01:00One cup at a time.
01:02Your perfect latte is ready.
01:04Coffee first, then everything else.
01:09How prepared are we for a prolonged dry spell that could affect our water supply, our farmers, and even the
01:16food on our tables?
01:17Good afternoon and welcome to Beyond the Headlines.
01:20I'm DJ Moises and today's conversation is brought to us by Coffee First.
01:25The concern goes beyond hotter days.
01:28Today, we'll look at what Cebu Province is doing to prepare, how assistance will reach affected communities, and what households
01:37should do now.
01:39Let's look deeper and think better.
01:41Joining us today is the head of the Cebu Provincial Disaster Risk Reduction and Management Office, retired Colonel Dennis Francis.
01:49Complete name, no?
01:50V. Pastor.
01:52Hello, Colonel Dennis.
01:53Welcome back to Beyond the Headlines.
01:54Mayung buntag siyo, Sir Darwin.
01:58Mayung unto.
02:00Yes, mayung unto.
02:01So, although we had an episode about this last week, and I'm referring to El Nino, but for the benefit
02:08of our viewers again, for those who were not able to see that episode,
02:13what makes El Nino, Colonel, different from the usual dry spells that we experience every now and then?
02:24This is based on science, and it's been already published even by the United Nations and all scientists all around
02:30the world, that this is going to be a very strong El Nino.
02:34And there are already about 102 LGUs that has declared the state of calamity in the Philippines.
02:42It's on the western seaboard part.
02:44And for Cebu, the conditions will be, for now, we are still in normal conditions, but in December, we'll be
02:52experiencing a dry condition.
02:54Then in January and February, we'll be experiencing a dry spell.
02:59Then by March until the mid of the year, 2027, we'll be experiencing the drought.
03:06So it's a challenge for everybody, a challenge for government, and also a challenge for the communities that will be
03:11affected.
03:12And because I'm a visual person, this is an attempt at visualization.
03:18You mentioned that you mentioned the western, and that is where some of the Thailand, Vietnam are.
03:25So if you notice, it's the western and southern Philippines, right?
03:29I'm correct.
03:30I'm just going.
03:32What has been affected right now is the eastern seaboard.
03:35Oh, eastern.
03:36From the Pacific.
03:37From the Pacific.
03:38Because the heat is coming from the Pacific Ocean.
03:40Okay, sige.
03:41Sorry, I'm sorry.
03:42No, no, no, no.
03:43Okay, ang ako pwede kayo.
03:43Ako mung gitanaw.
03:44This will go as far as Vietnam.
03:47Diba?
03:48Thailand, and then Malaysia, Indonesia.
03:52No?
03:52Yes.
03:52So, okay.
03:54So, murag na agi di ayay.
03:55Pero so, papa, ang Luzon, is it as affected?
03:58Yes, it's affected even right now.
04:00So, the whole country.
04:01Yeah, the whole country by March.
04:02If that's the case.
04:03Ah.
04:03Or late February.
04:05Okay.
04:05So, kung sa may mga, because we've talked about pag-asa, but yours is on the disaster risk reduction and
04:12preparedness na side.
04:13Kung sa yung mga kanang gi-anticipate na to nga impact in that space when El Niño will be on
04:25its full force na yun, which is by March of next year.
04:29Yes, we'll be affected by water supply, so also agriculture, our health will also be affected, and the health-related,
04:39heat-related illnesses.
04:41Food security will be affected, even prices of our commodities will be affected, and even power supply and energy.
04:49So, that's the impact we've seen, and the governor issued an executive order, 57, creating the El Niño task force.
05:00And after that, there is a Cebu province, El Niño preparedness and mitigation plan, and the plan will give all
05:12departments of the capital to have their implementing plan and a subsequent fund requirement to implement their mitigation plan for
05:23El Niño.
05:23For example, agriculture, they have to have an agriculture and livestock protection plan, and so on with the other, from
05:32health, from social welfare, to engineering, down to the other departments.
05:39Sige, and thank you for highlighting, this would impact several areas across, not just dry spell or hotter weather.
05:53Let's start with water.
