07:29lock days and France has a half term coming up in the coming weeks.
07:34So that could be a factor which could make things slow down a little bit.
07:38Okay.
07:39It's down this jump.
07:39Thank you so much for your live broadcast there from the capital of France from Paris.
07:44But now we can head to Athens where the Secretary of State from the US Marco Rubio
07:48has arrived for the sixth round of the US Greece Strategic Dialogue up for discussion
07:53security, defense and energy.
07:56And speaking just last night in Athens Marco Rubio said Europe needs to quote
07:59Wake up from its long slumber
08:01For more we can head over to Athens
08:03And bring in our correspondent Faye Duclery
08:06Good morning Faye
08:07So quite an America first speech last night
08:09With quite a dig at Europeans
08:11To spend more on defence
08:13Tell us more
08:16Good morning Maeve
08:17Marco Rubio is calling again on European countries
08:20To take on a greater responsibility
08:22For defending their own defence
08:25And he singled out Greece as an example
08:27Speaking yesterday alongside
08:29The Greek Foreign Minister
08:32He praised Greece
08:34Because the country is about
08:35To spend 5% of its GDP this year
08:39On defence
08:41With 3.5% solely on core defence
08:45Speaking under the Parthenon
08:46In the afternoon
08:48Rubio linked the war in Ukraine
08:51The situation in the Middle East
08:53The situation in the Red Sea
08:55And the Strait of Hormuz
08:56With greater need of Europe
08:59To start defending more the continent
09:02And spending more on defence
09:04And he warned Europe
09:05As you said
09:07To wake from its long slumber
09:09And strengthen both its defence
09:12And industrial base
09:13And Faye
09:15The trip comes during
09:16Quite a scandalous controversy
09:18If you like
09:18Over the US ambassador to Greece
09:19Tell us more about that
09:22Yes that was one of the highlights
09:25Of the visit
09:25I would say
09:26An American colleague
09:27Asked you in the Prince Conference
09:29Marco Rubio
09:30About the Wall Street Journal report
09:34Concerning the American ambassador
09:36Kimberly Guilfoyle
09:38According to the Wall Street Journal
09:40Some weeks ago
09:41In March
09:42During a dinner
09:43With Greek and American officials
09:45Kimberly Guilfoyle
09:47Referred to the fall
09:49Of Romania's government
09:50Saying allegedly
09:52That the United States
09:54Had something
09:55Implying better
09:56That the United States
09:57Had something to do with it
09:59And saying
09:59Allegedly again
10:00That the United States
10:02Can do that
10:03With all the governments
10:04Even in Greece
10:05As you can understand
10:06This caused quite a noise
10:09Here in Athens
10:09And of course
10:10In Bucharest
10:11For some days
10:13And some analysts
10:15Even linked
10:16The timing of the visit
10:17To this situation
10:19But Marco Rubio
10:20Yesterday
10:21Rejected all these allegations
10:23He said that they were false
10:25And he gave full support
10:28To the American ambassador
10:29In Greece
10:30Saying that she's doing
10:32Her job great
10:33Okay
10:34Fado Clary
10:35Thank you so much
10:36For that live broadcast there
10:37From Athens
10:38This morning
10:39And moving on now
10:40Brexit is back
10:42On the political agenda
10:43After the UK Prime Minister
10:44Andy Burnham
10:45Who's actually in Berlin today
10:46Said he would weigh
10:48A range of options
10:49For the future relationship
10:50With the European Union
10:51Including
10:52The possibility
10:53Of rejoining
10:54Intense talks
10:55On resettling
10:56The relationship
10:56Between both sides
10:57Continue
10:58Ahead of a summit
10:59Expected to take place
11:00Here in Brussels
11:01Next month
11:02Euronews's Marid Gwynn
11:04Spoke to the UK Minister
11:05For European Relations
11:05That's Hamish Falconer
11:06Who's actually in Strasbourg
11:08This week
11:08And she began
11:09By asking him
11:10If Andy Burnham's remarks
11:12Had radically changed
11:13His mandate
11:14As the UK's chief negotiator
11:15With Brussels
11:18My Prime Minister
11:18My Prime Minister set out
11:19A very ambitious approach
11:21Last week
11:22He believes
11:22That the current relationship
11:24That we have
11:25Is not good enough
11:26And I totally share that
11:27And that's what I've been discussing
11:28With colleagues today
11:29I've seen
11:30My counterpart
11:31The Commissioner
11:32Sechevich
11:33Here
11:33As well as
11:34Many colleagues
11:34In the European Parliament
11:36I am ambitious
11:37As is the Prime Minister
11:39To go further
11:40And faster
11:41With the European Union
11:42We are eternal neighbours
11:45We have real shared interests
11:47And we're looking
11:48At this relationship
11:49With a real range
11:51Of determination
11:52And ambition
11:53What does that mean then
11:54Minister
11:55For this UK EU summit
11:56That we're expecting
11:57As soon as November
11:58Do you expect
12:00To simply sign off
12:01On the deals negotiated
12:02By the previous government
