation
04:03And the directives
04:04Of the Commission
04:04Of the Parliament
04:05Where we could actually amend
04:06Simplified change
04:08That would have
04:09An impactful outcome
04:10As opposed to tinkering
04:11Around the edges
04:12With recommendations
04:13And that just frustrates me
04:14And I know I appreciate
04:15We're here to talk about
04:16Tourism today
04:16And obviously short-term
04:18Letts has a positive impact
04:19On it
04:20And a negative necessarily
04:21Impact on housing
04:22Well it's interesting
04:23The topic
04:23Of housing
04:24Is dominating
04:25The Transport and Tourism
04:26Committee meetings
04:26As we speak
04:27Right now
04:28In the European Parliament
04:28And of course
04:29It's already one year
04:30Since Ursula von der Leyen
04:32The European Commission
04:33President
04:33Declared this housing emergency
04:35As a social crisis
04:36That we're dealing with
04:36Right here
04:37Well I think that
04:38We need to look into
04:40Funding for new houses
04:43And there is some
04:45Well the signals
04:47That the Commission
04:49Presents
04:49Are not on the right direction
04:51If we need specific measures
04:54To implement
04:54On specific regions
04:56We need funding
04:57We need the regions
04:59To participate
05:00In defining the priorities
05:02Defining the programs
05:04Implementing those programs
05:06So where does that funding come from
05:07In the Commission proposal
05:08For the next MFF
05:09For example
05:10Because we need to discuss
05:11Budget
05:11If we're discussing funding
05:13We need to discuss
05:14The next multi-annual framework
05:16So we see a centralised model
05:19That takes from regional
05:21And local authorities
05:22The ability to do it
05:24So I think that's the first
05:26Big change we need to apply
05:30In the negotiations
05:31Over the next months
05:32So that we allow regional authorities
05:36Local authorities
05:37To implement political measures
05:40To solve this problem
05:42And to build more houses
05:43To bring more houses
05:44Into the markets
05:45We've been blaming
05:46Short-term rentals
05:47But short-term rentals
05:49Have had a positive impact
05:51Not only on income
05:52For some families
05:53But also in renovating
05:56In rehabilitation
05:57Of city centres
05:59Many buildings
06:00That were obsolete
06:01That were closed
06:03And now they have
06:04An economic use
06:07And utility
06:08So it's not
06:10To blame
06:11Short-term rentals
06:12It also has a problem
06:15In inflation
06:16The prices of housing
06:19Have increased
06:20Because you also
06:21Have less stock
06:21If you have some
06:22Some of the houses
06:23In the short-term rental market
06:25That's obvious
06:26But that's not
06:27The only reason
06:28We haven't built houses
06:29We don't have programs
06:30Or financing
06:31For building new houses
06:34And people are looking
06:35For answers now
06:36I don't know if you noticed
06:37But just this very week