05:56You're the more immediate and visible that you can see on people.
06:02So, how prepared is, based on the plan, Cebu province, in the context of potential water shortage?
06:13Just before I came, I met with the provincial consultant for water resource, Alden Rabade, and we discussed on the
06:26sources of water in the province of Cebu.
06:30Historically, what has been affected in 2015, 2016, and 2019 El Niño is the northern part of Cebu, the mountain
06:37areas.
06:38So, that is historically, but it would be a different ballgame with a very strong El Niño.
06:44Maybe the south can be affected.
06:45But we can see from our mapping that these are the areas that will affect it.
06:52So, what we did for the past two weeks is to identify our water sources and which of the water
06:58sources that we can rehabilitate, springs, wells,
07:02and which of these water sources that we can get to provide other communities that will be affected by the
07:11El Niño, especially upland barangays.
07:13So, we identified, for the information available, there are a lot of springs in Cebu.
07:20There are a lot of wells.
07:21Nga dilit mod dry.
07:23Yes.
07:24But, historically.
07:26Historically.
07:27But, we identified which of these wells and springs that can provide us with potential water in case other areas
07:36of Cebu will be affected.
07:37So, there is, we identified in south, especially in the areas of Buloon, Sambuan, Argao, Bajan.
07:46And in the north area, we have areas of Carmen.
07:51Nga hanggang yung tubig di na, nga hanggang yung spring di na.
07:53And the areas of Tabuelan.
07:55And to include Tuburan.
07:56Tuburan na seven rivers di na.
07:58The name itself.
07:59It's the name itself.
07:59Tubud.
08:00So, but affected with the north and historically.
08:03So, that's why PDRM itself, aside from monitoring these areas, we come up with a contingency plan out of the
08:12Cebu province preparedness and mitigation plan.
08:15So, all other departments will come up with a plan and come up with what fund requirement they do to
08:21implement the plan.
08:22And I'm glad, no, because at least your office and Cebu province were able to identify, based on historical information,
08:34portions of north and portions of south.
08:37Based on history, they completely dry up during El Niño.
08:43So, in case, kanang mo, abot nagid ang point na some portions of Cebu province na lang, outside these locations,
08:51mo dry up siya.
08:53Unsa may mga contingency measures, unsa may mga protocols also that, at least for the viewers who are watching, they
09:00will know what to expect or what to do.
09:04In worst case scenario, we have to go to the sea.
09:08So, that's why the provincial government is going to procure salination machines, portable ones, that we can move around Cebu.
09:17So, this is a very expensive one.
09:20So, even maintaining is very expensive.
09:22And we have also a problem of the residual waste when it has been treated.
09:27So, maybe we can just address that learning from others, countries doing saltwater or desalination.
09:34So, it won't actually a worst case scenario.
09:36But, kung buhay pa itong mga sources…
09:40We still go to the sources because it's much cheaper.
09:44And I talked with the provincial consultant on water.
09:48They are going to rehabilitate some of these springs na makakuha gitag-tubig dito to get water from that.
09:55So, in worst case scenario, we go to the sea.
09:58But there is a Cordoba salination.
09:59We can work out with them.
10:02But that's the worst case scenario.
10:04But still, we should be prepared for that.
10:07And then, un sa may ka ng mga protocols…
10:09Cebu province also has a very wide scope.
10:12And there are municipalities, man said, and LGUs in each municipality or cities.
10:18Un sa may protocols, said, about…
10:20Can say mo respond first?
10:23Ah, yeah.
10:23I met all the local DRMOs of the 51 municipalities and cities three weeks ago or two weeks ago.
10:31And we were able to discuss how we can respond.
10:35First, it was identifying our sources.
10:37Identifying our assets to include water tankers and fire trucks.
10:44And it was very definite during that meeting that water security is our major operational objective.
10:53Because without water, without security of the water, everything will be affected.
10:57So, they know the objective.
10:59And Cebu is…
11:00The PDMO has also divided the whole of Cebu into three clusters.
11:08North clusters, central clusters, the southern clusters.
11:12And they have themselves a leader in them.
11:14And it was agreed during that meeting that there will be a threshold on when the provincial capital enters into
11:20the scene.
