00:01John Hudson with the Washington Post.
00:02Mr. Secretary, will the State Department continue telling foreign governments not to facilitate
00:06Maria Carina Machado's return to Venezuela and a bigger societal question?
00:10What are you saying?
00:10You're talking like an auctioneer.
00:12Slow down.
00:12I'm just trying to make sure I get everything in.
00:16He's talking fast.
00:17He's trying to get another question in.
00:19What was your first question?
00:20That is correct.
00:22Will the State Department continue telling foreign governments not to facilitate...
00:26Who told you we said that?
00:28That's widely reported at this point.
00:30It is?
00:30By who?
00:31Who widely reported that?
00:32The Wall Street Journal has...
00:34So if it's in the newspaper, it's true?
00:36Because I can show you a lot of articles that are in the newspaper that are not true.
00:40So this is...
00:41I always love these stories.
00:42You guys get somebody to tell you something, then you report it.
00:45So now it's an established fact, and then you ask me about it as if somehow I'm responding
00:48to something that's been factually proven.
00:50I don't know what you're talking about.
00:52Honestly, I don't know your...
00:53Just because you guys report something doesn't mean it's true.
00:56You know this, right?
00:57I'm sure you know this.
00:58Okay.
00:58So the premise of your question is not true.
01:02We've never asked anyone not to let anybody else in anywhere in the world.
01:05I've told you...
01:06I've said this repeatedly about...
01:07So I don't even...
01:08I don't know how to answer a question that's based on something that is false.
01:12Well, how about a bigger societal question on artificial intelligence.
01:17Ah.
01:18Where do you stand on the government's role...
01:19It's called super intelligence.
01:21I figured you might challenge that language.
01:24Where do you stand on the government's role in preventing frontier labs from threatening
01:29the future of the human race?
01:31And Mr. Minister, where does Greece and the European Union stand on regulating American AI
01:37companies?
01:37Well, we have a...
01:37Just on super intelligence...
01:39It doesn't matter where I stand on it.
01:40It's not about where I stand.
01:41Where's the U.S. government?
01:42The U.S. government has set up a process, as you know.
01:45Jay Clayton is running that task force and it's going to establish how the U.S. is going
01:49to interact with attempts to regulate, attempts to mitigate against the potential downsides
01:56of super intelligence, but also the ability to benefit from the good things that it's going
02:01to do.
02:01So we've got a task force set up that he's chairing and it has a good group of people
02:06involved in it.
02:06And there's where you're going to find the...
02:08And look, this is a new issue.
02:10I mean, it's not a new issue, but it's an issue that's rapidly evolved in terms of the
02:13consciousness of people and nation states having to address it.
02:16And we've set up a process to do that as far as the U.S. response is concerned.
02:21And we'll work very closely with our allies around the world as well.
02:24So I would just refer you to that process and that task force as it begins its work.
02:27You saw what the president did last week when they had a gathering of all the leaders in
02:32that field.
02:33They had a joint declaration that sort of laid out some very broad outlines as to how we're
02:37going to approach this.
02:38And the goal is this, as best I could describe it in the most simplistic terms.
02:43Super intelligence is going to happen, or what people call AI, is going to happen.
02:47Okay?
02:47It's happening already.
02:48Here's the question.
02:49How do we take the positives of it and harness it in a way that serves the interests of our
02:54country?
02:54And how do we mitigate or prevent the dangers of it?
02:58And to begin, you have to understand what are the potential benefits and what are the
03:01potential downsides?
03:02And then what role can government play in terms of a regulatory structure to influence
03:07those two things?
03:08You know, highlighting and making sure the positives are enjoyed by...