12:03Of Keir Starmer
12:04Or can we expect more
12:05And can we expect Burnham
12:07To lay out
12:08A more long-term vision
12:10In November
12:11So we haven't yet
12:13Confirmed the date
12:14Of the summit
12:14But we hope to be able
12:16To do so soon
12:17I want the most ambitious
12:18Possible package
12:19Of course
12:19We've been conducting
12:21Negotiations
12:22On a range of issues
12:23Including
12:25Food
12:25Electricity trading standards
12:27Youth mobility
12:28But we want to go
12:30Further and faster
12:31As I said earlier
12:32And so I'm not going to get
12:34Too drawn
12:35Into the detail
12:36Of the negotiations
12:36All I'll say is
12:38There's a real shared sense
12:40Both between me
12:41And my colleagues here
12:42Have a desire to bring
12:43Britain back closer
12:45To the European Union
12:46And be as ambitious
12:47As we possibly can
12:48And in answer
12:49To your specific question
12:50Yes I expect
12:51That my Prime Minister
12:52Will set out
12:53In more detail
12:54Some of the views
12:55That he talked about
12:56In our conference
12:58Last week
12:59Around the time
12:59Of the summit
13:01I appreciate
13:01I appreciate you
13:02Can't answer the details
13:03Of these
13:04Negotiations
13:05But I want to ask you
13:06About Made in Europe
13:07Because I understand
13:08That for your government
13:09The UK's inclusion
13:10In the Made in Europe
13:12Industrial policy
13:13In order to avoid
13:14UK industries
13:15From being shut off
13:16The European market
13:17Is a major priority
13:20Do you see
13:21That a deal
13:22On that
13:22Could be close
13:23Look I think
13:24It's worth saying
13:25At the outset
13:25That the industries
13:27That have lobbied me
13:28With the most enthusiasm
13:30Are European industries
13:32And there's such a clear sense
13:34That the European industrial base
13:36Is shared
13:37We're the second largest
13:38Export market
13:40For the EU
13:41We're the largest
13:42Recipient of new EU vehicles
13:44Many of which
13:46Are partially constructed
13:47In the UK
13:47It would not be
13:49In either of our interests
13:50To see new barriers
13:52Arising in
13:53Our economic relations
13:55It is so strongly
13:57In EU and UK interests
13:59That the existing
14:00Strong arrangements
14:01That we have
14:01Are sustained
14:02And in terms of
14:03The concessions
14:04That you're willing
14:05To make
14:05In order to gain access
14:06And be included
14:07In that policy
14:08You know
14:09How far are you
14:10Willing to go
14:11So I think
14:12As I said
14:13I don't want to talk
14:13Too much about
14:14The detail of the negotiations
14:15But just in general
14:16We've got very clear
14:18Legally binding
14:19Arrangements
14:20Which govern
14:21The way in which
14:21The UK and EU markets
14:23Are so closely integrated
14:24That's the TCA
14:25That provides
14:27Strong protections
14:28To both sides
14:29On rules of origin
14:30And all sorts of other things
14:31It is the underpinning
14:34Of a really important
14:35Shared industrial base
14:36If we were to fracture
14:38That industrial base
14:39That would simply mean
14:40A weaker Europe
14:41Both in the UK
14:42And in the EU
14:43So I don't think
14:44Talking about
14:45Sort of concessions
14:46Is quite the right place
14:46To start
14:47This is a shared
14:48This is a shared
14:48European industrial base
14:49We face shared
14:51Common challenges
14:52Which I've been very pleased
14:53To discuss
14:54For so many of my counterparts
14:55Here today
14:56I think
14:57It is vital
14:58That we don't do things
14:59To make European industry weaker
15:05And staying in Strasbourg
15:06MEPs from the left wing
15:08Of the European Parliament
15:09Have come up with
15:10A new proposal
15:10They want to slash
15:12Their net salaries in half
15:13From €8,800 per month
15:16To €4,400
15:17For more
15:18We can head over
15:19To Strasbourg
15:20And speak to Mark Bottenga
15:21Belgian MEP
15:22From the left
15:23And actually
15:23One of the authors
15:24Of this proposal
15:25Good morning Mark
15:26Thanks for joining us
15:27Tell us more
15:27About your idea here
15:32Well the idea is
15:32Very
15:33I mean as you know
15:34That the salaries
15:34For members of the European Parliament
15:36Also members of the Commission
15:37Are extremely generous
15:38You know
15:39They can go up to
15:4013,000-14,000 euros a month
15:41Easily
15:42Without even
15:43The additional allowances
15:44And so the question here
15:46Is in a situation
15:47In which many people
15:48Struggle to make it
15:48To the end of the month
15:49Perhaps it is time
15:50To say
15:51Listen
15:51We're going to cut
15:52These salaries a little bit
15:53In order to bring them
15:54Down to earth
15:55And in order for MEPs
15:56To you know
15:57Realize perhaps
15:57A little bit more
15:59What the regular European
16:00Is going through
16:01But I'm sure
16:02This proposal would face
16:03A lot of opposition
16:04There in the Parliament
16:05Among MEPs
16:06So what can you actually
16:07Really change?