11:21So, kanyang water stress, water shortage, it was agreed that they can help among themselves.
11:28So, each LGUs.
11:30Yeah.
11:30Each of the LGUs.
11:32Yes.
11:32Namang gawing mga LGUs ng taghang ka-gag resources like Toledo, Argao, Karkar.
11:37Makatabang gina sila sa katong mga gagmay ng munisipyo.
11:40But we also agreed that Cebu will enter in a certain threshold.
11:45But if there is a certain instances, Lissud na gawing ka-ayaw, Musud na gawing ang provincia.
11:52And we have organized that scenario from PDMO.
11:58So, I showed it to my staff.
12:02That's going to be done.
12:03There will be two fleets of water assets.
12:07One going north and one going south.
12:09It's composed of one 10,000 liter water tanker, one 6,000 liter water tanker, and two 2,000 liter
12:20water tanker.
12:21Kanyang tag-2,000 liter na to, mawag na yung pangsakas bukid na to.
12:25Mawag na yung makasaka ka ng 10,000 maglisog, nagsakas bukid.
12:28So, there's a mode on where to have the staging areas and then an incident command system will be established
12:36for them to get into how they can distribute water north and south.
12:40But there's a threshold on doing that.
12:42And on November 26, I'll be meeting again, the local DRMOs, and really threshing out final plan in these kind
12:51of scenarios.
12:52And correct me if I'm wrong, so that, kanyang makasabot po to my viewers, the reason nga there should be
12:58a response for each of the LGUs, kanyang parad, kanyang, when the province would come in, kanyang, di libitaw ma
13:08-deplete ang resource because it's such a huge province man.
13:12So, the first response should be from the LGUs and then amongst themselves, the clusters, and then if maabot yung
13:21threshold na dili na madad, that's when Cebu province would come in.
13:24It could be the water crisis.
13:26Water crisis.
13:27It would be the threshold for the province.
13:29But even then, kung naagid makaya sa kanyang cluster, we will enter.
13:35Now, let's move towards itong agriculture.
13:39Kung sa man ng mga portions of Cebu province, that data would show nga sila ang more vulnerable compared to
13:48the other areas.
13:50Yes, ang kanyang south, more on corn man isla and vegetables.
13:53Ang kanyang north is, napagin na sila yung mga sugar cane di na.
13:57And they also have to consider the locations of where the livestock are.
14:01So, kanyang siya, and when I discussed this morning with a consultant on water, I told them that we should
14:10start also thinking about recovery plan because agriculture will be the most hit with this kind of phenomena.
14:17Kanyang tubig mo, recover mo ng tubig sa itong springs, ikusugod ulan sa July, but agriculture, that's why for next
14:25year, I allocated about 31 million on risk insurance for livestock and agriculture.
14:33Because kanyang mga insurance will give them the motivation to still plant in case when they get hit by this
14:43phenomena, makataga na to is like fund, ito makarecover na yun.
14:50So, that's the purpose of insurance.
14:52And everybody should understand that.
14:55More risk transfer, kanyang siya.
14:56It's the same as when you buy a car, you get your insurance, para ang risk ni mo, you transfer
15:00to the insurance.
15:01Kanyang siya, the risk of na magubagad siya ang agriculture, natin madagahan na to fund them.
15:06And by the way, Colonel, that's a good advance mag-isip.
15:13Because to your point, Bitao, you suffer on the first half because of kanyang affected ang itong crops.
15:23But we also are not able to grow for the second half of the year because of this.
15:29So, the insurance would be a motivation for them to continue.
15:34One of the crops that we think, you mentioned corn, would be more affected so that at least the viewers
15:44will get to see if this potential agricultural products could, we will not say it will, but the price could
15:53also be affected.
15:55We should look into our vegetable supply in the south and our corn. The upland barangayes on the north, especially
16:04in Tuburan, Tabuelan, Borbon, we have to get them water.
16:11So by this week or on November 4, I will be meeting with the provincial agriculture officer of Dr. Roldan,
16:21Sarajena, so that we can trash out kanag yung ilang booster pumps on irrigation.
