Shipping leaders: Scrap RoRo fees

The Philippine Coastwise Shipping Association (PCSA) urged the government to remove roll-on, roll-off (RoRo) terminal fees.

PCSA Chairman Lucio Lim Jr. said during the group’s general membership in Cebu City that RoRo terminal fees account for 5% to 10% of freight costs for a 10-wheeler truck and can reach 15% on some short-haul routes.

The association also wants the government to study eight proposed expressway corridors linking production centers, ports and markets, including a 230-kilometer route from Bogo City to Santander in Cebu.

00:00So, always this has been a, we're really hoping that under President BBM, with the help of Secretary Avalos and
00:13our province mate here, Brett, I'm sure you've experienced that, Brett, you know, moving from, you go to that inconvenience,
00:22you go get a ticket from the shipping company and then you have to pass by the
00:30PPA to pay that fee. And actually, the Roro Terminal fee is a very small percentage of the total revenue
00:42of the Philippine Port Authority.
00:48And actually, the removal, the assistance given by the Cebu Port Authority was actually cited by the President
00:58during his State of the Nation address this year.
01:06I'd like to add also, no, that this program of connecting our archipelagic islands, it's not something that is really
01:17new.
01:20Because, as you can recall, during the former, the father of our President, Ferdinand Marcos Sr., he created the Maharlika
01:36Highway.
01:37So, actually, the, the, the, the, the, the, the nautical highway started with, uh, yeah, okay. So, it's really good.
01:46Yes, so, okay.
01:48It is just a question of, uh, following through. And this was, uh, the Maharlika Highway was even funded by
01:55the Japanese government.
01:57Yes. Actually, this can also be a good, uh, ODA, uh, proposal. If there is a, uh, if we have
02:07already a project study, a feasibility study,
02:09the President can actually request JICA or, uh, any other, uh, official development assistance to partly, uh, fund this.
02:25We have, uh, the dozens and hundreds of, uh, trapping companies down to the supply chain, uh, companies.
02:33And so, we've always, uh, zoomed into the requirements of our logistics, uh, members.
02:40And one is that both Madhaui Chamber and Sibu Chamber combined, we are, we have already about, uh, nearly 2
02:47,000 member companies in Sibu.
02:49And not only in Sibu, the entire island, uh, the entire, uh, Isaias.
02:54And we have really been, uh, paying points clearly as for, uh, long-term planning in terms of infrastructure congestion.
03:05We have, uh, we are losing daily 3,000, uh, 3 billion pesos worth of, uh, lost revenue due, due
03:14to traffic, due to congestion.
03:16Not only in our, not only in our roof, but also in our ports.
03:21And I totally agree with, uh, uh, eradication of, uh, local fees.
03:28Uh, as, uh, and we are also, we are here to lobby that for the high fuel increase,
03:33of high fuel costs that we could perhaps lobby for the eradication or suspension of back on, on our fuel.
03:41Third is always the, uh, the lack of talent.
03:47Operators, helpers, drivers, and even mechanics.
03:52And these are where the, uh, the pain points of the industry skills gap is, uh, very evident.
03:59Um, these are things that we want to work together with the PCSA on our programs,
04:05as we can align our efforts together and we can lobby for more, uh, serious policies together.
04:13The consumer does not understand when they ship a hardware item,
04:16why Cebu Port Authority will charge only this much.
04:22Okay?
04:23So, uh, that is, uh, basically, there's been a big clamber.
04:29The governors have been calling on the, uh, the PPA,
04:35but PPA say that they cannot reduce it because it's already in the contracts.
04:40So, because he will get into, uh, into trouble with the Obuchman if he, you know, changes the contract or
04:48something.
04:49See you.
05:19Bye.
05:19Bye.
