00:00When I stepped into this role as Chief Executive of H.D.Corp, I inherited a heavy ledger of broken
00:07trust.
00:08Let us be very clear about what is at stake.
00:11H.D.Corp is entrusted with the hard-earned levies of more than 109,000 employers.
00:18This fund exists for one purpose and one purpose only, which is to empower, upskill and protect 5.4 million
00:25Malaysian workers.
00:26Of course, I am talking about the levies paying community.
00:29It is my promise and our promise here in H.D.Corp, we will restore the trust and integrity.
00:36Let me say this clearly.
00:38Retrospective training approvals are a thing of the past.
00:42H.D.Corp approval will not come after training had taken place.
00:47Under our new policy, every single training session must be submitted at least 14 days in advance.
00:54No exceptions will be given.
00:56This 14 day window gives our team in H.D.Corp the time to scrutinize the paperwork and force compliance,
01:04and we leave virtually zero room for manipulation.
01:08The way we verify training.
01:11Approving the grant is only half the job.
01:13In the past, the system barely checked whether these classes actually took place once the grant was approved.
01:19We tore down the old framework and rebuild around an active verification.
01:25The result speaks for themselves.
01:27In the entire year of 2025, H.D.Corp verified 6,231 training programs.
01:35But between June and September of this year, in just under 4 months of the reform framework,
01:42we verified 19,322 training sessions, which is three times the previous year total.
01:50We achieved this to smart streamlined enforcement.
01:54But of course, we also have staff constraints.
01:57We modernize.
01:58We use digital platforms.
02:01We use digital platforms.
02:02Over 15,000 training sessions were verified digitally.
02:05While our team also conducted physical inspection to more than 3,500 sites.
02:12We are not stopping there.
02:14Our target is 100% verification.
02:17We are also building a system with MyDigitalID, SecureKR codes, geotagging, and timestamps.
02:23These are the steps that we are taking to resolve the 2024 auditor general finding which we are infamous for.
02:32I need to thank our Prime Minister, Dato' Sri Anwar Ibrahim and Minister of Human Resources, Dato' Sri Ramanan Ramakrishnan,
02:41for their courage and also for entrusting me with this role and for giving all of us in H.D
02:48.Corp the room to deliver.
02:49Every ringgit entrusted to us belongs to Malaysian, employers and workers alike.
02:56We will ensure it is managed with the discipline and integrity that they deserve.
03:01We are not finished keeping that promise.
03:04We are doing it day by day, claim by claim, ringgit by ringgit.
03:08The work will continue.
03:09We are revamping our allowable cost metrics, which is to understand what our Malaysian workforce truly needs.
03:18Currently, we have already engaged over 500 employers and stakeholders.
03:22This initiative will continue until the year end.
03:27We encourage feedback from all interested parties.
03:30You can channel your input to copcoms at hrdcorp.gov.my.
03:35Training schemes are being regrouped around high impact areas, heavily waiting on professional
03:41certification to support our nation's aspiration to achieve the 35% work force.
03:48H.D.Corp is also working to make sure that CPD points are claimable by next year.
03:54We also foresee by probably end 2027 onwards, companies will begin advertising their vacancies bundled together with scholarship.
04:05This is rather than relying solely on tax exemption.
04:10They can now use their Levis as a scholarship to upskill and reskill their employees.
04:15With this new policy on board, we are embedding lifelong learning holistically throughout the nation.
04:23I believe and we believe this is the true mandate of H.D.Corp.