16:27Irrigation, irrigation. Kaya mawag na siya para diigid mamatay ang itong mga tanong.
16:32You've mentioned also kanang livestock. So unsang mga kanang livestock na produce that are vulnerable also with El Nino?
16:44Ang itong pork, lichon din yung Pilipinas. Ah, Cebu, lichon din yung Cebu. We have chicken. Nasa ito yung mga
16:52poultry sa Cebu, even in the south, area sa Karkar.
16:55So vulnerable na sila. Yes, in heat. And during the meeting, in November 4, I will also meet our Fulbinsia
17:04veterinary because I have to look into the plan on protection of agriculture and livestock for the El Nino.
17:11So at least for now, kanang there are a lot of conversations already that are happening specific to agriculture, whether
17:20kanang tanong mani sila or kanang livestock.
17:23Kanang what about the, katong you mentioned also, the health side also. Kanang vulnerable sa ang itong mga katawahanan.
17:36The people are vulnerable also with extreme heat related na mga diseases.
17:42Yes, uh, heat stroke.
17:45Heat stroke.
17:45So we are contemplating with the PHO, with the Provincial Health Office, of having cooling stations.
17:54Uh, more na niya siya pop-up tents with, uh, misting or Iwata fans, with water, with ice makers.
18:03Muna yung mga plano, no?
18:05So that kung asag ito siya nga, we can place it just to cool, uh, mga tao.
18:10So, and, uh, for PDR mo, we'll be have training, uh, training, uh, review or refresher on basic, uh, health
18:19safety, heat safety, orientation, first aid, first aid, and rapid cooling.
18:26Okay, naam na siya.
18:26Kibawa na muna as lab, but we're going to refresh these, these, these mga trainings.
18:30Dagan po trainings na, giline up for them.
18:32And to also, a training on how to, to conduct a heat wave incident command system.
18:38Okay, a booted to, it should be organized on how to deal with this kind of scenarios.
18:43Okay.
18:43Kibawa na naslag incident command system, but heat wave is quite different.
18:46Okay.
18:47Ang ilang, kibawa na naslag earthquake, kibawa na naslag flooding, but when you are affected by the whole of Cebu,
18:53mga gana, it's a different kind of ballgame.
18:56Sauna, earthquake, dagantag bugo.
18:58So, uh, flooding, dagantag, balamban, liluang, but right now, it's the whole of the province that you have to consider
19:06because everybody's going to be affected.
19:08And we just get into who is the most vulnerable and smart.
19:12And then, when it comes to information dissemination,
19:17unsamansad ang kina, mga agreed protocols between or among the province,
19:22the LGU, or Pag-ASABA, or EMB, or whoever needs to be involved.
19:28Yes, uh, Penny, I already gave this, uh, na-publish manganing plan,
19:34and it was discussed in the different departments of the Cebu province.
19:38And one of the tasks there is to come up for the provincial information officer,
19:44come up with a risk communication plan.
19:46Yes.
19:47You communicate the risk before it's happened.
19:49And our crisis communication plan, when there is already, the events is happening already.
19:56So, they're going to have a matrix on that.
19:58And, uh, uh, among PIOs, si AJ, he will be the one to discuss that with me
20:04and with all the other departments how to address it.
20:08But right now, uh, asa nilang Facebook,
20:11PDRM is also doing risk communications.
20:14We have to, we have to commit the risk.
20:15Uh, on the second, may tabo ninyo, what, uh, effect on health,
20:20effect on water supply, and what to do.
20:22Na-na-ta-na, even though Facebook niya karoon, others.
20:24This is the Cebu province nga Facebook, or...
20:28PDRM, PDRM, PIO, and PIO,
20:31sa Cebu province na social media pages. Continue.
20:34They've been doing that.
20:35Nakakita ko sa mga, mga ipang advertise nilang sa PIO.
20:39And we have also, kato nakita naman ganda si El Nino,
20:42pati sinaslag ko anakong staff,
20:45definitely have good my guys lang mga hindi magkarikature,
20:47no, bisag mga bata makasabot.