06:40Discussing this very issue
06:42Thousands of people
06:43Have been taking
06:43To the streets of Madrid
06:45In fact many have been
06:46Camping out
06:47Overnight
06:48Drawing attention
06:49To the fact that
06:49The situation in Spain
06:51Is worsening
06:52By day and by night
06:53They're camping out
06:54By the Puerta del Sol
06:55It seems a little bit
06:56Similar to the
06:57Indignados movement
06:58Regina Dari
06:58That we saw
06:59Many years ago
07:00So I think
07:01Just watching Spain
07:02This morning
07:03And now
07:04The decision of the government
07:05To actually potentially
07:06Ban evictions
07:06For a three year period
07:08Is a direct response
07:09Of the inaction
07:10That we've seen
07:11By governments
07:12Arising from something
07:13That we all have called
07:14A crisis for a number of years
07:15I don't think
07:16There's a single country
07:17In Europe
07:18That isn't suffering
07:18From not enough houses
07:20Being built
07:21And there's a whole load
07:22Of reasons for that
07:23But even the ones
07:24That are being built
07:24For them being far too expensive
07:25For our young people
07:26To be able to be afford
07:27We know that
07:28With people who have
07:29Long term rentals
07:30Don't have the same
07:30Security of tenure
07:31That they do in other countries
07:33But these are things
07:34To be fixed
07:34By national parliaments
07:36And I think maybe
07:37Some have been more active
07:38In doing so
07:38Some less so
07:39As you can see
07:40From Spain today
07:40But none of that
07:41Is going to be directed
07:42From a European commission
07:43And as Sergio said
07:44If times were normal
07:46We would be having
07:47A conversation
07:47As to how much
07:48Of the MFF
07:48Is going to be aligned
07:49For social cohesion
07:51To build houses
07:52Particularly social
07:53And affordable houses
07:54For all of our citizens
07:55But as we all know
07:56We're having an entirely
07:57Different conversation
07:57As to how we're going
07:58To get a smaller budget
07:59To stretch much farther
08:00For things like
08:01Defence and security
08:02And housing is going
08:03To form part of
08:04A smaller budget
08:05And people can decide
08:06What they want to do
08:07With themselves
08:07That's not instructive
08:09And that's not really
08:09Leadership and showing
08:10Guidance I think
08:11And when it comes to
08:12These short term lentils
08:13Do we need a proper
08:14Definition for what
08:15They are
08:17Well I think the
08:18Definition exists
08:19But the thing is
08:21Or the issue is
08:22That it affects
08:23Different regions
08:25Different cities
08:26In a different way
08:28Not all regions
08:29Not all member states
08:30Are the same
08:31Are you in favour of them?
08:32I'm from
08:32I'm from
08:32Madera Island
08:33Tourism is important
08:35As I mentioned
08:36Before
08:36We're not
08:38In the
08:38Well
08:39In the same stage
08:40As Spain
08:41At the moment
08:41Having
08:43Public
08:44Demonstrations
08:45Against
08:45Tourism
08:46But how do your voters
08:47Feel about the
08:48Short term lentils
08:48If you look at the
08:49Recent survey
08:4990% of Madeirians
08:52Think tourism is positive
08:54And it's important
08:55For the island
08:56And for the economy
08:57But 54% of them
08:59Consider that we have
09:00Over tourism
09:01At the moment
09:02At the island
09:02And this is changing
09:03We're famous
09:04For our hospitality
09:05For promoting the island
09:09For enjoying having
09:11Tourists on the island
09:13And welcoming them
09:15But now there is this
09:17Feeling that we already
09:18Have over tourism
09:19And it also has to do
09:20With social issues
09:21With the lack of housing
09:22And the lack of measures
09:24To build houses
09:25And as Regina just mentioned
09:26We're building new houses
09:28But the prices are not
09:30Affordable for locals
09:32So it's impossible
09:33To compete
09:34When we're building houses
09:35And then we have
09:36For example
09:36American tourists
09:37Buying those houses
09:39And not locals
09:40Young people
09:41There is no social housing
09:43A few
09:45600 houses
09:46Have been built
09:46Over the last three years
09:48Also with the
09:49IRF funding
09:50Otherwise we wouldn't

10:19We need more data

10:25Because it's different
10:27As I mentioned
10:28In the beginning
10:28Not all regions
10:30Are the same
10:31And this doesn't
10:33Impact all regions
10:34The same way
10:35And to gather data

10:36We've seen Croatia
10:37Implemented its tourism act
10:39In order to be able
10:39To measure the impact
10:40Of course this over tourism
10:42Is having on their
10:43Environment
10:43And sustainability
10:44Is that something
10:45You'd like to see
10:46All over the view
10:46I think
10:47You see again
10:48Different regions
10:48Are experiencing
10:49Different issues
10:50And so it's really
10:51Understandable when I hear
10:51Sergio saying
10:52That there's young people
10:53In his area
10:54Who obviously
10:55Welcome tourists
10:56But are frustrated
10:58About the fact
10:59That there's houses
11:00Being rented out
11:00And they don't have
11:01The houses to be able
11:02To buy themselves
11:02If there were houses
11:03Being built in Madeira
11:04In Portugal
11:05In excess of what's needed
11:06For the tourism industry
11:07We wouldn't be having
11:08This conversation
11:08If there was enough
11:09Houses being built in Ireland
11:11As there should be more
11:12Being built
11:12I probably wouldn't
11:13Be here having this
11:14Conversation
11:14We wouldn't have
11:15A housing committee
11:15But now I've seen
11:16You've both got warmed up
11:17You've got plenty to say
11:18We'll just take
11:19A little break