16:11Well I think it's important
16:12To put that
16:13Discussion out there
16:14That's the first thing
16:15Obviously
16:15You know
16:16People are shouting
16:17Populism
16:18People
16:18But I think
16:19It's very important
16:19That when
16:20Also for the outside
16:21When people see
16:22That you know
16:23Members of the European Parliament
16:24The European Commission
16:25They're very happy
16:26To discuss anything
16:27Like they can
16:28They can discuss
16:29Cutting the European
16:29Social funds
16:30The cohesion funds
16:31The regional funds
16:32Whatsoever
16:32All of this can be discussed
16:33But when it's about
16:34Themselves
16:35When it is about
16:36You know
16:36Their own privileges
16:37Their own salaries
16:38Then suddenly
16:38Oh no
16:39This cannot even be discussed
16:40So I think it's good
16:41To put that out there
16:42Especially today
16:43When we have this energy crisis
16:44You know
16:44When many of us
16:45Are afraid to go
16:46Actually
16:47You know
16:47Go up
16:48Get your
16:49Your fuel
16:51Do your groceries
16:52And whatever
16:52So I think that would be
16:53A really important signal
16:54And I've seen some critics
16:56Say this is a populist stunt here
16:57What would you say to them?
17:02Well you know
17:03I would say
17:03Why haven't they
17:04Is the only thing
17:05The only thing
17:06They're stressed about
17:07Is their own salary
17:07Their own privilege
17:08For the rest
17:08They're very happy
17:09To discuss anything
17:10As I said
17:10Secondly
17:11I do believe
17:12That the way you live
17:13Influences the way you vote
17:15And the kind of proposals
17:16You make
17:16You know
17:17If you yourself
17:18Have no clue
17:19What it means
17:19To be scared
17:20To you know
17:21Pay for fuel
17:23To pay for groceries
17:24What so ever
17:25You know
17:26This is going to have
17:27An impact on the priorities
17:28And on the proposals
17:29You're going to make
17:30In parliament
17:31Or at the level
17:32Of the European commission
17:33You know
17:33You're not going to consider
17:34The energy crisis
17:36Terribly horrible
17:37If you don't feel it yourself
17:38A little bit at least
17:39You know
17:40So in this sense
17:41I would say
17:42You know
17:42Maybe it's time for you
17:44To get out of your bubble
17:45And realise what's going on
17:46Outside
17:47And if you want to lead by example
17:48Of course
17:49Why stop at the salaries
17:50As you said
17:50MEPs also get big allowances
17:52Should they be looked at too
17:57Oh absolutely
17:58I think there's a number of things
17:59We should be looking at
18:01I mean we've got different proposals
18:02As well
18:02There's also the transitional allowance
18:04So when MEPs leave parliament
18:06They get this transitional allowance
18:07You know
18:08We'd say
18:08Why don't you just integrate
18:09You know
18:10National unemployment schemes
18:11Because there's a lot of pressure
18:12On unemployment schemes
18:14At national levels
18:15Also pushed by politicians
18:17But then they themselves
18:18Are exempt from those schemes
18:20So I think there's a number of things
18:21That we can tackle
18:22Also on the additional allowances
18:25Why should that be
18:26Just a fixed amount
18:27Shouldn't that be linked
18:28To what you're actually spending
18:29You know
18:30All of these matters
18:31Are on the table
18:32And need to be put on the table
18:33And that's what we're doing right now
18:35Because we're saying
18:35It's time to burst this bubble
18:37A little bit
18:37People are angry outside
18:39And they're angry
18:40At decisions that have been made
18:41In this parliament
18:42And by this commission
18:43And in order to break away
18:45With that
18:45To do away with that
18:46Sorry
18:47I think this is a good first step
18:49Well people are certainly angry
18:51Mark Patengo
18:52We see protests
18:53From Madrid
18:53To Paris
18:54And of course
18:55Brussels bracing itself tomorrow
18:56For a national strike
18:57Thank you so much
18:58For your time this morning
18:59And for joining us on