20:50Although we, anako nilang, sige, e, bisaya.
20:55And ko, iso diya, kaya kung pag umangkong,
20:58di kasabot, bisaya.
20:59So in English na sad.
21:00So these are kind of mga, ko anak,
21:03ang bata makasabot sad, what to do.
21:05Now the other thing is, at least, kanang,
21:08there are already conversations about per LGU, per cluster,
21:12and then how would that be elevated to Cebu province.
21:16Now, are there also conversations about how matters
21:19will eventually be elevated into a national,
21:23kanang concern na gidba that the province would need support already?
21:27During water crisis, kanang water crisis,
21:32then we go up, we go need support from national.
21:36Amongst, thresholds at ANA,
21:38the province will go down to the LGUs,
21:41and for national support on a crisis,
21:44nang water crisis,
21:45I hope we cannot get into that.
21:48Basta, ato lang protected atong water sources,
21:52we can have alternate water sources,
21:55we can go to the sea, we can go to the sea.
21:56and
21:57even in the island of
22:02Puro
22:03Kamotes
22:05grab it on tubig
22:08more nang di kayo
22:09problema ng Kamotes
22:11akong concentration was
22:13Elendobantayan and
22:15the one in Hilutungan in Mactan
22:17the wagonizers din
22:19and what will happen to them
22:21in an Illinio scenario
22:23but at least na identify na nato
22:26ang high risk
22:27na islands
22:29or locations
22:31we're now going
22:33towards the last few
22:35questions
22:36what are the
22:37we can tell that
22:40the government through Cebu province
22:43and also the LGUs and municipalities
22:45are already doing
22:47the preparation
22:48kung sa man sa matambang sa kanang
22:51everyday Filipinos
22:53everyday Cebuanos or households
22:54like or persons
22:56like me
22:57so that we can also
22:59join
22:59the government
23:00in preparing ourselves
23:02for the upcoming
23:03El Niño
23:04yes preparedness
23:05starts with the family
23:06magunan siya
23:08and we have been advocating
23:09that even before
23:10in disaster preparedness
23:12so it starts with the family
23:13so for the
23:14in-ill fenomena
23:15I think
23:18the El Niño
23:19doesn't mean
23:19na di mo uuan
23:21it will still rain
23:22but in a minimum
23:25below the normal
23:27so maybe 50 to 60%
23:29na di na uuan
23:30but when it rains
23:31kanang mga families
23:33should be able to
23:33catch the water
23:34para makakakuan ka
23:36and there are
23:37even in Facebook
23:38daghanak kayo na siyang
23:39how to conserve water
23:40you recycle your water
23:42kanang
23:44kung hindi
23:44pwede gamitin
23:45pwede pa magamit
23:45pang bisbis
23:46sa mga
23:47imang mga plants
23:48daghan sa na siyang
23:49mga
23:50nasa kwan
23:51and there's also about
23:52taking care of
23:53your health
24:08kanang
24:09but it's quite
24:11feel
24:11yung uuan
24:12na siyang
24:13uuan
24:13so di na
24:14magkasakit
24:15ang tao
24:16so
24:16we can still
24:18catch water
24:19because it doesn't
24:20mean that it will
24:20not rain
24:21but if it rains
24:22mo importante na
24:23yung water catchment
24:24sa balay
24:25and
24:25na-survey
24:27na siya na
24:27muna
24:27kisa yung mga
24:28walay water catchment
24:30na public market
24:32hospitals
24:32na na tayo
24:33surveyan
24:34and I will be
24:35meeting with them
24:36also
24:36so
24:37pag
24:38mitigate
24:39daghan
24:39ng
24:40schools
24:42and the school
24:43should also
24:43be trained
24:44on how to
24:44catch water
24:45kaya
24:46hindi na siya
24:46maayaw
24:47kung store
24:49we have dengue
24:50we have malaria
24:51so
24:52moge na siya
24:52bantayan
24:53sad na
24:54nagit ay tubig
24:55pero magkasakit
24:56sad na
24:56because
24:57moge na siya
24:57breathing ground
24:58good
24:58so
24:59if it's just
24:59stored
25:00it's just
