00:02The ACT Human Rights Commission is dealing with more complaints than ever.
00:06We have seen an increase in complaints this year about 20 per cent on the previous year,
00:12about 50 per cent over the last two years, so that's a big jump.
00:16Complaints about abuse, neglect and mistreatment of older people and people with a disability
00:20across a range of settings has increased by 33 per cent.
00:25Sometimes that's what we call carer wear and tear, people being really under pressure
00:31because as we know some of the other systems around them are not working properly.
00:34Recent changes in aged care and the NDIS have exacerbated the issue.
00:39We know that carers are the people that are the backstop when systems fail.
00:45When those community based systems fail or have gaps, it falls to carers.
00:49Complaints from Aboriginal and Torres Strait Islander people have gone up by 50 per cent,
00:54but those on the front line say the reality is much worse.
00:57I see there's still a gross underrepresentation from what I hear on the ground and what I see.
01:06Many people are fearful of speaking up.
01:08I just think for Aboriginal people it's quite difficult and there's also a trust relationship,
01:17you know, you've got to build that trust.
01:19Advocates say the increase in complaints show the process is working but there's still more to be done.
01:25A bit more promotion and trying to get people to understand that this is to support them.
01:33Giving a voice to those who need it most.
01:35Blast.
01:37And a good start.
01:38The first time is a test.
01:38The first time is a test.
01:39The first time is a test.
01:39The second time is a test.
01:40In my mind is a test...
01:41The first time is a test.
01:41You