11:29And see how you actually
11:31Point at each other

11:40I would ask a question

11:44Political family

11:45So you've been arguing
11:47That you should spend
11:48More on competitiveness
11:51On defense
11:52While also opposing
11:54To new resources
11:56And shifting funding
11:58Away from social priorities
12:00You have been a former minister
12:04And specifically for social protection
12:07Is this something
12:08That you envision
12:10Envisaged for the next MFF
12:13This shift
12:14And the different priorities
12:16That we have at this moment
12:17That are harming social priorities
12:20And taking funding away from them
12:22So it's a very good question
12:24And you obviously
12:24Even though we've only met today
12:25You know me so well
12:26I am a former social affairs minister
12:30In Ireland for five years
12:31The particular issues
12:33And particularly the pillar
12:34Of social rights
12:34Is incredibly important to me
12:36But these things
12:37Don't happen by accident
12:37They happen with money
12:38They happen with targets
12:40They happen with ring-fenced money
12:42And as you're aware
12:43And I'm sure this happens
12:43In other parties too
12:45I find myself on the opposite side
12:47To my party
12:48With a lot of these social issues
12:50And I really believe
12:51We can actually have competitiveness
12:52And investment
12:53By also investing in our young people
12:56By addressing the poverty gaps
12:57By making sure that people
12:58Have a roof over their head
12:59Somewhere to call home
13:01They're not mutually exclusive
13:02If we don't look after
13:03The young people today
13:04With the youth guarantee
13:05Of 20 billion
13:05We're going to have nobody
13:06In 20 years time
13:07To pay the pensions
13:08Of the people like me
13:09Who will be retired
13:10In 20 years time
13:11And so they're definitely
13:12Not mutually exclusive
13:13So I'm not really
13:15Probably answering the question
13:16Except to say
13:16I do find myself
13:17Not only trying to convince
13:19My EPP colleagues
13:20Of the merits of supporting
13:22The social issues
13:22That I believe in
13:23But then sometimes
13:24Find myself voting against them
13:26Which I'm happy to do
13:27Because I live with
13:27My own conscience
13:28And I really know
13:29What the right thing to do is
13:30And do you lose friends
13:31Because of it?
13:32Do you know
13:32As you know what politics is like
13:34Sometimes you do
13:35Sometimes it'll last for a few days
13:36Sometimes it might last longer
13:38But you know what
13:39Doing the right thing
13:40There's never a wrong time
13:41To do the right thing
13:41So that's just the way

13:59Our heart and soul
14:00Into recognising
14:01What the top
14:02Maybe three or four
14:03Issues
14:04Big ticket issues
14:04That the commission could do
14:06And then the commissioner
14:07Came out last week
14:08With the housing act
14:09Kind of tinkered around the edges
14:10How do you think
14:11We can better work together
14:13As the centre group of parties
14:15To make sure
14:15We actually deliver
14:16A piece of legislation
14:17That's going to make sure
14:19It's easier to build
14:20Build, build
14:21And not
14:22Not do the easy stuff first
14:24Well I think we share
14:26The frustration
14:27You mentioned
14:28Being a member
14:28Of the special committee
14:30On housing
14:31I'm not on that committee
14:32As you know
14:33But we discussed it
14:34In the trend committee
14:35On transport and tourism
14:37And I totally agree
14:38That we need to do more
14:39And this proposal
14:42From the commission
14:42Lacks ambition
14:43So we need
14:46Specific funding
14:47For housing
14:48We need
14:48The decentralised
14:50Model on the MFF
14:51As I mentioned
14:51To allow regions
14:53And local authorities
14:54To participate
14:55And to define
14:56Their own priorities
14:58On several issues

15:01Of course
15:02Are one of them
15:03I think there are
15:04Some good signs
15:06In the act
15:08For example
15:09Reducing complexity
15:10Cutting red tape
15:12For example
15:14With regards
15:14To state aid
15:16So having the exemption
15:18For affordable housing

15:21That's very important
15:22But then we need
15:23We cannot discuss this
15:24Only focusing
15:26On tourism
15:27Specifically
15:28On short term rentals

