11:27So you can say well, upgrade electricity consumption per person in Africa was much higher than in India
11:35or Southeast Asia. Today Africa consumes only half as much electricity per person in India
11:43and about roughly 70% less in Southeast Asia. While those regions use rapidly expanding electricity supply
11:57to support economic transformation, Africa's pathological electricity consumption has been effectively stagnant
12:05for more than three decades. The megawars firing an industrial cluster creates different economic mass flow from a megawars
12:15that simply addresses household consumption. Africa therefore must require an energy strategy connected directly to its
12:29We should begin to think in types of energy for economic density, power concentrated around industrial
12:38corridors, agricultural processing zones, mining centers, technology, clusters and major cities
12:48Our energy system should actually become platform from which other industries can go
12:54So we must stop exporting our raw materials and only export finished goods. What is the only way we can
13:02create jobs and prosperity in our country
13:06Perhaps the most important element of new compact is the relationship between government and private enterprise
13:14The debate is sometimes presented as though we must choose between the state and the market
13:23Africa means both. The private sector cannot build efficient economies where public institutions are weak
13:31And governments cannot create prosperity at scale without entrepreneurs, inventors and competitive businesses
13:40The challenge is not deciding which side should lead
13:47It is a design, it is a design, it is a designing institutions that allow both to succeed, both to
13:57succeed at what each other does best
14:00Government are best in policy formulation, entrepreneurs are best in taking calculated risks and making prosperity happen
14:11Government establishes the rules, maintain stability, build public infrastructure and protect the integrity of markets
14:21Businesses take risks, allocate capital, innovate, build enterprises and create employment
14:29When this rules reinforce each other investment expands
14:34When the war against each other capital becomes very defensive
14:40Most valuable incentives the government can offer for our regressor is not necessarily a tax compensation
14:50It is the confidence that tomorrow's rules will bear a reasonable relationship of today's decision
14:58A changing global order also requires a more deliberate African approach to international partnership
15:06Africa should not engage every major economic center
15:12We need investment, markets, technology, partnership from across the world
15:21But the quality of those relationships should increasingly be judged by what they enable Africa to become
15:27A good partnership should allow African capability to deepen our skills, expand our productive infrastructure
15:37To strengthen our local enterprise
15:40Connect African economies to technology and global markets
15:45And as much as possible, locate a greater share of global value chain
15:51On our continent
15:53Africa should not approach the emerging global order asking where we fit into somebody else's setting
16:03We should define our own economic destination and then build partnership capable or calculus
16:10To reach there
16:12Your excellencies, distinguished ladies and gentlemen
16:15The global tablets we see today may continue for some time
16:21Africa cannot determine every event occurring beyond our shores
16:27But we must, and I repeat, but we must and can't determine how exposed our economies are to those events
16:36We can't determine whether our sources meet the continent latterly in their original form or become the foundation of sophisticated
16:47industries
16:49We can determine whether its full national markets remain economically fragmented or gradually become a continental production system
17:01We can't determine whether the world's youngest continent becomes primarily a market for other people's products or a major center
17:22for global production and innovation
17:24This is the choice contained within Africa's main world
17:29As you think of 2020, we are only 24 years between now and 2014
17:37Africa should be the supplier of food, supplier of mineral sources, finished goods to the rest of the world
17:48The world around us today is being reorganized and this gives Africa a rare opportunity
17:55We do not have to inherit a place in a new global economy
18:02We can design it and perhaps that should be the ambition that brings governments, businesses and our development partners together
18:12Not simply to secure Africa's share of global growth
18:17But to enlarge Africa's capacity to create growth
18:22I must really find our leaders for creating a bank like Aprixin Bank
18:29Because a lot of countries could have gone into deep trouble without Aprixin Bank
18:40I can also testify to that without Aprixin Bank and other banks
18:46There is no way we would have been where we are today
18:50Mr. George, I want you to thank you and my organization for making this happen
18:55But most importantly the vision of our business
19:00For you banks will not, and I repeat, will not be the ones to develop our continent
19:10Only Afrikans can develop Afrika
19:13Not anybody else
19:16Afrikans must work together to develop Afrika

20:14I know that creating prosperity, creating jobs and also setting the place to be secure
20:24Which means bringing in security can only happen if we create jobs
