00:00With the outstanding monies paid to the Pantrin-Bago-Tobago region last Thursday,
00:06Chairman KDM Moore told TV6 News a proposal for Pan on the Road Carnival Saturday
00:12will be submitted to the Tobago Festival's Commission for consideration.
00:17Decided yesterday at the meeting that we will go ahead and do
00:20steel pan and powder for the 31st, that's the Carnival Saturday.
00:24We'll have to go back to the Festival Commission with the proposal.
00:27We could be able to work out something from there.
00:29Maybe tomorrow or Tuesday.
00:31A change of heart by Pantrin-Bago-Tobago region.
00:35Mr Moore explained the pan and powder on the road on Saturday, October 31st
00:41would showcase a tribute to the late Mighty Sparrow.
00:44Steel bands will be playing the Mighty Sparrow's music on the road.
00:49When we made the decision, of course, it was tough, as indicated before.
00:53We received the payment.
00:56We are now able to pay outstanding persons that they would have owed, like their service providers.
01:03The persons from the steel pan diaspora and even the steel pan community have been reaching out.
01:07Although they understood the situation, they stood in solidarity with us, but they were really calling for pan and powder.
01:14I mean, I really tried my best because, I mean, I really want to see steel pan on the road
01:18just to give a carnival because, I mean, they can't really have a carnival and not have steel pan included.
01:24Chief Executive Officer of the Tobago Festival's Commission Limited, Kern Cowan, told TV6 News it was always the commission's intention
01:33to pay Pantrin-Bago.
01:35We are happy because, I mean, that was always the plan.
01:38It was always in the making.
01:39So it didn't take a strike to make it happen.
01:42It took due diligence and part of what we were already going to commit to do to make that happen.
01:47And we are already in conversation with Pantrin-Bago and we are waiting on some good news in the next
01:53couple of days.
01:54TV6 News spoke to Mr. Cowan during a walkabout in Scarborough along with October Carnival stakeholders to verify the October