17:06I didn't do it earlier on
17:06The changing of the
17:07Stay date rules
17:08Is a game changer
17:09Particularly for municipalities
17:10To be able to afford
17:11To financially support
17:13Social and affordable homes
17:15In our member states
17:16But there is so much more
17:17To be done
17:19And I think I'm just frustrated
17:20At the pace
17:22At which we're doing
17:23And I'm sure
17:23Our viewers are too
17:24Especially those out
17:25Protesting this week
17:26In Madrid
17:26Sleeping in tents
17:28In fact
17:28By the Porta del Sol
17:29Very reminiscent
17:30Of the days
17:31Of the Indignado movement
17:32Many, many years ago
17:34But now we have heard
17:35From our MEPs
17:37And I'd like to bring in
17:37Another view
17:41So for our quote
17:43Of the week
17:44On this edition

18:20We have one airport

18:28Distance by ferry
18:29And we have lots of
18:32Constraints at the airport
18:33Due to the high winds
18:35That we get
18:36Due to the global warming
18:38And climate change
18:39And that is something
18:40That we need to find
18:42Alternatives
18:42I also believe that
18:46And going slightly
18:49Into a different subject
18:50We have a strategy
18:52For the outermost regions
18:53Which I will also be
18:54The rapporteur
18:55For the parliament
18:57And I think that we can
18:59Take advantage
19:00Of these regions
19:01As laboratories
19:03To test new technologies
19:04To test new solutions
19:06That then we can export
19:08To the other member states
19:10And it's something

19:40There is global warming
19:41But still Europe is very diverse
19:43So it's an issue
19:45And we need to address
19:46But also with a local perspective
19:48And respecting the principle
19:50Of subsidiarity
19:51But now we just take
19:52A little break
20:01Another island witnessing
20:02Global warming is Ireland
20:03Of course
20:04We're seeing temperatures
20:05And beaches flooded
20:06Almost looks like Portugal
20:07Now the beaches of Ireland
20:09But the country is clearly ready
20:11I'm somebody that's old enough
20:12That when I was
20:13In my 20s and 30s
20:15You went to Portugal
20:16Greece, Spain
20:17And your holidays
20:18Like that's where you went
20:19Because we didn't
20:19It rained all of the time
20:21In Ireland
20:21Right
20:21And so the only place
20:22You're getting a bit of freckles
20:23Is going away
20:25Not anymore
20:25This year we had
20:26An amazing summer
20:27But it was
20:28What we would expect
20:29A normal summer
20:30To be in Portugal
20:32And I went to Athens
20:33For five days
20:34With my husband
20:35To see the Acropolis
20:36And it was 38 degrees
20:37Every day
20:38Which rendered
20:39The holiday
20:40Nearly impossible
20:41So if you didn't
20:42Stay beside the sea
20:43To jump in and out
20:44Every 10 or 15 minutes
20:45You just weren't coping
20:46That's a far greater threat
20:48To our tourism industry
20:50On the entire continent
20:51Of Europe
20:51Than Airbnb
20:52Or short term
20:53Letts will ever be
20:54And yet now
20:55We're only going to start
20:56Having that conversation
20:57And maybe it's
20:57That's the thing
20:58It's no longer a priority
20:59It's no longer a political priority
21:00Despite the fact
21:01That it's now September
21:02And it's 30 degrees
21:03In Brussels this week
21:04I know
21:04So when I see us talking
21:07About 1.2%
21:09Of the entire housing stock
21:11Is a problem
21:12When we actually
21:13Should be really talking
21:13And concentrating
21:14On the real issues
21:15Because I mean
21:16Ireland as a nation
21:17Is an island native
21:18We didn't have tourism
21:19One of our pillars
21:20Of our economy
21:21Would literally fall flat
21:23You're the same
21:24The real threat to that
21:26And actually maybe
21:27It's of Ireland's benefit
21:28And when you can't go
21:28To Portugal on your holidays
21:29Anymore
21:29You'll be able to come
21:30To Ireland
21:31Because it will only be
21:32In the 20 degrees
21:33But it's an enormous problem
21:35That we have to address
21:35And I don't think
21:36We've actually even started
21:37Having that conversation
21:38And of course
21:38The trends are changing indeed
21:40When it comes to travel preferences
